City of Groveland Planning & Zoning Workshop Meeting Minutes Thursday, June 1,2023 The City of Groveland Planning and Zoning Board held a meeting on Thursday, June 1, 2023. Board Member Vice-Chair Keith Keogh called the meeting to order at 3:03 p.m. The following Board Members were present: Keith Keogh, Robert Proper, Zach Decker, Dominic Cicio, Robin Hoover, Marty Proctor, and Kerry Lambert. City Officials present were City Attorney Anita Geraci-Carver; Timothy Maslow, Community & Economic Development Department Director; DeWayne Jones, Planning and Zoning Division Manager; Hannah Forbes, Planner l; and Maria Ramirez, Recording Secretary. Absent: Board Member Donald Tillman, and Bill Mathias. CONSENT AGENDA Approval of minutes from the March 2,2023, Planning and Zoning Meeting Motion: Board Member Keogh motioned to recommend approval of the April 6, 2023, minutes; Seconded by Board Member Proper. All Board Members present voted aye. NEW BUSINESS a. Recommendation of aooroval on Ord inance 2023- 21: Cherrv Lake Park ROW Vacate Recording Secretary Maria Ramirez read the headnote into the record as follows: ORDINANCE 2023-21 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GROVELAND, FLORIDA, VACATING CERTAIN RIGHTS OF WAY IN CHERRY LAKE PARK SHOWN ON THE PLAT OF GROVELAND FARMS, AS RECORDED IN PLAT BOOK 2, PAGES l0 AND ll, OF THE PUBLIC RECORDS OF LAKE COUNTY, FLORIDA, LOCATED IN SECTION 3, TOWNSHIP 22 SOUTH, RANGE 25 EAST; VESTING OF TITLE; PROVIDING FOR SEVERABILITY; PROVIDING FOR CONFLICTS AND SCRIVENER'S ERRORS; AND PROVIDING FOR AN EFFECTIVE DATE. All Board Members present voted aye PUBLIC COMMENTS: There are no public comments f Recommendation of aooroval on Resolutio n 2023-16: Peachtree Hills Preliminarv Plat Recording Secretary Maria Ramirez read the headnote into the record as follows: RESOLUTION 2023-16 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GROVELAND, FLORIDA, GRANTING PRELIMINARY PLAT APPROVAL FOR PEACHTREE HILLS GENERALLY LOCATED WEST OF STATE ROAD 19, NORTH OF O'BRIEN ROAD AND THE FLORIDA TURNPIKE AND SOUTH OF DEWEY ROBBINS ROAD, GROVELAND, FLORIDA; AND PROVIDING FOR AN EFFECTIVE DATE. Staff recommends approval Motion: Board Member Proper motioned to approve Resolution 2023-16 with conditions, 1) staff addresses setbacks, 2) Address the cul-de-sac on Dewey Robbins Road to reduce traffic 3) Community responsible for long term maintenance cost of internal roads to be managed by their HOA; Seconded by Board Member Decker. All Board Members present voted aye. PUBLIG COMMENTS: Debra Shelley is concerned with traffic on Dewey Robbins Road and protecting the wetlands. Joe Myers is concerned with traffic and wildlife. Audrey Cotton is concerned with traffic. CLOSING MENTS: Member Proper asked if the July meeting would be a workshop. DeWayne Jones stated it would be a workshop and meeting time would be discussed. Member Decker asked for the preliminary plats' timeline, he requested Members have more time to review plats before the meetings. 4 Tim Maslow advised staff to email plats as soon as the plat review is approved. Mr. Jones will send those emails. Member Lambert requested TJ Fish attend the July workshop. Mr. Maslow will speak to Mr. Fish on stormwater efforts. Chair Keogh commented he would like to see developers and community attend the workshops. Mr. Jones agreed. ADJOURNMENT Motion: Motion made by Chair Keogh to adjourn the meeting at 5:06 p.m.; Seconded by Board Member Proper.
