I. Opening
A. The presence of a quorum could not be verified; however, the Neighborhood
Commission proceeded with a work session.
B. Pledge of Allegiance
C. Meeting minutes unapproved due to lack of quorum.
D. Chair Announcements
1. W. McDew's absence was noted due to health concerns and
hospitalization.
II. Director’s Report
A. Assistant City Manager Hui-Shan Walker was introduced to the Neighborhood
Commission.
B. Vacancies of nonprofit and faith-based representatives were discussed.
1. G. Hayes shared contact information for a potential faith-based
representative that requires follow-up from HNS staff.

C. Recognition was given to Joe and Kathy for their contributions to the Short-term
rental focus group.
1. Staff recommends a zone approach to regulating short-term rentals.
2. Focus group presentations available online.
3. Anticipated ordinance changes are expected in March/April.
4. Currently, there are 450 operating short-term rentals (STRs).
D. HNS is facilitating registration for commissioners interested in attending the 2024
CNU Social Justice Conference. Commissioners are requested to flag their interest to
staff.

A. None.
IV. Action Items (Voting Items)
A. The consideration of the Appointment of Neighborhood Commission Chair-Elect
was deferred due to the lack of quorum.

A. Included briefing from Hampton Treasurer, Chris Snead.
VI. Commissioner Sharing
A. Operations Manual Moment/ Real Challenges & Lessons Learned
1. J. Griffith opened the floor for commissioners to share 2024 priorities.
2. L. Williams shared goals for the second year of his term, including:
a) Each RNO to host an annual event
b) Organizing a collaborative event among RNOs in District 2
c) Increase RNOs in District 2 by 50%.
3. D. Butcher inquired about business cards and updating GIS website with
accurate commissioner information. Staff will follow up.

1. February meeting canceled due to lack of quorum.
2. RNO reregistration season
3. Two intent-to-apply requests were received for neighborhood entryway
signs.

Protocol for Public Input at Neighborhood Commission Meetings:
Hampton Neighborhood Commission meetings are open to the public. The public is invited to attend meetings
and to observe the work and deliberations of the Neighborhood Commission. The public may also address the
Neighborhood Commission during the agenda item “Items to be Presented by the Public” by signing up to speak.
The sign-up sheet will be available to the public until the agenda item “Items to be Presented by the Public” is
reached in the course of the meeting. Speakers will be recognized in the order in which they sign up and are asked
to limit their comments to 5 minutes.

A. Vacancies
i. The January 22nd NC Special Session concluded due to lack of quorum.
ii. Current recruitment efforts are focused on District 1, Faith-based, and
non-profit neighborhood commission positions.
iii. Discussed procedures for addressing frequent absences and addressing
remaining vacancies.
B. Vice Chair
i. Whalan McDew was nominated to serve as vice chair.
1. Potential conflict with a pending campaign for City Council was
noted.
C. Calendar
i. Staff shared the 2024 draft priorities and briefings schedule presented
from D&T committee.
D. Mentorship Program
i. Staff presented a phased 6-month mentorship program process.
1. Phases include: Mission and Guiding Principles, Networking, and
Community Engagement.
ii. Committee emphasized the importance of consistent and standard
messaging, proposing an online toolkit, recordings, a “Wiki,” and a Core
curriculum.
E. Hampton Roads Social Justice Conference
i. Commissioners will be provided free registration to attend Apr 9 and 10
conference.
ii. The April NC meeting will commence.
II. Action Items
A. Consideration of Commissioner Candidate Recommendation
i. Due to ongoing lack of quorum at the full commission meetings, the
executive committee voted to approve Districts 2, 8, and 10 nominees for
recommendation to City Council.

ACTION REQUESTED: Approval of the Chair-Elect of the Neighborhood
Commission.
Suggested Language for the Motion - “I move that Whalan McDew be elected
to serve as Chair-Elect of the Neighborhood Commission”
BACKGROUND STATEMENT: The Executive Committee recommends Whalan
McDew to serve as the Chair-Elect of the Neighborhood Commission. Whalan
has served on the Commission since August 2021 and has indicated that he is
willing to serve in this capacity. Nominations will also be taken from the floor.
