Ordinances and Resolutions A. 3rd Readings None B. 2nd Readings City of Groveport Page 1 City Council Meeting Minutes February 25, 2019 ORD. 19-004 AN ORDINANCE AMENDING THE CODIFIED ORDINANCES OF GROVEPORT - PART THREE - TRAFFIC CODE, TITLE SEVEN, CHAPTER 351, SECTION 351.17, TRUCK PARKING IN RESIDENTIAL AREAS AND THE DECLARATION OF AN EMERGENCY Sponsors: Hutson Attachments: ORD. 19-004 Exhibit A.pdf Council Member Dildine commented that with the weight limit stated within the Ordinance and no distinction between parking on a street versus parking in a driveway, in a residential area, that the two parking areas should be addressed separately. That would allow someone to park a vehicle in their driveway that would not be permitted parked on their street. Mr. Dildine passed around pictures of a Ford van work truck that would take a single parking spot but its GVW is 9,950 lbs. The vehicle is listed with a 7,065 lbs. curb weight (empty of passengers and/or cargo) with a payload of 2,085 lbs. (with passengers and/or cargo) which is under the 9,950 but not under the 9,000 lbs. specified in the Ordinance. Mr. Dildine passed around a photo of a resident’s company truck that is not a big truck nor a heavy truck, yet it is in violation of the City traffic code. The resident works for a company that can call him out any time, day or night, to answer emergency maintenance calls for rental properties. Mr. Dildine thinks these type of situations need to be considered when an ordinance would prohibit trucks/vans over 9,000 lbs. from parking anywhere in residential areas. Council Member Cleary raised the matter of vehicles hitched to trailers. Law Director, Kevin Shannon, quoted the language in the Ordinance as it stands now: Trucks, tractors or trailers with a gross vehicle weight of two four and one-half tons (59,000 lbs.) empty or over are hereby prohibited from parking in residential areas within the City after 6:00 p.m. or before 7:00 a.m. except deliveries of goods and materials to persons within the City. Captain Blevins looked into how other Central Ohio communities handled this issue finding many differentiate between commercial and non-commercial vehicles. This Ordinance will have its third reading on March 11th. Council wants this Ordinance to get out to the community so residents would have an opportunity to have input on some points of discussion: commercial versus non-commercial, on street parking versus private driveway parking and what does the City mean by residential areas, to name a few. Council Member Becky Hutson, sponsor of the legislation and Chief Building Official, Stephen Moore, need to be included in the discussions. There are some prohibitions on certain types of vehicles being parked, even in the driveway. What Mr. Shannon is expecting, as this Ordinance hits its third reading, is for Council to consider postponing action on this Ordinance until the second meeting in March, (March 18, 2019) to have an in-depth discussion at the Committee of the Whole meeting. Mr. Shannon will come up with some different versions of language to bring before Council. Council Member Scott Lockett would like to see the word get out to residents so if there is an interest or opinions on their particular residential area they could come before Council to speak their piece. City Engineer, Steve Farst, through the City’s Consultant Follow the River, was informed about some current EPA guidelines with respect to this matter, as well as some permit fees provisions. Mayor - Lance Westcamp Mayor Lance Westcamp commented to those who attended the Groveport Madison Area Community Choir presentation of "That’s Entertainment: The Great American Road Trip" was excellent. There was a very good turnout for the event that was held in the high school’s new auditorium. Mayor Westcamp announced that Rick Palsgrove, Editor, Southeast Messenger, will serve as Grand Marshall of the City of Groveport's 2019 4th of July Parade. Everyone knows what Rick Palsgrove does for the City of Groveport. B. Administrator - Marsha Hall Administrator Marsha Hall remarked that the City's transportation drivers are currently titled Senior Transportation Driver because they drive for Senior Transportation. But, now that the City has another bus vehicle on the way, drivers will be driving for various City programs and events. Staff would like to change that title to Transportation Driver. Legislation is not required to change the title but Law Director, Kevin Shannon, suggested getting the change approved by Council by motion. A motion was made by Council Member Hilbert, seconded by Council Member Cleary, to change the City's transportation drivers, currently titled Senior Transportation Driver to Transportation Driver. Director of Finance - Jeff Green City of Groveport Page 5 City Council Meeting Minutes February 25, 2019 Finance Director, Jeff Green, reported State Tax Credit Authority approved incentives on State tax credits for an expansion at GAP, who will be building a 440,000 sq. ft. warehouse adjacent to their current building. Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky Hutson, Scott Lockett and Chad Grashel Council Member Ed Dildine offered to answer any questions on last month’s Madison Township Fire Department report. Mr. Dildine did the shopping for the Council Members participation in the City’s food pantry drive and delivered 172 (minus 1 dropped jar of grape jelly) items to the Municipal Building. Council Member Jean Ann Hilbert commented that Saturday night’s show was amazing. It was just amazing how the community came together. It showcased the new Groveport Madison High School auditorium and brought the schools and community together. The event helped human needs as well. G. To include all Members of Council, the Mayor, himself, the Administrator and Mr. Green. A motion was made by Council Member Dildine, seconded by Council Member Hilbert, to go into Executive Session at 7:00 p.m. pursuant to Ohio Revised Code Section 121.22(G) to discuss personnel related matters of a public employee, land acquisition and/or land lease, economic development and imminent legal action. To include all Members of Council, the Mayor, the Law Director, the Administrator and Mr. Green.
