Hampton Electoral Board
Meeting Minutes
June 11, 2020
Opening
The regular meeting was called to order by the Chair, Fred Everett, at 3:05 p.m.
Present
Chairman Fred Everett, Vice Chairman Carter Phillips, Secretary Margaret Wilson and
Registrar Tara Morgan.
Open Issues
The Registrar stated there was large need for paper towels required to be placed at
each precinct
Motion was made by Fred Everett to accept the minutes with one correction, seconded
by Carter Phillips. Motion approved.
The Registrar stated the training will be the Power Point presentation for the Chiefs and
Assistant Chiefs only. She will check to see if the Rupert Sargent Building is available
to hold training class. Training will focus on how to handle and who will be appointed to
do Provisionals. Supplies will be ready for pick up on Wednesday, June 17. This
election is Republican only. This information will be placed on Hampton eNews and
Channel 47.
Programming will be held on Tuesday, June 16 from 10:00 a.m.to 2:p.m.
There will only two pollbooks and a minimum of four officials at each precinct.
The Medical Corp will be at each precinct to help with sanitizing the machines.
No IDs will be required at the November election. So far, no guidance has been
received from Richmond at this time.
The Secretary spoke with School Administration officials and the bathroom issue has
been resolved. The Principal has been advised that the precinct will remain.
There was an issue at the Phoebus about a voter who brought in their absentee ballot
and the ballot was not spoiled and the voter given another ballot to complete. This will
be discussed at training.
The election officials to ensure to distribute the pens and the voters may keep them.
At the Saturday training sessions, 10:00 – 11:00 a.m. and 12:00 – 1:00 p.m. the
Statement of Results, What Ifs and Provisionals will be emphasized.
The Secretary was requested to call the City Manager office since the previous
appointment was cancelled prior to the July meeting. Discussion will on the requested
location and security to be completed in August and the importance be ready for the
September 18 in person voting
The Registrar is looking for lock boxes, if possible, with cameras for security purposes.
The next Electoral Board meeting will return the set meetings on Wednesday at 10:00
a.m.
