Meeting Minutes May 8, 2017 ~ Lawson Conference Room MEMBERS PRESENT: Wallace Arnold, Scott Arnott, Kyle Hinshaw, Paula Hogg, Stevie Hunt, William Lewis STAFF PRESENT: Bruce Sturk (Executive Director), Bonnie Brown (City Attorney), Annette Oakley (Clerk) COUNCIL LIAISON: Linda Curtis, Teresa Schmidt GUESTS PRESENT: Laura Sandford (EDA), Craig Quigley (HRMFFA), Rick Dwyer (HRMFFA), Charlotte Hurd (Senator Warner’s Office) CALL TO ORDER: Vice Chair Hogg called the meeting to order at 1:03 p.m. and welcomed everyone. She also welcomed newly appointed member, Stevie Hunt. Vice Chair Hogg asked Ms. Oakley to call the roll. APPROVAL OF Vice Chair Hogg stated the March 13, 2017 draft minutes were distributed for review MINUTES: and if there are no changes or corrections, called for a motion to approve. ACTION: A motion was made by William Lewis to approve the minutes and seconded by Scott Arnott. A roll call vote was taken, which resulted as follows: Ayes: Arnold, Arnott, Hinshaw, Hogg, Hunt, Lewis Nays: None Absent: Clark, Garvey, Seymour Abstain: None REPORTS & Local Federal Area Updates BRIEFINGS: Mr. Sturk referenced a recent Daily Press article featuring Wallace Arnold. Mr. Sturk congratulated him and thanked him for his service. Mr. Sturk also mentioned the Authority does not always hold meetings in June, July or August, due to a lighter agenda. However, staff connects with the Chair before each scheduled meeting to be sure there are no major action items during this time.  Langley Air Force Base: o Shaw Air Force Base/ADC Summit: Mr. Sturk reported he, Colonel Miller and Command Chief Arnold went to Shaw Air Force Base in Sumter, South Carolina to meet with community and military leaders  regarding P-4 Partnerships. A takeaway from the meeting was there is work to be done, in particular on the legislative side; there are hurdles with shared services and challenges with schools in various communities. He stated a positive for the Hampton Roads area was the STEM program. Mr. Sturk stated he briefed the participants on the Adopt-an-Airman Program and several community representatives asked for further information on the program. He mentioned representatives from Association for Defense Communities (ADC) were in town this weekend to do interviews with him, as well as an Adopt-an-Airman host family and airman. Mr. Sturk hopes to show the video to the Authority at the next meeting. He stated this video will be shown at the ADC National Summit in June. Mr. Lewis inquired if other military localities around the country have a similar program. Mr. Sturk responded yes, Tinker Air Force Base in Oklahoma is where we based our program from. Another has Adopt-a- Cadet program, and Newport News has started Adopt-a-Soldier program. o Clear Zone - Mr. Sturk stated he and Ms. Brown continue to work diligently on the clear zone properties. There is a signed contract with Lot 14a and we are moving to finalize with City Council. He stated they are working with the property owner of Lots12a and 13a. He stated there are still some that do not have willing sellers, such as Lot 8, but it may be a possibility. Lot 22 is no longer an option, with the exception of a corner section of that property. Mr. Lewis inquired if we are funded to acquire all of the properties, or do we need to request additional funding. Mr. Sturk responded as we move forward with Phase II, which is the Readiness Environmental Protection Integration (REPI) program, we hope to partner with the Air Force, which would bring Department of Defense funds to the table. He stated with City Council approval, we would like to go back to the General Assembly and get additional State funds, along with City funds. He stated there are other federal agencies who would be partners in this effort. Mr. Lewis inquired if LAFB has secured the funds. Mr. Sturk responded yes, they have funding in their FY18 Budget, which has been earmarked for the acquisitions. Mr. Quigley inquired if Lot 8 is up for sale, why the owner does not want to talk to the City. Ms. Brown responded the City can only pay market value.  Military Affairs Committee (MAC) - Mr. Sturk stated the Month of the Military Child – ‘Little Heroes at Home’ was held at the Hampton Roads Convention Center last month and was a successful event. He mentioned one of the challenges this year was competition with the circus, which was held at the Hampton Coliseum. Mr. Sturk stated the outside of City Hall was lit with purple lights to recognize the Month of the Military Child. He stated in the fall, the MAC will co-host the Veteran’s Stand-down with the HVAMC. The next MAC meeting will be June 13, 2017 at 5:00 p.m. at the Ruppert Sargent building, Veteran’s Conference Room.  Fort Monroe/National Park Service – Mr. Sturk stated he, the City Manager and Ms. Brown attended the NPS Strategic Vision meeting. There was a great presentation by staff and Glen Oder on the future of Fort Monroe. He stated the Army transfer has occurred and things are coming along nicely. Mr. Sturk stated the NPS Superintendent has some great summer programs coming up and there will be several park rangers staffing the fort during Memorial Day through Labor Day. 2  Hampton Veterans Administration Medical Center (HVAMC) – Mr. Sturk stated there is still an Interim Director and no news at this time on a permanent director. The VA is gearing up for their Mental Health Summit that is hosted in our community. Mr. Sturk stated the VA Community Engagement Board will meet on June 23rd and there will be an update by the VA at this meeting.  National Aeronautics & Space Administration (NASA) – Bruce Hoogstraten was unable to attend, and Mr. Sturk gave updates on the following: o The new NASA administrator has not been named yet, but should be soon. Mr. Sturk mentioned once the new administrator is onboard, we will probably host a reception and invite the HFADA and others to attend. o NASA celebrating 100th Anniversary with various events, with the most recent as ‘The Maker’s Faire’ event held at the Hampton Roads Convention Center. o The NASA Advisory Committee is scheduled to visit Hampton in July. o Aero Bill is in the proposed budget. Hampton Roads Military Federal Facilities Alliance (HRMFFA) – Mr. Sturk reported he, Mr. Quigley and Mr. Dwyer are working with LAFB and will be meeting with the Commander of Air Combat Command for some major projects impacting Hampton. Mr. Arnold stated he ran into the Attorney General who mentioned having senior folks working on various committees; he would be willing to participate. Mr. Quigley gave an update on HRMFFA stating the following:  There is now a 2017 budget and we did okay.  The week of the 22nd is the tentative schedule to see what the 2018 budget looks like for the region.  He mentioned in regards to BRAC, President Trump has been silent on this topic.  The Annual HRMFFA Board meeting will be June 15th and there will be a presentation by Secretary Harvey and a representative from the National Math and Science Initiative (NMSI). Local school superintendents will be invited. Mr. Dwyer gave an update on the Great American Defense Communities, stating April 10th-12th there was a three day series on Hearsay Radio Show with Cathy Lewis, featuring different parts of the military. He stated those interested can go to the WHRO website to listen to the programs. He thanked Mr. Sturk for participating and highlighting the Adopt-an-Airman Program. Mr. Dwyer stated they are working to get the ADC to attend a Norfolk Tides game on May 21st and during the pre-game ceremony, they will present the flag and designate the region as a Great American Defense Community. He stated members from each military service and their families, and others will attend. Mr. Dwyer will be attending and have an information booth at the ADC National Summit. There will be an awards reception on June 20th. Mr. Quigley mentioned the Adopt-an-Airman Program was an essential part of the package that we put forward to be nominated for the award. It was met with great approval by the ADC leadership. Mr. Dwyer agreed, and added the ADC puts out a magazine in the summer, which will focus on what the local schools do in support of military children. He stated Ann Bane of Hampton City Schools and others provided information as well. Mr. Quigley stated when the government is looking at BRAC, a lot of things are examined (encroachment, transportation, etc.), and if the community has embraced the base, and wants it there, that has an impact – going the extra mile has an effect. Mr. 3  Hunt mentioned a theme of the base he was stationed at in Georgia was, ‘every day is military appreciation day’; this was something the entire city embraced.
