I. Call to Order
by Mayor Westcamp at 6:30 p.m.

Chief Portier led the Pledge of Allegiance.

Council Member Cleary arrived at 6:34 p.m.
A motion was made by Council Member Hilbert, seconded by
Council Member Drury, to excuse Council Member Cleary
from the meeting. All in favor stated AYE, None Opposed.

VII. Business of Guests
a. State Auditor’s Office Presentation
Tim Kraft with the Auditor of State of Ohio Office presented Finance
Director Jeff Green with the Auditor of State Award with Distinction.
The Auditor of State Award with Distinction is the highest award the
Auditor of State's office gives out to public entities throughout Ohio.
The entity must file timely financial reports with the Auditor of State’s
office in the form of a CAFR (Comprehensive Annual Financial
Report) and GAAP; as well as receive a clean audit report. A clean
audit report does not contain any findings for recovery, material
citations, material weaknesses, significant deficiencies, or single
audit findings or questionable costs. The office audits approximately
5800 public entities, with less than 5% receiving this award. It is his
honor and privilege to present this award to the City of Groveport and
Jeff Green. Mr. Green acknowledged Anna Krigbaum and Amy
Hartung as "the brains of the finance operation" and asked them to
accept the award with him.

AN ORDINANCE PROHIBITING PARKING AND AUTHORIZING THE
INSTALLATION OF NO PARKING SIGNS ON THE FIRE HYDRANT
SIDE OF DORCHESTER STREET IN ELMONT PLACE, SECTION 3, IN
THE CITY OF GROVEPORT, AND THE DECLARATION OF AN
EMERGENCY

Administrator Hall had provided Council with some of the history on
the parking issue on Dorchester Street. Dorchester Street, Section 1
of Elmont Place does have "no parking" signs on the hydrant side of
the street as part of their plat. She referred Council to the submitted
map showing the middle section of Dorchester Street with no parking
signs because they were part of Phase 1 of the project. In the City's
Subdivision Regulations it states any street that has 26' of width of
pavement cannot have parking on the hydrant side of the street.
Dorchester Street has 32' of pavement. Ms. Hall has had the parking
signs bagged until the matter can be researched. She had advised
Mr. Stevens the City would look into what all the other collectors
going into the various subdivisions were and she will contact Madison
Township Fire Chief Bates for his opinion as it relates to the fire
department. The collector streets in the subdivisions that are 32' in
width all have "no parking" signs on the hydrant side of the street.
Fire Chief Bates is of the opinion with the fire truck's width being 9'
with the doors closed; with the doors opened it is much wider; it
would cause a safety hazard if parking was permitted on the hydrant
side of the street.
Marvin Stevens of 4839 Dorchester Street addressed Council
regarding the parking signs on Dorchester Street. His concern isn't so
much that the signs are there, his research shows the street is extra
wide and there are only four houses on that section of Dorchester.
Ms. Hall advised him on the City's research and the response from
Fire Chief Bates. The fire hydrants are really spaced far apart and
next to his house there is a field, with no fire hydrant for 100' or more.
Mr. Stevens referenced Ordinance No. 01-015 (adopted 3/12/2001)
that lists streets with no parking on the hydrant side of the street. This
Ordinance being discussed tonight lists Elmont Place Section 1,
Parts A & B, his house is in Section 3 of Elmont Place. He stated his
research of Groveport streets showed there are a lot of streets that
don't have signs on the fire hydrant side of the street: Larson, Sheryl,
Westport, Shaffer, South, parts of Cherry, West and Center Streets.
Signs are on the opposite side on those streets. He would like the

signs removed or placed on the opposite side of Dorchester Street
since the street is wide enough. He suggested the possibility of the
City issuing parking permits for his family and friends to park on the
same side of the street as his house when visiting.
Kirk Sanders of 4847 Dorchester Street addressed Council regarding
the no parking signs. His house is on the same side of the street as
the Stevens' house. He stated the issue can be resolved, it is
something that is very simple and can be done with nothing across
the street but a pond and the two houses further up the street. He
thanked Council for their time.
Law Director Shannon advised everyone the streets referenced by
Mr. Stevens are in the older sections of Groveport and were not a
part of the subdivision regulations the City has enacted within the last
10 to 15 years. The subdivision regulations read there will be no
parking on the hydrant side of the street so there will be no issue with
the fire department being able to get through the streets and hook up
to the fire hydrants. Mr. Shannon explained Council could make a
motion to suspend the rules as to the three readings and take action
on this Ordinance tonight; it will take 5 votes of Council to pass. This
Ordinance was referred to the Committee of the Whole.

Law Director Shannon advised Council the renewals for liquor
permits are due. If Council has any issues with any of the permits
Council will need to request a hearing with the Division of Liquor
Control. Chief Portier has no issue with any of the permits. The
Moose Lodge has to go through all the steps to have a permit issued.
The have to be in compliance with all of the City's building code
requirements first.
