Pledge of Allegiance Warren Motts asked that we not forget all the service men and women who are serving throughout our country and the world today allowing us to be here with the great freedom we have as he led the Pledge of Allegiance. Warren Motts - Motts Military Museum Warren Motts updated Council on the past year at Motts Military Museum. It was a tough year for him and his family with the loss of his wife, Daisy, of 56 years. She was part of every decision made and was his guiding light. She was very involved in the Museum and their quest to honor our veterans and active duty personnel. Their daughter, Lori, Assistant Executive Director at City of Groveport Page 1 City Council Meeting Minutes March 25, 2019 the Museum, has kept everything running at the Museum. The Military Order of the Purple Buckeye Chapter 500 continues to meet at the Museum monthly, but the POW’s have stopped meeting for lack of members. The annual Christmas Party in December had 20 families and 1 POW. Numbers are dwindling due to deaths; they just lost POW Bill Schmitt. Milt Mapou, 97, a Pearl Harbor survivor who passed away in January. Board Member Mike Pohorilla, 97 years old, was a B-17 Navigator in WWII and Norman Lambert, Advisory Board Member, who served in Korea and Vietnam earning 2 silver stars, are both still out giving speeches and representing Groveport and the Museum. There are two new Board members, Lori Motts Byrd, Assistant Director, and David Roth. Dave had served on Motts Military Museum’s board at its inception and put together the newsletter “From the Trenches”. Dave publishes the Blue & Gray magazine and operates The General Books publishing company which specializes in Civil War history and historical travel. Lori Motts Byrd has been employed by Motts Military Museum since 2016 and the Board elected her as the Assistant Director to serve on the Board. Lori has done a great job with the Statue of War Dogs of Vietnam Memorial. The statue, in bronze, was made from a photograph of MMM volunteer SP4 Ed Reeves and his dog, Prince. The last $24,500 for the statute was paid to sculptor Alan Cottrill of Zanesville, who did a fantastic job. Columbus Art Memorial is cutting the stone for the floor and back of the monument. The stone comes from the same quarry in India that furnished the stone for the Vietnam Memorial in Washington DC. Columbus Art Memorial is also engraving the 4242 dogs’ names with ear numbers, as well as, the 297 handlers, that were killed in Vietnam and 1 veterinarian and 2 veterinarian techs also killed in action. Lori raised nearly all of the $110,000 for the project, but $5,000 is still needed to complete the project. The dedication has been set for September 28th, 2019. Mr. Motts thanked Groveport Police Chief Ralph Portier for getting “Vector Security” to install a camera security system at no charge to the Museum. Volunteers have done great things for the Museum this past year. There are 70 volunteers that give of their time and talents to work at the Museum. There was a total of 4,207.5 hours donated by volunteers last year. The concrete pad walkway has been poured making the Higgins Boat handicapped accessible. The landscaper is waiting for nicer weather to install the trees and bushes. The National Veterans Memorial and Museum in downtown Columbus, had its grand opening in October 2018. They have a number of Motts Military Museum’s artifacts on loan. The Columbus Chamber of Commerce's Experience Columbus event promotes Motts Military Museum as a place to go when coming to Columbus and includes MMM info in its promotional material. The Museum has achieved national status and other museums are actively seeking Motts Military Museum out asking to loan artifacts for their museums. Motts Military Museum artifacts have been loaned to six different museums located throughout the United States. City of Groveport Page 2 City Council Meeting Minutes March 25, 2019 John Glenn’s 1982 Chrysler LeBaron automobile was donated by the Ohio History Connection who has been a great partner with transferring great artifacts to Motts Military Museum. A new weapons exhibit, donated by a former US Marine, displays an entire collection of 40 WWII German Mauser Rifles & artifacts. Also new to the Museum Campus is a WWII German / Italian Prisoner of War hut from Camp Perry, Ohio. The cost for the move was $1,483.70. Mr. Motts emceed the City of Groveport’s Veterans Day Ceremony. The keynote speaker was 1st Sgt. Rick Compton with the American Legion Post here in Groveport. It is always an honor to do these ceremonies for the City. On Veterans