PURCHASING & PROCUREMENT OVERSIGHT COMMITTEE (PPOC) Meeting Minutes EDA Conference room – 6th Floor – Ruppert Sargent Building November 19, 2014 Call to Order – Mr. Cross called the meeting to order at 12:32pm. Committee Member Attendance: A roll call was taken by Jessica Spencer. Members Present – Martin Cross, Ernie Sanchez, William Brown, James Crocker, Ken Johnson, and Vice-Mayor Linda Curtis. Members absent – Lauren Yee (without notice), Dave Pearson (with notice), Eugene Johnson (with notice),Velma Green (with notice) and Barbara Franklin (with notice). Staff and Citizen Attendance: Legal Representation: Karen James, Deputy City Attorney. Staff Present: Jessica Spencer, Pete Peterson, Denise Howard, Pam Croom, Octavia Andrew, Doris McRae, Suzy Scott, Vizel Townsend, and Brenda Bailey (recorder). Staff absent: Karl Daughtrey and Leonard Sledge. Citizens in Attendance: Edwin M. Boone and Rhonda Saddler. Approval of October 15, 2014 Meeting minutes: Mr. Cross called for a motion to approve the October 15, 2014 meeting minutes as presented. Ms. Curtis moved, Mr. Johnson seconded and the motion carried unanimously. Old Business: Disparity Study: Ms. Spencer advised the committee that MGT America will present the Disparity Study findings at the City Council meeting at 6:30pm on Wednesday, December 10. While the presentation slides have been reduced and two appendices have been added to the Study report; the utilization findings outlined in the Executive Summary remain the same. New Business: Compliance M/WBE utilization reports – Ms. Croom reported on the utilization of contracts below $100,000 and over $100,000. HRHA M/WBE utilization report – Ms. Croom provided a brief overview of HRHA utilization stats. School Reports – Ms. Townsend reported on the status of utilization within Hampton City Schools. 1 PPOC meeting schedule – Ms. Spencer provided a schedule of the PPOC meeting dates for calendar year 2015. Announcements: Ms. McRae announced this will be her last PPOC meeting, as she is retiring from the City effective December 31, 2014. Public Comments: None. Adjournment: There being no further business, Mr. Cross called for a motion to end the meeting. Mr. Brown moved, Ms. Curtis seconded and the motion carried unanimously to adjourn at 1:20 p.m. Next meeting: The next meeting will be held at 12:30 p.m. Wednesday, January 21, 2015 in the EDA Conference Room, 6th Floor, Ruppert Sargent Building located at 1 Franklin Street, Hampton, VA 23669.
