1 AT THE PUBLIC HEARING AND REGULAR MEETING OF THE WETLANDS BOARD OF 2 HAMPTON, VIRGINIA, HELD IN THE CITY COUNCIL CHAMBERS, 8TH FLOOR, CITY HALL, 22 3 LINCOLN STREET, HAMPTON, VIRGINIA, ON TUESDAY, FEBRUARY 28, 2017 AT 5:00 P. M. 4 5 ITEM I. CALL TO ORDER 6 7 Chairman Wood called the meeting to order at 5: 00 p. m. 0 9 ITEM II. ROLL CALL 10 11 A call of the roll noted Board Members Carole Garrison, Jeff Amick, Troy Thompson, Chairman Gayle Cozzens, and Chairman Burbage, Arne Hasselquist, Vice 12 Laura 13 William Wood as being present. Staff in attendance: Deputy City Attorney Veronica 14 Meade, Wetlands Board Coordinator and City Site Plan/ Subdivision Agent II Andrew 15 Griffey, and Recording Secretary/ Administrative Assistant Shaelee Jones. 16 17 ITEM III. CONSIDERATION OF MINUTES 18 additions to the January minutes: on recommended some 19 Board Member Hasselquist line 37, to add " City" before " Site Plan Agent" so that it is clear who was 20 page 1, 21 speaking; on page 2, line 3, in reference to Board Member Burbage' s question of 22 whether apron wings were being added to the pipe details, Mr. Abbott' s response typo of the word " have" twice; on they were not"; on line 29 there was a 23 was " no 24 page trap" sand and not " track" sand; line 15 3, lines 7 and 8, Mr. Thompson stated " 25 should questioned if the property owner understands what will happen and read "... 26 which way the..."; on line 31 there needs to be a space between the words " depict" 27 and " the". 28 29 Board Member Burbage recommended that the sentence on page 3, lines 39 and 40, 30 read " After further discussion and Ms. Chapman being unable to make changes on 31 behalf of the applicant...". 32 33 A motion was made by Board Member Amick and seconded by Board Member 34 Cozzens to approve the minutes of the January 24, 2017 meeting as corrected. A roll 35 call vote on the motion resulted as follows: 36 37 AYES: Garrison, Amick, Thompson, Burbage, Hasselquist, Cozzens, Wood 38 NAYS: None 39 ABSTAIN: None 40 ABSENT: None 41 1) Patrick' s Creek Estates, 42 ITEM IV. JOINT PERMIT APPLICATION 2016- 1495 ( REVISION # 43 194 Semple Farm Road, LRSN 6001218, a wetlands permit to install an outfall for a 44 proposed stormwater BMP. 45 46 A review of a wetlands permit to construct a 10' x 15' rip rap outfall pad for a and discussed. Chairman Wood asked if 47 proposed stormwater bmp was presented 48 there were questions of staff about the revised application. No one had any any questions or comments about the revised application. 28, 2017 Minutes - 1 February 1I 2 A motion was made by Board Member Amick and seconded by Board Member 3 Burbage to approve JPA 2016- 1495 ( Revision # 1) as revised. 4 5 6 7 8 AYES: Garrison, Amick, Thompson, Burbage, Hasselquist, Cozzens, Wood 9 NAYS: None 10 ABSTAIN: None 11 ABSENT: None 12 13 ITEM IV ( CONTINUED) JOINT PERMIT APPLICATION 2015- 1841 ( REVISION # 1) Joint Permit 14 Sally & Gary Powell, 4408 Chesapeake Avenue, Application 2015- 1841 ( Revision # 1): 15 LRSN 2002392, a wetlands permit to remove one existing groin, reconstruct a second 16 derelict groin, and construct a new revetment channel- ward of an existing seawall. 17 18 A review of a wetlands permit to remove one existing groin, reconstruct a second 19 derelict groin, and construct a new revetment channel-ward of an existing seawall 20 was presented and discussed. Board Member Amick asked if there was enough rip 21 rap to build an 80 foot revetment. City Site Plan Agent Griffey responded that he did 22 not know the exact calculations from what was proposed in the first application as 23 opposed to the latest revision, but assumed that there would be enough material. 24 25 Board Member Hasselquist questioned why the filter cloth was not shown coming 26 down under the toe of the revetment. City Site Plan Agent Griffey responded that it 27 should go under the toe of the revetment and that the Board could add it as a 28 condition to the permit to make sure the filter cloth does meet the toe. 29 30 Board Member Burbage questioned whether the existing sheet piling and salt treated 31 pilings that are up against the bulkhead in the last drawing presented ( original 32 application) were being removed, as they were not presented in the current ( revised) 33 drawing. City Site Plan Agent Griffey stated to his knowledge the pilings were not 34 being removed and that the current drawing was focused on showing where the filter 35 fabric would go, as well as where the sheet piling would go between the filter fabric 36 and rock. 37 38 Board Member Thompson questioned whether City Site Plan Agent Griffey knew how 39 big the vinyl is in terms of thickness. City Site Plan Agent Griffey responded that he did 40 not know the exact specifications of the vinyl but that he has seen it before and it was 41 approximately one- half inch thick. 42 43 A motion was made by Board Member Burbage and seconded by Board Member 44 Hasselquist to approve JPA 2015- 1841 ( Revision # 1) as revised with the condition that 45 the new fabric cloth be keyed in under the rip rap and the rock pile. 46 47 AYES: Garrison, Amick, Thompson, Burbage, Hasselquist, Cozzens, Wood 48 NAYS: None ABSTAIN: None February 28, 2017 Minutes - 2 ABSENT: None 2 3 ITEM V: MATTERS BY STAFF 4 5 a. Briefing on JPAs in Process 6 7 City Site Plan/ Subdivision Agent II Andrew Griffey announced there have been sixteen 8 JPAs submitted for review since October 1st; four or five came through review within 9 the last month, and eleven of those sixteen were no permits required. There are two 10 JPAs currently in review. 11 12 b. Updates from Staff 13 14 Mr. Griffey announced the second alternate Board position is still vacant; he has sent 15 an email to the Board members with the current applications in the " board bank." 16 City Council would like for the Board Members to review the applications, and if the 17 Board has any recommendations on good candidates, the City Council would be 18 open to hearing the recommendations with hopes to revisit the topic in June. In 19 conclusion, Mr. Griffey stated there is no meeting scheduled for next month. 20 21 ITEM VI. MATTERS BY THE PUBLIC 22 23 No matters were presented by the public. 24 25 ITEM VII. MATTERS BY THE BOARD 26 27 Board Member Amick asked for an update on the Dunes and Beaches Ordinance. 28 City Site Plan Agent Griffey responded that he has not received an update and that 29 the project is on the City Manager' s desk. 30 31 ITEM VIII.