Day, Mr. Motts was the keynote speaker as advising Professor at Columbus State Community College. Also on Veterans Day, he addressed Veterans and active duty personnel at the Ohio Department of Correction in Orient, OH. The inmates had built a 4 foot scale model of a Hummer out of cardboard and donated it to the Museum. The Motts Military Museum participated in Veterans Recognition Day at the Ohio Historical Connection which recognizes the Veterans every year and MMM was proud to take part with an outdoor display and vehicles. The annual Brick Ceremony was held in August with 63 bricks dedicated and approximately 275 people in attendance. The Museum hosted a U.S. Army promotion ceremony and the September 11 Ceremony put together by Firefighter Ed Dildine and the Madison Township Fire Department. The 911 building project entailed moving the fence around the land north of the main building and the survey is complete. Preconstruction engineer Corna Kokosing has the preliminary floor plans, elevations, site plans, and an updated estimate for the project which now includes another wing between the main building and the 911 building. Construction cost for the project is around 2.5 million for the building. Staff is working with corporations to make this project happen. The Museum received personal donations of more than $140,000 toward this project. The Ohio Union have agreed to furnish the labor for this project. Many school groups visited the Museum this past year. Every year the French Foreign exchange students from Canal Winchester come to the Museum. Since the City of Groveport gives so much support to the Museum the Board voted to not charge classes from Groveport schools when they tour the Museum. Throughout the year, the Museum had a lot of exposure on radio & TV. Mr. Motts was on for Memorial Day, July 4th, Veterans Day, and Pearl Harbor Day. He thanked Rick Palsgrove, Editor, Southeast Messenger, for his great articles on the Museum. His son, Wayne Motts, continues to speak around the country and appear on the History Channel. Wayne was on the America Heroes Channel “Civil War Series”. Motts Military Museum had a great exhibit at the Columbus International Auto Show at the Convention Center in downtown Columbus. Thanks to iHeartRadio and the Columbus International Auto Show for giving MMM the booth. MMM had 8 military vehicles on display. He thanked the City of Groveport for its continued support of the Motts Military Museum. Mr. Motts closed with “As Daisy always said “EVERY DAY IS VETERANS DAY AT MOTTS MILITARY MUSEUM!”." VII. Staff needed to determine how to best correct the cooling situation. In the last few years, the banquet room has had an increased number of functions and the current cooling system in unable to keep City of Groveport Page 7 City Council Meeting Minutes March 25, 2019 up with the demand in hot weather. The cooling system has shut down during events. It has been determined that the new cooling system to be installed will be linked into the current system, thus allowing the temperature to be set ahead of time. However, the legislation was for the City to bid out the project. The City is looking to go through a Franklin County project. The City will benefit economically by becoming part of a larger project. Staff is requesting this legislation because the bid legislation cannot be used to take part in the Franklin County project. Franklin County also has to obtain approval from the County Commissioners. He informed Mr. Motts that Rick is the Grand Marshall of Groveport’s 4th of July parade this year. He will lead the parade on an old antique fire truck. B. Chief of Police - Ralph Portier Chief Portier welcomed Sergeant Casey Adams back. Sgt. Adams has been gone for 2 months attending the FBI National Academy and wants to present a lot of great ideas to the department. In the next 3 years, there will be many positive changes in the police department and Sgt. Adams will be a part of those changes. Chief Portier had the opportunity to attend the swearing-in of the new Pickerington Police Chief, Tod Cheney. He will be a great asset to the City of Pickerington. D. Director of Finance - Jeff Green Finance Director, Jeff Green, reported that the Income Tax Collection Report is not included in the submitted Financial Report. Staff is still working on assembling this report that is completely different with RITA. Information is still being collected from Columbus and RITA. The 30 students and 2 teachers will leave the school at 9:30 a.m. to stop for a quick tour of Town Hall before walking up to the Municipal Building.
