Lewis reviewed the following documents: Certificate of Incorporation (1985) creating the Hampton Long Term Care Coordinating Committee. Resolution #98-1914 (1998) amended the original resolution to create a membership of twelve (12) members appointed by City council and 5 permanent sub-committee members as set forth in Sec. 2.1., Chapter 24 of the State Code (The sub-committee is the LTCCC) Resolution #99-2001 (1999) amended the preceding resolution to allow for staggering two-three- and four-year terms. Resolution #10-0139 (2010) states that the committee shall consist of seventeen (17) members appointed by City Council and that there will be one permanent sub-committee of five (5) members that meet the requirements set forth in Sec. 2.2-708 of the State Code of Virginia and that seven (7) members of the committee shall be Hampton citizens that are 60 years of age or older. Resolution #13-0473 (2013) drops the designation of one permanent sub-committee of five (5) members that meet the requirements set forth in Sec. 2.2-708 of the State Code of Virginia. L. Fitzpatrick is requesting an opinion by the City Attorney’s office regarding Resolution #13- 0473. B. Stewart provided an update on the budget which currently has a $300 balance. She informed the group that the bank would be charging a $5 maintenance fee. Discussions were heard requesting B. Stewart contact bank in regards to a waiver for the $5 fee. L. Fitzpatrick reported that it is unusual for city boards and commissions to have a separate bank account. Historically, city agencies have been designated as the “sponsor” department and any funds needed by the board or commission are provided through a line item of the identified department’s budget. She suggests the current bank account be closed and those funds deposited into either the Parks, Rec and Leisure Services budget or the Department of Social Services account. She will contact the City Attorney’s office for an opinion. W. Rogers suggested the committee focus on current position of HSCAC and review the impact once a report is provided by L. Fitzpatrick. Drew requested that the committee utilize the remaining funds to provide registration for those interested in attending the Peninsula Agency on Aging’s “Community Forum on Aging” to be held on March 8th. The committee agreed and S. Elswick of Parks, Recreation and Leisure Services will coordinate. B. Stewart informed the group that HSCAC usually participates as a vendor at the PAA Forum. Representatives from SCAC need to be on hand to facilitate the vendor space. S. Drew will coordinate participation by members. B. Stewart reported that there are six (6) vacancies, including the chair position vacated by G. Decoursey’s resignation. B. Stewart will follow up on applications received by the City Council clerk. Applications will be submitted to City Council for review at the February meeting. The floor was open for nominations to fill the chair vacancy. S. Drew was the only person to respond and the committee accepted her nomination and appointment by acclamation. She will serve the unexpired 19-month term of the previous chair. W. Massey provided specifics regarding the upcoming PAA “Community Forum on Aging” on March 8th at Christopher Newport University’s Freeman Center. G. Jones provided information regarding the fashion show sponsored by the Senior Center on April 8th at the Performing Arts Center and the Senior Expo at the Senior Center in May.
