Call to Order by Mayor Westcamp at 7:09 p.m. Staff Present: Marsha Hall - Administrator, Kevin Shannon - Law Director, Jeff Green - Director of Finance, Kurt Blevins - Police Captain Guests Present: The Guest Book is on file with the Clerk of Council. II. Moment of Silence The Mayor asked everyone to join him in a moment of silence. III. Pledge of Allegiance Captain Kurt Blevins led the Pledge of Allegiance. IV. Roll Call A motion was made by Council Member Lockett, seconded by Council Member Hutson, to excuse Council Member Hilbert from the meeting. Ordinances and Resolutions A. 3rd Readings ORD. 19-019 AN ORDINANCE APPROVING THE FINAL DEVELOPMENT PLAN FOR 4500 S HAMILTON ROAD, THE PIZZUTI COMPANIES, APPLICANT, (PARCEL NUMBERS 185-001293 AND 185-001294) Sponsors: Dildine City of Groveport Page 1 City Council Meeting Minutes May 28, 2019 Attachments: ORD. 19-019 Exhibit A.pdf ORD. 19-019 Exhibit B.pdf After hearing the concerns Council has about traffic on South Hamilton Road, Phil Rasey, Vice President of Development, The Pizzuti Companies, requested that Council consider a delay in voting on this item. He would like to go back to the team at Pizzuti to see if all the public infrastructure could be completed simultaneously with the construction of the buildings before any are occupied by tenants. Law Director, Kevin Shannon, advised Mr. Rasey that the next City Council meetings scheduled are June 10th and June 24th. Mr. Rasey would need to let Council know what date he would like the vote to take place so Council could indicate a date certain, if they wanted to entertain his request to postpone the third reading of this Ordinance. Mr. Rasey would like to postpone the third reading to the June 10th City Council meeting. Clerk of Council Ross read by title Ordinance No. 19-019. The motion carried by the following vote: Excused: 1- Hilbert Yes: 5- Cleary, Dildine, Grashel, Hutson and Lockett #095-2019 ORD. 19-019 Staff Reports Attachments: ORD. 19-019 Staff Reports.pdf ORD. 19-021 AN ORDINANCE LIMITING PARKING ON ELM STREET TO THE SOUTH SIDE FROM COLLEGE STREET TO WEST STREET Sponsors: Hilbert Council Member Lockett had talked to a couple of the residents on this section of Elm Street. Over the weekend, he had the opportunity to ask a resident if she realized what is taking place with the parking issue on Elm Street. She replied that she did. He asked if she realized that the vehicles would be parking on one side of the street. She responded she would be okay with it as long as the parking was not on her side. Mr. Lockett has concerns about doing something that may not really need done. Council Member Grashel agrees that everyone would be okay with the one side only parking as long as the vehicles are not parking on their side of Elm Street. He added that coming home from work today, he passed through two vehicles parked opposite of each other and could barely get his vehicle through. He personally thinks this City of Groveport Page 2 City Council Meeting Minutes May 28, 2019 action is the right thing to do in regards to getting emergency vehicles through, but thinks when local government is forcing traffic to one side or the other, the residents who have to live with the vehicles are not going to be happy. Council Member Cleary brought up Wayne White’s suggestion of the yellow curbs. Mr. White made a good point about vehicles parking right up to the intersection. The yellow curb markings would make it easier and safer to make turns. Mr. Cleary suggested that the City look into the legality of yellow curb markings throughout the City. Mr. Shannon advised that Mr. Cleary is talking about a separate issue from what is before Council now. He thinks the matter of the yellow zone can be discussed internally. He knows that the City would actively enforce the yellow zone if someone was parked in the yellow zone thereby affecting the ability of a driver to clearly see a line of sight as to the intersection and what is coming from the right and left. Mr. Shannon stated that staff can look into the yellow zone internally as it relates to Elm Street and all the streets within Groveport. Mayor Westcamp interjected that he likes the way the parking is currently. Clerk of Council Ross read by title Ordinance No. 19-021. A motion was made by Council Member Dildine, seconded by Council Member Hutson, to adopt. The motion carried by the following vote: Excused: 1- Hilbert Yes: 3- Dildine, Grashel and Hutson No: 2- Cleary and Lockett Law Director Shannon advised Council that there has to be four positive votes for legislation to pass. This Ordinance did not pass with a 3:2 vote. The only way this Ordinance can pass would be if a member of the prevailing party (one of the two no votes) made a motion for reconsideration, either now or at the next regular City Council meeting. Council Member Lockett would like to have Council Member Hilbert present so she could have her say on the matter. Mr. Lockett commented that he will not be present at the June 10th meeting. Mr. Shannon advised that in that case, Mr. Cleary would be the only one who could make a motion to reconsider the matter. But the only way there can be a motion for reconsideration is within the same meeting or at the next regularly scheduled City Council meeting. It cannot be at the meeting scheduled for June 24th. Mayor - Lance Westcamp Mayor Lance Westcamp commented on a letter from the Greater Groveport Food Pantry thanking the City of Groveport with the donated proceeds of food and money from the Share the Love food drive. The City of Groveport Page 4 City Council Meeting Minutes May 28, 2019 city-wide food drive generated 3498 food items, $150 gift card and $700 in cash in March of 2019. They also received 11 cases of food donated by the Groveport Water Department in February. The food pantry has served over 100 families in one month. The Mayor thanked Mr. Cleary for walking through the cemetery to make sure everything was in place for Memorial Day. He commended the Robert Dutro Post 486, American Legion in Groveport for hosting the ceremony. Commander Brad Beatty did an excellent job speaking and United States Congressman Steve Stivers also spoke at the event. B. Administrator - Marsha Hall Administrator, Marsha Hall, had provided the Mayor and Council with a packet of information from a meeting that took place at the training center on West 5th regarding AEP's upcoming event. The City's Chief Building Official, Stephen Moore, has been working with AEP with signage and tents and other things requiring permits. The signage, because of the volume and the size of the event, cannot be approved by permits. The City of Groveport Zoning Code section that pertains to signage deals with permanent signs. This is just a 4 day event. When Ms. Hall met with AEP last week, she agreed to put the matter before Council to consider a motion to approve the signs for this event. It will be a large event with 1600 countries represented with two days being held at the Greater Columbus Convention Center and two days spent on site. A motion was made by Council Member Dildine, seconded by Council Member Hutson, to approve the volume and size of signage for AEP's upcoming event. Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky Hutson, Scott Lockett and Chad Grashel Council Member Ed Dildine reported the Truck Parking in Residential Areas Review Committee met for the second time tonight on the matter of 351.17 addressing truck parking and weight limits. The Committee has come to a conclusion and given the matter of the language for legislation to Law Director, Kevin Shannon. Captain Blevins did the majority of the leg work on the matter and reached out to about 10 local communities on the subject. Mr. Dildine stated Congressman Steve Stivers met with his son’s 8th grade class on the steps of the Capitol Building during a trip to Washington D. C. last week. Mr. Dildine thinks Representative Stivers represents this area very well. With a simple email and phone call everything was arranged in a day for the 8th grade class. Council Member Chad Grashel thanked Sergeant Adams, Captain Blevins and Chief Portier for the support the department has been providing at the Recreation Center.
