Call to Order by Mayor Westcamp at 6:30 p.m. Staff Present: Marsha Hall - Administrator, Kevin Shannon - Law Director, Jeff Green - Director of Finance, Ralph Portier - Chief of Police Guests Present: The Guest Book is on file with the Clerk of Council. II. Moment of Silence The Mayor asked everyone to join him in a moment of silence. III. Pledge of Allegiance Chief Portier led the Pledge of Allegiance. IV. Roll Call A motion was made by Council Member Hilbert, seconded by Council Member Hutson, to excuse Council Member Dildine from the meeting. US Census Bureau - Mark Boyd, Partnership Specialist Mark Boyd, Partnership Specialist, with the United States Census Bureau gave a PowerPoint presentation on the 2020 Census Briefing. The presentation covered the importance of communities getting involved and the impact the 2020 Census will have on not just the local communities but the State of Ohio as well. B. Director of Finance - Jeff Green Finance Director, Jeff Green, thanked Council for approving tonight’s City of Groveport Page 4 City Council Meeting Minutes April 8, 2019 appropriations ordinances. Mr. Green noted that funds were added to the Economic Development budget since this will now be occupied. Funds were moved for advertising to campaign to build more awareness of Groveport, especially the downtown area. Throughout the year there will be 4 half-page ads in Columbus CEO, 4 half-page ads in Columbus Monthly, 6 quarter-page ads in Business First and 14 Sunday ads in the business section of the Columbus Dispatch. The advertisements will promote the properties Groveport has available and some will advertise what the City of Groveport has to offer. E. Director of Law - Kevin Shannon Law Director Shannon stated he will request Council to consider going into Executive Session under the Other Business line item on the agenda. F. Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky Hutson, Scott Lockett and Chad Grashel Nothing to report. G. Clerk of Council - Ruthanne Sargus Ross Clerk of Council, Ruthanne Sargus Ross, requested Council to consider making a motion to appoint her as their designee for the Certified Public Records training she will be taking in April. A motion was made by Council Member Hilbert, seconded by Council Member Cleary, to appoint Clerk of Council, Ruthanne Ross, as their designee for certified public records training. Standing Committees Council Member Cleary mentioned now is the time to be thinking of the 2020 Charter Review Committee. IX. Other Business A. Executive Session Law Director Shannon requested Council to consider making a motion to go into Executive Session pursuant to Ohio Revised Code Section City of Groveport Page 5 City Council Meeting Minutes April 8, 2019 121.22(G) to consider the appointment, compensation of a public employee; to consider economic development issues; and discussions with an attorney to discuss potential imminent litigation. To include all members of Council, the Mayor, himself, the Administrator, and the Finance Director. A motion was made by Council Member Hilbert, seconded by Council Member Cleary, to go into Executive Session pursuant to Ohio Revised Code Section 121.22(G) to consider the appointment, compensation of a public employee; to consider economic development issues; and discussions with an attorney to discuss potential imminent litigation at 7:08 p.m. To include all members of Council, the Mayor, the Law Director, the Administrator, and the Finance Director.
