Review and Approve minutes of the April 10, 2017 The Chair asked for consideration of the minutes from the April 10 Neighborhood Commission Meeting with the one amendment of adding Jon Welters under present Commissioners. Chuck McEachin made a motion to approve the minutes. Chekesha White seconded the motion. The Chair called for a vote. Chair voiced, “All in favor please say aye.” Response, “aye.” Chair voiced, “Opposed?” Response – none. Minutes approved. D. Chair Announcements None II. Director’s Report The Director reported: o There was a recommendation from last meeting to start reviewing the Peninsula Transit Study. Michael Hayes was introduced as the new Planning and Zoning Manager. It was also announced that we are still looking for new Neighborhood Commissioners. III. Dialogue (Ongoing/Old Business) A. Strategic Issues Update 1. Hampton Neighborhood College (Darren) o Hampton 201 will happen next fall, and will have a heavier ABCD focus. o Hampton 101 will be on June 1ST at the Sandy Bottom Nature Park. 2. Home Repair Blitz Debrief(May 6th) - CAPI – (Darren) o Everyone agreed it went well and the improvements to the schools were wonderful. 2  3. ABCD Updates o The two pilot areas are in North Phoebus and Shell Rd. There are two Safe & Clean crisis assessment teams (CAT) for each area. o Also there are several workshops coming up – There is an ABCD Basic Workshop on June 29th. B. Committee Status Reports on Work Plan Progress 1. Nominating Committee – Jonathan o We still need more applications from District 7, 6 and a Business Representative. o In September, reappointments are coming up in District 2. Community Appearance, Pride & Image Committee – Jasmine o The Committee is working on the grant process and policy. 3. Youth Committee – Nothing to Report 4. Also she wants to present to the entire Neighborhood Commission about the Unity Commission and the latest updates from the Unity Commission. o Synetheia will be presenting at the main Neighborhood Commission on June 12th. 1 Item #2 Strategic Project Updates: o Hampton Neighborhood College – NSP (Darren) o Mayor Forum – The next forum will be announced soon and the schedule will still be quarterly. o Hampton 101 – The next session will be Thursday, June 1st, 9am to 1pm at Sandy Bottom Nature Park. Then immediately following will be the bus tour from 1pm to 3pm. o Hampton 201 – The next session will be 6 courses on Thursday evenings and Saturday mornings at various locations.  The dates will be Oct. 19th, Oct. 21st, Oct. 26th, 28th, and November 2nd -4th.  Locations will be announced as the date for the event is closer. o ABCD Workshops – There will be several Asset Base Community Development Workshops taking place over the next 6 months.  A pilot workshop will be taking place internally for the Safe & Clean Staff on April 25th.  Joe is working on a general ABCD Workshop on June 29th.  Darren is working on the one for the schools and churches.  Also there will be an ABCD Workshop for o Home Repair Blitz Debrief (May 6th) – CAPI (Marybrook) o The Home Repair Blitz took place on May 6th and it went very well.  All 6 houses and two schools were completed without difficulty. o Meet and Greet– CivCom (Sandra/Marybrook)  Once the work plan is finalized the Commission will decide if Meet and Greets should remain the same or restructure it. o RNSO Registration (Marybrook/Sandra) o The Civic Communications Committee has one application to review and vote on at their next meeting. o ABCD Update (Jonathan) o This will be added to both the Executive Committee Meeting and the Neighborhood Commission Meeting agenda as an update.  For right now the Meet & Greets, You Make A Difference, and Neighborhood Commission Annual Retreat will be removed and placed back on the agenda once the work plan is finalized. Item #3 Committee Status Reports A. Civic Communications Committee (Sandra) 2  o The Committee next meeting is May 1st and will have more to report at the main Neighborhood Commission Meeting. B. Community Appearance, Pride and Image Committee (Fred/Peggy) o The Committee didn’t have a quorum at the last meeting, so the S.E.E.Ds CAP Grant Application will be reviewed at a later date. C. Neighborhood-School Partnerships Committee (Darren) o Status mentioned above. D. Nominating Committee (Jasmine) o The Committee didn’t meet this month due to schedule conflicts, but the Committee has asked staff to help them reevaluate the nomination process and bring recommendations back on how to improve the process. E. Youth Committee (Jonathan) o Xavier Williams will be asked to start coming to the Executive Committee Meetings to give updates on the Youth Commission. Reviewed the S.E.E.D.S CAP Grant Application 2017: After much discussion regarding the policy around a “significant change” and the full amount requested by the applicant, a vote was taken. The vote went as follows: Fred Everette – Yea Steve Edwards – Yea Sandra Medina (Guest Committee Member) – Yea The Committee informed the grant applicants that the Committee will be working on their policy and explained the next time the applicants applies for the grant the event should be very different. The Community Action Project grant is geared to promote various neighborhood projects. II. Began the discussion on the Grant policy: It was decided that the Committee will table the discussion until next month after we have all had a chance to review the policy in its entirety.
