FIRE & POLICE COMMISSION MEETING –Minutes Village of Hales Corners, WI July 15, 2025 5635 S. New Berlin Road President Schwartz called the meeting to order at 6:30 PM. 1.0 Roll Call – Present: President Schwartz, Commissioners; Dzick, Mixon, Smyczek. Trustee Liaison Riemer. Staff Present: Police Chief Cera and Fire Chief Jaskulski. Audience present: K. Monaghan. 2.0 Approval of Minutes 2.1 June 17, 2025 – Motion (Smyczek/Dzick) to approve. Motion passed 4-0-1. 3.0 General Business 3.1 Action Item 3.1.1 Appointment of Fire Captain (fulltime) – Jaskulski provided the commissioners with a resume and cover letter for Milwaukee Fire Lieutenant Monaghan, candidate for the position. He also provided an oral update on the recruitment efforts for the position thus far. Three applications were initially received but lacked the requisite supervisory experience. The current candidate was subsequently recruited by staff to apply as he exceeds all the requirements. Monaghan provided a brief personal introduction and an in depth synopsis of his professional experience. He expressed a strong desire to integrate his experience with the Department for its benefit. A motion was made (Smyczek/Mixon) to appoint K. Monaghan to the position of fulltime Fire Captain effective September 6, 2025 subject to a twelve month probationary period. Motion passed 4-0-1. 3.2 Succession Planning 3.2.1 Police Chief Promotional Process Interview Questions – Schwartz inquired if all the commissioners received the final version of the interview questions and they were acceptable. A motion was made (Smyczek/Dzick) to accept the questions. Motion passed 4-0-1. 3.2.2 Police Chief Promotional Process Interview Date – Cera advised both candidates are available on November 8th. A motion was made (Smyczek/Mixon) to hold the oral interview panel on November 8th. Motion passed 4-0-1. 4.0 Adjournment - Motion (Smyczek/Dzick) to adjourn at 6:56 PM. Motion passed 4-0-1.
