Opening Call to Order The meeting was called to order at 5:05 p.m. A. Roll Call and Verification of Quorum Quorum verified B. Pledge of Allegiance C. Review and Approve minutes of the February 8, 2016 Meeting The Chair asked for consideration of the minutes from the January 11, 2016 Neighborhood Commission meeting. Sandra Medina made a motion to approve the minutes. Evelyn Stephenson seconded the motion. The Chair called for a vote. Chair voiced, “All in favor please say aye.” Response, “aye.” Chair voiced, “Opposed?” Response – none. Minutes approved. D. Chair Announcements  In Peggy’s temporary absence, Sandra reminded the group about the “Walk Hampton Clean” event that will be held on April 22nd and 23rd of 2016. Participants can choose where and what time they want to clean up. She asked that the Neighborhood Commissioners sign up and partake in this special event. II. Director’s Report The Director reported:  The Director mentioned that April is recognized as National Child Abuse Prevention Month. He will be partnering with Healthy Families Partnership to raise awareness to this issue and will sponsor a pin will garden. On April 1, 2016 pin wills will be planted downtown Hampton.  April is Fair Housing month. On April 19, 2016 at Sandy Bottom Nature Park from 4 p.m. to 7 p.m. there will be a Fair Housing workshop. The speaker will be Mally Dryden-Mason with Department of Professional and Occupational Regulation (DPOR). Lite refreshments will be served.  Plans are being made for the Executive Committee and City Council members to have a joint work session in the coming future. 2 III. Items to be Presented by the Public  Lynn Cherry-Miller with the Hampton Fire Department reported that the Citizens Fire Academy classes will begin Wednesday, March 30, 2016 and will meet 7-9 p.m. each Wednesday through May 18. The class will cover, in no specific order, the following topics: Engine Company Operations, Marine Operations, Aerial Operations, Vehicle Extrication, Fire Extinguisher Training, EMS Training Overview, CPR-earn your certification, Technical Rescue, and Personal Protective Equipment. IV. Action Items (Voting Items) – Consent Agenda A. Consideration of the District 3 Commissioner Appointment The Chair asked for the Commission’s for approval of the recommendation from the Nominating Committee to submit Jon Welters as the nominee for District 3 Commissioner to City Council for appointment. Chair voiced, “All in favor please say aye.” Response, “aye.” Chair voiced, “Opposed?” Response – none. Consent agenda approved. V. Briefings Allison Nelson with Healthy Families gave a brief presentation on their approach to serving children, youth, and families through community partnerships in City of Hampton. Allison also talked about prevention measures and how they help families/children from birth to kindergarten. VI. Dialogue (Ongoing/Old Business) A. Strategic Issues Update 1. Hampton Neighborhood College o Darren reported the Hampton 101 session on Jan. 23 was well executed - All enjoyed and learned a lot. Overall it was a great success. o Darren mentioned that the next Hampton 101 and 201 will be scheduled in the near future. 2. You Make a Difference Event (March 19th) o Shanel reviewed the agenda for the event. She put across that help will be needed from the Neighborhood Commissioners. Also, she put across that Jim Moynihan, Asset Based Community Development (ABCD), will be the guest speaker for the evening’s event. 3. Home Repair Blitz (April 30th) 3 o Shanel reported that currently 25 applications have been received. This will be a larger event than in the past, but should go very well. At this time, have a sufficient number of volunteers, but we are still looking for sponsorships up until April 1, 2016. Scopes continue to come in about what needs to be done with an individual house. The added information was that if anyone called after the drop-dead date then their names will be placed on a waiting list. B. Committee Status Reports on Work Plan Progress 1. Nominating Community - Alice o The committee will be meeting tonight, March 14, 2016 to interview Mr. Fred Everett for the District 5 Commissioner. 2. Community Appearance, Pride & Image Committee – Marcie o The Old Wythe Neighborhood Association grant is complete and has been approved for the signs. 3. Youth Committee – Sonya o There will be a focus group meeting held tonight Monday, March 14, 2016 in the Ruppert Sargeant building. The meeting will be held from 6:30 p.m. to 7:30 p.m. The candidate’s forum for Youth Commission will be held on April 11, 2016 from 6:00 p.m. to 8:00 p.m. 4. Civic Communications – Shanel o Shanel had to leave, however Peggy asked that everyone continue to promote the upcoming You Make a Difference event that will be held on March 19, 2016. 5. Neighborhood-School Partnerships Committee – Darren o The next meeting will be Monday, March 21, 2016. VI. Items by Commissioners David Duxbury asked about the pool surveys and the joint purchasing of pool chemicals. Peggy replied that all of the pool representatives did not give sufficient information for the process to move forward when initially requested. This is why the information was required as part of the new application. Jonathan informed him that when they had explored joint purchasing previously, it was not feasible due to procurement requirements. A. It has been decided to wait until there is a chair person in place for the meeting to happen. The goal is to have the meeting mid-June or July 2016 Item #2 Strategic Projects Updates A. Hampton Neighborhood College – NSP 1 o Hampton 101 (Fall) – The date will be decided at the next meeting as the schedule will be put together for the next year. Jonathan mentioned holding a 111 training in April, which will be for the internal staff. This will be an experiment with Parks and Recreation focusing on neighborhood centers. At this time the classes will be held on Tuesdays. If the format works we will start to offer the training to other departments. B. You Make a Difference Recap – CivCom/CAPI o Sandra mentioned that the event went well. All discussed in the executive meeting what things could have been different or better if at all. C. Home Repair Blitz (April 30th) – CAPI o Shanel reported that she is still receiving scopes for the houses. Also, she continues to look for volunteers and assessing how many she will need. She will have a volunteer sheet out at the next Neighborhood Commission meeting for the commissioners so they can see which assignments they want. In all, things are going well with the preparations for the event. D. Meet and Greet (May/Nov.) – CivCom o Sandra put across that the next Meet and Greet will be in held in May and will possibly be held at Syms Middle School. Also, it is being considered who will be honored. Item #3 Committee Status Reports: A. Civic Communications Committee - Sandra o Nothing to report at this time B. Community Appearance, Pride and Image Committee – Steve/Marcie o Nothing to report at this time C. Neighborhood-School Partnerships Committee - Darren o Ann Bane is out Kathy Johnson will be stepping in for her by being the Chairperson until she can return. D. Nominating Committee o Nothing to report at this time E. Youth Committee o The candidate’s forum for Mayor/City Council will be held on April 20, 2016 at the Performing Arts Center from 6:00 pm to 8:00 pm. Being that there will be a School Board meeting on this night and time a separate forum may be held for the School Board candidates. The search is on for a new youth committee member. Item #4 Review and approve draft agenda for April 11, 2016 Neighborhood Commission Meeting 2 Item #5 Other Business o Jonathan spoke on Peninsula Transit Corridor Study. The study plans to target multiple corridors that link Newport News and Hampton. The study would also address whether other mass transit options, such as light rail and streetcars, would be a good match for the two largest cities on the Peninsula. The study will take 18 months to complete. Once it is finished, transit officials plan to identify local, state and federal sources of money to potentially pay for the project. McBride Presenter: Synethia White and Chief Sult SUBJECT: Briefing from Hampton Police and Violence Prevention Division AGENDA ITEM: V. A ACTION REQUESTED: None BACKGROUND STATEMENT: Synethia White, Youth Violence Prevention Manager, and Chief Sult, Hampton Police Department, will explain how their departments work to utilize and implement the best approaches to prevent our youth from becoming violent offenders. This approach involves staff in departments throughout the city and attempts to coordinate efforts with non-profits, neighborhood groups and faith organizations making similar progress. Also they will discuss how the department’s duties work together display commitment, innovative ideas and progressive strategies help the Hampton Police Division keep residents safe and apprehend those who break the law. B ACTION REQUESTED: None BACKGROUND STATEMENT: Jonathan McBride, Executive Director, will brief the Neighborhood Commission on Hampton Roads Transit's planning effort to explore new fixed transit options on the Peninsula and what role the Neighborhood Commissioners will play in regards to the outreach of the project. McBride Presenter: A. Callahan SUBJECT: Consideration of the Nominated District 3 Commissioner AGENDA ITEM: IV.A. ACTION REQUESTED: Approve the recommendation from the Nominating Committee to submit a nominee for District 5 Commissioner to City Council for appointment. Suggested Language for the Motion – “I move that we approve the recommendation from the Nominating Committee to submit 1 nominee to serve as the District 5 Commissioner.” BACKGROUND STATEMENT: The Nominating Committee is tasked with presenting a recommendation for candidates to serve as representatives on the Neighborhood Commission. Candidates were selected based on the qualifications and expectations outlined in the Operations Manual-Chapter 2. After reviewing their applications and interviewing candidates, the Nominating Committee recommends; Nominee Sector Term beginning Term ending Fred Everett District 5 4/27/2016 4/27/2020 NEXT STEPS (If Applicable): If approved, the recommendation will be forwarded to Hampton City Council for appointment at the April 27, 2016 meeting.
