Mayor - Lance Westcamp City of Groveport Page 3 City Council Meeting Minutes April 22, 2019 Mayor Lance Westcamp noted that since Council made the decision to split Jeff Green's job, it opened up the opportunity to hire a new Finance Director for the City of Groveport. Mayor Westcamp recommended the appointment of Jason Carr to serve as the Finance Director for the City of Groveport. A motion was made by Council Member Hilbert, seconded by Council Member Lockett, to appoint Jason Carr as the City of Groveport's Finance Director. The motion carried by the following vote: Yes: 6- Cleary, Dildine, Grashel, Hilbert, Hutson and Lockett Law Director Shannon requested Council to consider making a motion in consideration of Jason Carr being appointed Finance Director for the City of Groveport by the Mayor, and confirmed by a majority of City Council, under Groveport Charter § 7.01B, it is requested that a member of Council make a motion approving his starting salary at $98,952.19, and further, pursuant to Groveport Charter § 7.01B, Mr. Carr is permitted to work in other public offices or private employment as long as said employment does not interfere or conflict with his duties as Groveport Finance Director. Mayor Westcamp stated Mr. Carr's starting date will be between June 1st and June 15th, 2019. The motion carried by the following vote: Yes: 6- Cleary, Dildine, Grashel, Hilbert, Hutson and Lockett Remembering Mr. Rarey Mayor Westcamp remarked on the passing of former City Council Member Ed Rarey. Ed Rarey influenced Mayor Westcamp's public service to the City of Groveport over many years. Those who knew Mr. Rarey knew his first item of business was the safety of the community's kids. He was influential in the matters of the recreation center, the golf course, the Foor Leisure Path and the sidewalks along Wirt Road. His influence shows in how far the Groveport Police Department has come since he had served on City Council. Mr. Rarey was always humble and never wanted any recognition for his accomplishments nor the accomplishments of all the young athletes whose lives he touched. While the Mayor rode beside Mr. Rarey on a float in a City of Columbus parade, there was an unbelievable number of young people who approached the float acknowledging and asking Mr. Rarey how he was doing. In 1994, he came to Mayor Westcamp's office telling the Mayor he needed a sign on the wall saying "Lead, follow or get the h@!! out of the way". As this quote was posted on Facebook, one could not help but think of Mr. Rarey; "Life's journey is not to arrive at the grave safely in a well preserved body, but rather to skid in sideways, totally worn out, shouting 'holy sh*# . . . what a ride!' " Scott Lockett commented that growing up in the same neighborhood, Mr. Rarey was always perceived as a pillar of the community. The Rarey name always held special status with its history with Groveport. Mr. Rarey never took advantage of the Rarey name, he was always humble and did what was best for the community. Becky Hutson stated humble was a great word to describe Mr. Rarey. He had a huge influence on her and why she sits on City Council today. He will always hold a special place in her heart. Ed Dildine noted it is hard to imagine how many lives Mr. Rarey touched, not only in Groveport but in Gahanna as well. He was so influential not only in one town but two, with 62 years in Gahanna and 89 years in Groveport. No other community will probably have anyone with that much influence on a single community nor lose the history that Ed Rarey held in his mind. It is a sad time for the City of Groveport. Jean Ann Hilbert spoke of the experience of serving on City City of Groveport Page 5 City Council Meeting Minutes April 22, 2019 Council with Mr. Rarey. They often disagreed on items but when they did agree, it was look out world, because things were moving. Mr. Rarey was a true statesman not only in Groveport but throughout the State. He is honored in many Hall of Fames. His passing is the end of an era. Shawn Cleary shared that while his father was sick in the hospital, Mr. Rarey made sure Shawn's mother got to the hospital every day for almost two years. He will be sorely missed. Chad Grashel commented as a child you are taught to leave a situation better than you found it. Mr. Rarey's legacy is that he left this community, Council and the general Central Ohio area, better than the way he found it. Mayor Westcamp added you always knew when he was upset with the City of Groveport because he would wear his Gahanna Lincoln coat. B. Administrator - Marsha Hall Administrator, Marsha Hall, was not present. Assistant Administrator, Jeff Green, reported everything has been fairly quiet. There have been a few little fires to put out here and there, but nothing major. C. Chief of Police - Ralph Portier Chief Portier reported he would be leaving late afternoon on Thursday; it's his anniversary. Last week, he had the opportunity to speak at the APCO (Association of Public-Safety Communications Officials) / NENA (National Emergency Number Association) in Sandusky, Ohio. NENA is a national emergency numbering system for 911 dispatchers. During the Chief’s lecture, he talks about the City of Groveport and a person in front of him commented that she lives on Elm Street. It shows that one never knows where, or when, you see how small the world is and how big your community can be. The Marshmallow Drop event went well and traffic was handled well by our police department. D. Director of Finance - Jeff Green Nothing further to report. E. Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky Hutson, Scott Lockett and Chad Grashel Council Member Dildine had talked to Administrator Hall and Jeff Green about bringing other eating opportunities to Groveport. He had contacted Phillip's Coney Island food truck who has been a staple in the City of Columbus for over 100 years. Since they have lost their building, they have opened up a food truck and go around to different parks in the County for lunches. They set up from 11:00 a.m. to 2:00 p.m., just like Schmidt's does here in Groveport. Phillip's has agreed to do a few trial runs. Tentative dates are Tuesday, June 4th and Tuesday, June 25th, setting up in the same area as Ace Hardware. Mr. Green interjected that the City has had a slow response to this year's Farmers' Market. There was talk about cutting back the market from every week to just once a month. Staff plan to do a First Tuesday to promote interest in the downtown area. It would be an expanded version of the farmers' market, to include activities for adults and kids, various food trucks, music and moving the event over to the elementary school property. Mayor Westcamp mentioned he got to experience pickleball. He watched a group of about 25 people play the game. G. Clerk of Council - Ruthanne Sargus Ross Nothing to report. H.
