City Council Meeting Minutes May 13, 2019
I. Call to Order
by Mayor Westcamp at 6:30 p.m.
Staff Present: Marsha Hall - Administrator, Jeff Green - Director of
Finance, Ralph Portier - Chief of Police
Guests Present: The Guest Book is on file with the Clerk of Council.
II. Moment of Silence
The Mayor asked everyone to join him in a moment of silence.
III. Pledge of Allegiance
Chief Portier led the Pledge of Allegiance.
IV. Roll Call
A motion was made by Council Member Hilbert, seconded by Council Member
Cleary, to excuse Council Members Chad Grashel and Scott Locket from
tonight's meeting. The motion carried by the following vote:
Excused: 2- Grashel and Lockett
Yes: 4- Cleary, Dildine, Hilbert and Hutson

VI. Proclamation
Mayor Lance Westcamp read a proclamation honoring National Police
Week and National Peace Officers' Memorial Day. The proclamation
was presented to Chief Portier and Sgt. Casey Adams.

Council Member Hilbert wanted to be sure the City addresses the traffic
problems in the area. Administrator Hall informed her that a traffic
study has been done and there are a number of improvements
required at the intersection. If approved, the improvements would be
part of the development agreement.

VIII. Reports
A. Mayor - Lance Westcamp
Mayor Lance Westcamp thanked the Trees and Decorations
Committee for the great Arbor Day Celebration. It started at Glendening
Elementary, then to Blacklick Park to dedicate a tree in memory of Jan
Stoots and ended up at Groveport Elementary. The Mayor personally
thanked Cristy Duckworth, Program Coordinator, for filling in for Patty
Storts, Community Affairs Director. Cristy did an excellent job.
Many attended the retirement open house for Officer Carrie
Clites-Meader. The event was very professional, the food was excellent
and there was a great turnout. Officer Clites is wished all the best in her
retirement.
The Mayor and Council will be attending the Southeast Franklin
County Chamber of Commerce Valedictorian Luncheon on
Wednesday, May 15th. The luncheon will be honoring the nine
valedictorians from Groveport Madison High School.
The Mayor and Council Member Cleary will also be attending the
Armed Forces Celebration by invitation of Warren Motts.
B. Administrator - Marsha Hall
Administrator Marsha Hall informed Mrs. Hilbert that ORD. 19-019 will
not be on next week's Committee of the Whole meeting agenda
because it went to the Planning & Zoning Commission. It will have a
public hearing on May 28th where Council will have the opportunity to
discuss the matter further.

C. Chief of Police - Ralph Portier
Chief Portier let everyone know that Wednesday will be Carrie

Clites-Meader's last day if anyone wanted to stop by and see her.
Chief Portier obtained over $7,000 worth of mobile and portable radios
from Homeland Security.
D. Director of Finance - Jeff Green
Finance Director, Jeff Green, updated Council on the corner property at
Main and College Streets. The City's first advertisement for the site ran
in the business section of Sunday's Columbus Dispatch.
E. Director of Law - Kevin Shannon
Not present.
F. Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky
Hutson, Scott Lockett and Chad Grashel
Council Member Shawn Cleary addressed Chief Portier regarding the
proclamation the Mayor read in honor of National Police Week. He
commented that even one officer is too many. Anything this Council
can provide to the police department will be done.
G. Clerk of Council - Ruthanne Sargus Ross
Nothing to report.
H. Standing Committees
Council Member Ed Dildine reported the Truck Parking in Residential
Areas Review Committee met for the first time tonight on the matter of
351.17 addressing truck parking and weight limits. The Committee
reviewed definitions through various resources; the Bureau of Motor
Vehicles, the Ohio Revised Code, Reynoldsburg, Grove City, Dublin
and Canal Winchester. The Committee is putting together some
language with Law Director Shannon so it can be put into the right
format to bring before Council. The next meeting is scheduled for May
28th before the Council meeting.
Council Member Ed Dildine reported the Trees and Decorations
Committee minutes will be provided to Council once Patty Storts has
the official minutes completed and she forwards them to Ruthanne
Ross. Once they are sent out to Council he will answer any questions
and/or concerns and take them back to the Committee. They are still
discussing the same items; Halloween, Christmas decorations,
Cypress Grove trees, etc. . .all the regular yearly things throughout the
City of Groveport Page 4

City. Mayor Westcamp commented that not only this Committee but
the Parks department have the City's flowers looking great. The City
having its own greenhouse is another added plus from this Council.
Council Member Shawn Cleary reported that the Cemetery Committee
met on May 1, 2019. Mr. Cleary was elected Committee Chair with
Dawn Bellamy being elected Vice-Chair. Members explained the
Committee to Dawn Bellamy and took a trip out to Hendron Cemetery.
The Committee's goal is to provide the best maintenance and care to
all the graves.
IX. Other Business
None.
X. Adjournment
A motion was made by Council Member Dildine, seconded by Council Member
Hutson, to adjourn at 6:50 p.m. The motion carried by the following vote:
