Review and Approve minutes of the August 8, 2016 Meeting The Chair asked for consideration of the minutes from the August 8, 2016 Neighborhood Commission meeting. Ann Bane made a motion to approve the minutes. Sandra Medina seconded the motion. The Chair called for a vote. Chair voiced, “All in favor please say aye.” Response, “aye.” Chair voiced, “Opposed?” Response – none. Minutes approved D. Chair Announcements None II. Director’s Report The Director reported:  Jonathan announced that the City will host a Bike Walk Event to promote the new pedestrian plan on September 24, 2016.  Jonathan provided a reminder that the RV Ordinance neighborhood feedback is due at the October meeting and the public comment period for the Third Crossing Transportation Study ends on September 19, 2016.  Jonathan announced that Shanel Lewis will be leaving Community Development; she accepted a position as the Youth Violence Coordinator in the Youth Violence Prevention office. Jasmine will serve as her backup in districts 4, 5,6 and 8.  Jonathan provided training reminders: o 9/14 – ABCD Joint Training with City Council o 9/22 – Implementation of ABCD o 9/29 – Identifying Leaders in your community III. Items to be presented by Public None IV. Action Items (Voting Items) None V. Briefings A. Briefing on the Peninsula Corridor Transit Study  Sam Sinks, Hampton Roads Transit provided an overview of the proposed peninsula corridor transit study. The study is to define potential alignment(s), a preferred transit technology, potential funding and an implementation phasing for high capacity transit on the Peninsula. The results of this 18-month study will define dedicated transit connections between existing and future activity centers in Hampton and Newport News. Further, the Peninsula Corridor Study is proposed to connect the Peninsula cities to the Southside through the VDOT’s Third Harbor Crossing of I-64 or I-664 in a growing network of high capacity transit for the Hampton Roads. This regionally significant project will be closely coordinated with elected officials, residents, agency and city staff, and business and community members in each jurisdiction to ensure that the study results accurately reflect the vision and growth for the Peninsula. B. Briefing on RNSO Program Outreach  Sandra Medina and Jonathan talked about the need to continue to promote and recruit neighborhood servicing organizations to register as a RNSO with the City. This is an important communication tool. It’s a tool to help know the neighborhood servicing organizations in the City and in your districts. VI. Dialogue (Ongoing/Old Business) A. Best Practices  Deena Franklin, District 9 provided information on her partnership with a barbershop in her district which led to a community event in Shell Road. They were able to host about 100-150 people. The event had an art contest, bike giveaway, various speakers, the Mayor visited as well as the Chief of Police. The event received a CAP grant and had many partnerships outside of the neighborhoods as well as with surrounding neighborhood organizations. Olde Wythe donated a bike and they were able to obtain donations from Wal-Mart and Target. The event was designed to promote neighborhood pride. The next event will be a clothing swap. Deena mentioned that she asked the neighbors what they would like to see as far as events and activities. o Peggy mentioned that it is important to pool your neighborhood resources and talk to people across districts. B. Strategic Issues Update 1. Hampton Neighborhood College (Hampton 101) o Darren reported that the class will be held on Saturday, October 29, 2016. It will be held in the Ruppert Sargent building. 2. Meet & Greet (Nov) - CivCom/CAPI o Sandra stated that the next Meet & Greet will be held in November 2016. At this time there is no location, but also there are no new Registered Neighborhood Serving Organization (RNSO) to meet with. They will be sending out an e-mail to the different communities and organizations and hopefully get others interested prior to November 2016. Sandra did ask each Neighborhood Commissioner to try and get at least two applicants to become a RNSO. 3. Home Repair Blitz (Oct 8)—(CAPI) o Jonathan spoke about the upcoming Blitz. It will be a much smaller different type event, there were 4 applications received for projects. Langley Elementary will be included as a project. An outreach event was held in partnership with Fire and Police, but that didn’t draw interest. We will continue to outreach to draw interest. C. Committee Status Reports on Work Plan Progress There were no reports VII. Items by Commissioners A. Steven Bond presented a video on African Arrival day that took place on August 20, 2016 at Fort Monroe. There will be a series of events leading up to the 1619 400th year celebration and they will be promoted within in the commission’s meetings. B. Evelyn Stephenson provided information that the Racial Taboo documentary will be shown at Hampton Baptist Church on September 17, 2016. C. Shellae announced that Hampton’s Ciara Lewis is a finalist in the individual youth effort of the year category at the Statewide Neighborhood Conference that will be held September 30 and October 1 in Arlington, VA. A. Opening Call to Order The meeting was called to order at 5:00 p.m. A. Roll Call and Verification of Quorum No Quorum B. Pledge of Allegiance C. Review and Approve minutes of the September 12, 2016 Meeting Minutes not approved due to no quorum. The minutes will be reviewed at the next meeting on January 9, 2017. D. Chair Announcements  Peggy acknowledged Mr. Chuck McEachin’s birthday as the group wished him a happy birthday.  Peggy reported that this will be her last meeting as Chairperson. Sandra Medina will be taking over as the next Chairperson. II. Director’s Report The Director reported:  Jonathan mentioned the HRT Public Workshops in that there will be a meeting this coming Thursday, October 13, 2016 in Hampton from 6:00 p.m. to 8:00 p.m. The meeting discussion at the meeting will be about potential transit corridors.  There was a discussion held at the last Executive meeting about partnering with the Unity Commission with their new Director, Ms. Synethia Newby. The groups will talk more about partnerships in January 2017.  Jonathan, along with other staff members, will be holding interviews this week for the two vacant positions in Housing & Neighborhoods. Staff hopes that the two new hires will be on by the end of November.  The Hampton Home Repair Blitz was moved to November 5, 2016 due to hurricane Matthew. At this time, there are three houses to be worked on; some portions of Langley Elementary School will be painted. In addition, the house with the Barrett-Peake Foundation property will have some work done to it. We will be sending out a reminder e-mail regarding roles for Neighborhood Commissioners that morning for registration, breakfast, parking, and helping with T-shirts. III. Items to be presented by Public  Jill Davis from the Fox Hill (District 5) area inquired about how neighborhood representatives get information out to the different neighborhood associations. o Ms. Davis also wanted to comment on the two agenda items for Wednesday’s City Council meeting. The first item of concern was how people are going to have input or weigh in about the potential for an Aquatic Center. o Her second items was adding a $5.00 increase to court costs for civil, traffic and criminal cases if found guilty. This will help with training as she says the state of Virginia allows this to take place. o Peggy and Jonathan informed Ms. Davis that the Neighborhood Commission changed the registration program and made it a simpler way to reach out to organizations by providing websites and E-News in how they can register their neighborhoods, which has been a great way or maintaining information about the organizations. IV. Action Items (Voting Items) No Quorum V. Briefings A. Report out on the Proposed Regulation of Recreational Vehicle Outreach –  Sally – District 7 – Received 1 response  Sandra – District 4 – 196 approved and 5 disapproved via word of mouth. Door to Door on Old Fox Hill Road, Gibson Road, Granella Street, Stanton Court and Monroe Drive 82 approved, 3 disapproved. She posted on social media, but no feedback. Willow Oaks Recreation Association said it does not apply to them. Malvern Association refused outreach efforts,  Jon – District 3 – Received about 100 responses regarding what their thoughts were and how it could be improved. Out of the 100 responses two people conveyed that they would like to see more regulations, 50 people did not want any regulation, and two people did not want it to be enforced by the police. A few of the neighbors were concerned about having boats. Overall, more regulation is better.  Chuck – District 2 – The Home Owner’s Association of Westview Lakes are restricted from the use of the is regulation  Steve – Institutional Representative – Most people he spoke with did not have an R.V. or live near anyone with an R.V. VI. Dialogue (Ongoing/Old Business) A. Best Practices  Feedback was taken from those that attended the mini training regarding Asset Based Community Development (ABCD). The feedback was positive from those that responded. B. Strategic Issues Update 1. Hampton Neighborhood College (Darren) o The Hampton 101 will take place on October 29, 2016 that includes a bus tour. Registration will start at 8:00 a.m. and lunch will be provided. This will be a great time to connect with neighborhood leaders. Darren asked that the word be put out for volunteers needed to help in the Hampton Home Repair Blitz. 2. Meet & Greet (Nov. 14th) CivCom/CAPI – (Marcie) o The group is working on the Meet & Greet. Marcie and Barbara are scheduled to go out and look at George P. Phenix Elementary School as a location for the Meet & Greet. 3. Home Repair Blitz (Nov. 5th CAPI – (Darren) o Everything is in place for the Home Repair Blitz to take place on Saturday, November 5, 2016. C. Committee Status Reports on Work Plan Progress 1. Nominating Committee – Jonathan o New district commissioners are needed for Sally’s position (District 7) and Henry’s position (Institutional Representative) 2. Community Appearance, Pride & Image Committee – Steve o The group has approved the final draft of the CAP Grant application along with the score sheet. The will be going through grant process in the near future. 3. Youth Committee – Nothing to Report 4. Civic Communications – Marcie o There are now four new RNSO’s that have been added to the list of registered neighborhoods. Also the group is working on updating the website and working toward the You Make a Difference Event. 5. Neighborhood-School Partnerships Committee – Ann o Schools have gotten off to a great start. Invitations to the Schools Priority Workshop have gone out. VII. Items by Commissioners  David Duxbury – David mentioned that he has a new e-mail and wanted to pass it on to the group as an update.  Jonathan reported that pool season has ended. The goal is to have conversations with the City Manager, City Council members and Parks and Recreation about options in supporting neighborhood pools. The goal is to have the conversations wrapped up before the beginning of the year. A. Consideration of the Neighborhood Commission Chair and Chair-Elect Appointment The Chair asked for the Commission’s for approval of the recommendation from the Nominating Committee to submit Sandra Medina as the nominee for the Neighborhood Commission Chair and Steve Edwards as the nominee for the Neighborhood Commission Chair- Elect to City Council for appointment. Since the recommendations are listed under the consent agenda there was no need for a second of the motion. The Chair called for a vote on the consent agenda. Chair voiced, “All in favor please say aye.” Response, “aye.” Chair voiced, “Opposed?” Response – none. Consent agenda approved. II. Meet & Mingle A. The Neighborhood Commission formally recognized and presented each of the following Registered Neighborhood Serving Organizations with a certificate of recognition: • Empowered Believers • Stop N Pop Youth Sports Charities Inc. • Langley Baptist Church • Westbriar Village Neighborhood Watch • New Covenant Church • Ashe Meadows Neighborhood • What About H.E.R. (Heal, Empower, & Restore) B. Following the Recognitions, the Neighborhood Commissioners lean the group in a welcoming activity to give each newly Registered Neighborhood Serving Organization a chance to get to know one another and network. C. Parks and Recreation also announced the Blissful Lights Competition was taking place and all the Community Center were participating. The light decoration contest was designed to bring the neighborhood organizations together and lift spirits during the holiday season. • Parks and Recreation invited each of the Registered Neighborhood Serving Organizations to participate in the best light display competition. Action Items (Voting Items) None II. Neighborhood Commission Retreat A. The items that were discussed lead by Housing and Neighborhood Staff, were the following: 1. Talent Search: Participated in a talent search activity to discover each other’s skills and gifts. 2. Commission Success: What does this look like?: Commissioners worked together and discussed what the ultimate goal of the Commission. 3. The Commissioner’s Unique Work: Commissioners worked together on an matching activity to be able to clearly articulate their role as a commissioners 4. Work Plan Brainstorming and Next Steps: Commissioners worked on vision, mission and goals to create a clear plan by which to lead the work of the commission B. MEETING DATE: February 13, 2017 HAMPTON NEIGHBORHOOD COMMISSION’S COMMITTEE MINUTES MINUTES Hampton Neighborhood Commission Meeting Community Development Conference Room Executive Committee October 24, 2016 Time 5:00 p.m. – 6:00 p.m. Present Sandra Medina - District 4 Alice Callahan - District 6 Peggy Todd – Chairperson Steve Bond – City Representative Absent Ann Bane - School Representative Steven Edwards - Institutional Representative Henry Mills - Institutional Representative Barbara Hogan- Institutional Representative Staff Jonathan McBride - Executive Director Marcie Spragan – Housing & Neighborhood Staff/Recording Secretary Darren Robinson – Housing & Neighborhood Services Staff Shellae Blackwell – Safe & Clean Consultant Guests Nicole Dennis – Parks & Recreation Leisure Services Item #1 Retreat Planning/Work Plan Discussion o The planning for the Neighborhood Commission Retreat in January is underway and one of the segments may be a Neighborhood Commission Work Plan update.  Each of the committees will start thinking about their own work plan for the upcoming year and report out at the retreat to get the entire Neighborhood Commission’s feedback.  Sandra will send an e-mail out to each committee chairperson conveying that they should start talking to their committee members about ideas for their work plans, so they may discuss in at the retreat. 1 Item #2 Nominations o District Neighborhood Commissioners for Districts 6 and 7 along with the Business Institutional Representative position are still needed. o At this time there are no applicants, so the committee will work to spread the word about the positions.  Steve Bond will mention this to the council members regarding the business nominee individual in hope that they will suggest someone. Item #3 Strategic Project Updates A. Hampton 101 - NSP (Jonathan) o The Hampton Neighborhood College will be held this coming Saturday, October 29, 2016 at 8:30 a.m. There are about 50 people are signed at this time and about 20 have signed up for the bus tour. B. Home Repair Blitz - CAPI (Jonathan) o This event will be held on Saturday, November 5, 2016 and the kick-off will start at 8:30 a.m. o There are over 130 volunteers signed up to work on a house and the school. o The committee is working on the location parameter and will discuss it further at the next meeting. C. Meet & Greet - Civic Communications (Barbara/Marcie) o The group is now looking at two locations, which are Phoenix Elementary School and New Covenant Church for the next Meet & Greet. D. RNSO Registration The newest RNSO's are the following: o Stop & Pop Youth Charities o New Covenant Church o Empowered Believers o Ashe Meadows has now been accepted as new RNSO Item #4 Committee Status Reports A. Youth Committee - No Report 2 Item #5 Reviewed and approved draft agenda for November 5, 2016 Neighborhood Commission Meeting Item #6 Other Business o Nicole Dennis with Parks and Recreation Leisure Services was approached by Vice Mayor Linda Curtis to get communities to do a Do It Yourself (D.I.Y.) Christmas Craft Light Ball. The idea is to have the Registered Neighborhood Organization work on this at their closest community centers. This information will go out within the new few weeks. o The group is talks of a location of the upcoming Christmas Party. Peggy agreed that if a location could not be found then she and her husband Chris would be happy to host the event at their home. Hampton 201- NSP (Shellae) o Shellae talked about the upcoming Hampton 201 "Be a Leader in your Neighborhood" is a six session program designed to foster leadership, communication and networking skills and to increase participation in neighborhood activities in the City of Hampton. C. Home Repair Blitz Debrief- CAPI (Jonathan) o Jonathan mentioned that three houses were worked on and all went well. New Business 1. Blitz Change  Habitat for Humanity initiated a fee for service that is in line with their “hand up not a hand out mission”. The fees are for material costs only.  There is a sliding fee scale; homeowner would not pay any more than $100.  Homeowner can do a payment plan.  Habitat completes the contracts and accepts the payments directly.  H4H used the new fee at the Newport News Blitz, most projects were under $500. There were 15 homes, 9 homeowners paid upfront, 4 payment plans of $5 or $10 per month. 2. Following recent Home Repair Blitz events, the Committee agreed on key factors that would help to ensure that the upcoming Blitz events were equally successful, including:  Access to facilities for logistical and volunteer support,  Opportunity to build stronger neighborhood & school partnerships,  Awareness of seasonal activities that would impact the project (sports/activities),  Visibility and concentration of homeowners with repair needs, and  Existing community network and neighborhood organizations.
