The meeting was called to order by the Chair at 12:05. A motion to approve the remote participation of
Sallie as a virtual attendee for this meeting was made by Garth and seconded by Jim W. All voted, and
the motion passed.
A motion to accept the July 11 meeting minutes was made by Jim W and seconded by Randy. All voted
and the motion passed.
Frank presented the Treasurers report
A pre-occupancy Johnson Control invoice (for $906, from Feb/March 2022) was received by the
city and not initially forwarded to the PSA or the Pilots. In accordance with the understanding
that this was ‘pre-occupancy work,’ this is PSA responsibility. Late fees were not assessed. A
motion for the PSA to pay was made by Jim W and seconded by Garth. All voted and the motion
passed.
PSA funds are currently over $100K and may increase by as much as $160K more, with the next
payment from the city. The treasurer will explore adding an interest-bearing instrument with
high accessibility and minimal risk. A motion for the treasurer to perform fact finding was made
by Garth and seconded by Jim W. All voted and the motion passed. No accounts will be opened,
or funds transferred without formal PSA approval.
A ‘monitoring’ invoice has been received by Johnson Control for $237. Based on prior discussion
by the PSA, the provider of annual monitoring service has not been determined (either Johnson
Control or FireX). Jim W and Lola will provide a recommendation for the September meeting.

o The PSA had a quick discussion regarding minor damage to facilities. While major
damage would necessitate discussions with the insurance carrier, expense to repair
minor damage is the responsibility of Community Baseball.
A motion to accept the July Treasurers report was made by Garth and seconded by Jim W. All
voted and the motion passed.
Officer Elections – Annual requirement each July
Randy introduced Melissa Brady. Melissa’s name is being presented to City Council on Aug 10 as
a prospective PSA member. Melissa is willing to serve as PSA Treasurer, if elected.
A motion to continue the PSA Treasurer election into the September meeting was made by
Randy and seconded by Jim W. All voted and the motion passed. Frank will continue for one
more month.
There are currently two open PSA Board positions. Wanye and other members are actively
reviewing applicants and recruiting volunteers.
Drainage and 5-year plan update
The city is progressing with the drainage project. Work is expected to complete by November
2022.
The city is progressing with a project to renovate the existing clubhouse; nominally, a $900K
figure has been mentioned. Remaining 5-year plan is TBD.
City of Hampton Public Works priorities are drainage and architect renovation of the clubhouse.
Dugout discussion
Current dugout system is outdated and will not support many college teams, conferences,
and/or tournaments. In addition, ODU baseball has expressed interest in the 2024 season with
15-20 games. (Mayor Tuck specifically asked when a new system was required and if we had a
scope of work (minimum requirements). Baseball season 2024 is the timeframe. The question of
a new system is the subject of the following PSA motion. The PSA has requested Community
Baseball (the Pilots) to explore minimum requirements, alternative sources, and cost estimates.
A motion to request the Pilots support in this effort including gathering requirements, alternate
sources, and cost estimates was made by Jim W and seconded by Malik. All voted and the
motion passed.
A discussion of parking lots and signage followed. Specifically, wasted space and the current parking
map should be reevaluated. When considering any modifications, we must follow all city and safety
regulations and requirements. A motion to purchase eight (8) parking signs (expenses under $1K) was
made by Garth and seconded by Jim W. All voted and the motion passed. Three quotes were received,
and the standard procurement process was followed.
The Treasurer has requested the FY23 fund disbursement of $160K from the City of Hampton. Funds
could be available as soon as Aug 15, 2022.
Matt Mitchell and Hank Morgan informed the board that the “new” FAN installer fell through. Henry
Morgan requested that Miller Electric, an approved fan service provider, be contacted.
Henry Morgan informed the PSA that the Scoreboard project was currently on hold because of the
current economy. He asked for 60 days to report back to the PSA for next steps.

New Business
Two Uniformed Hampton Police Officers were at the final game of the season. The Pilots and the PSA
want to thank the Hampton Police for their service and support.
The Pilots had 3,978 fans at the final game. They were 3rd in the Coast Plains league with an average
attendance of 2,131 per game and a season total of 51,137. This does not include the impact of
numerous travel tournaments and other events hosted by Community Baseball. The PSA Board thanks
Community Baseball for actively support the City of Hampton and the Stadium with sports and
entertainment.
PSA Board members were reminded that the Asset Value of War Memorial Stadium (buildings,
structures, and land) is over $10.6M per the insurance documents filed by the City.
The PSA and Community Baseball (Pilots) are performing a lesson learned lean event at the end of the
season. This is to memorialize both the good and bad from 2022 and to help jump start the 2023 season.
A motion to adjourn at 1:15 was made by Randy and seconded by Frank. All voted and the motion
passed.
