1 AT A PUBLIC HEARING AND REGULAR MEETING OF THE WETLANDS BOARD OF THE CITY 2 OF HAMPTON, VIRGINIA, HELD IN THE CITY COUNCIL CHAMBERS, 8TH FLOOR, CITY HALL, 3 22 LINCOLN STREET, HAMPTON, VIRGINIA, ON TUESDAY, JANUARY 24, 2017 AT 5: 00 P. M. 4 5 ITEM I. CALL TO ORDER 6 7 Chairman Wood called the meeting to order at 5: 00 p. m. 8 9 ITEM II. ROLL CALL 10 Members Carole Garrison, Laura Burbage, Vice 11 A call of the roll noted Board 12 Chairman Gayle Cozzens, Chairman William Wood, Arne Hasselquist, Jeff Amick, and 13 Troy Thompson as being present. Staff in attendance: Deputy City Attorney Veronica 14 Meade, Wetlands Board Coordinator and City Site Plan/ Subdivision Agent II Andrew 15 Griffey, and Recording Secretary/ Administrative Assistant Shaelee Jones. 16 17 ITEM III. CONSIDERATION OF MINUTES 18 19 A motion was made by Board Member Burbage and seconded by Board Member 20 Amick to approve the minutes of the November 22, 2016 Work Session. A roll call vote 21 on the motion resulted as follows: 22 23 AYES: Burbage, Cozzens, Wood, Hasselquist, Amick, Thompson 24 NAYS: None 25 ABSTAIN: Garrison 26 ABSENT: None 27 JOINT PERMIT APPLICATION 2016- 1495 ( REVISION # 1): Joint Permit Application 28 ITEM IV. 29 2016- 1495 ( Revision # 1): Patrick' s Creek Estates, 194 Semple Farm Road, LRSN 6001218, 30 a wetlands permit to install an outfall for a proposed stormwater BMP. 31 I 32 A review of a wetlands permit to install an outfall for proposed stormwater BMP was 33 presented and discussed. Chairman Wood stated he was unsure how the fellow 34 board members felt, but as he looked through the package he saw no evidence of of the design features included. He 35 the rip rap and there is no mention of any 36 explained that these matters should be present in the package before the Board 37 votes on a permit application. City Site Plan Agent Griffey responded that there is a 38 detailed provision provided showing a cross section and an overhead that shows the 39 filter fabric will be provided; that picture was not included as part of the presentation 40 as it did not show clearly in the PowerPoint. He was under the impression that the 41 picture was included in the JPA package with the application. Chairman Wood asked 42 Mr. Griffey to help locate the picture in his package; after being unable to locate the 43 photo Mr. Griffey asked project engineer Doug Abbott, of 415 N. Battlefield Boulevard, 44 Suite R, Chesapeake, VA 23320, if he had available the referenced picture that would 45 present the detail in question. Mr. Abbott stated his is a full sheet where he took a there is also a plan note # 3 on sheet C5 where 46 corner shot of the detail in question; 47 the size of the rip rap is listed. Mr. Griffey responded that the JPA revision does 6 include the detail in question but does not show a plan detail of the three pipes. 7 Board Member Burbage then emphasized that what the Board needs to see is a plan 8 I with the dimensions of what is being built. 9 10 Chairman Wood reiterated that he was uncomfortable not having the actual site 11 drawing presented with an explanation of what was to be done at the site. He then 12 stated the drawing that was presented did not pertain to the particular site in 13 question. He explained that he would like to see Mr. Abbott ask for a postponement 14 and to present the Board with the correct drawings. She then stated that if there is a 23 five- minute recess, and all the Board gets is what is being presented currently, there 24 will still not be enough information to move forward and it may be best for Mr. Abbott 25 to request a postponement for information to be submitted. He did not see anything in the package that said how far 24 that would be removed. Mr. Griffey stated he thought the groin would be removed to 25 where the two revetments would match up. Ms. Chapman agreed. 26 27 Board Member Thompson questioned where the vinyl would go and how long vinyl is 28 expected to last. Mr. Griffey explained where the vinyl would go per the photo. He is 29 unsure of the life expectancy of the vinyl. 30 31 Board Member Burbage stated that she is not familiar with vinyl as a bulkhead; Ms. Chapman responded it is common. She has seen it used at the yacht club she 32 33 I attends. Ms. Chapman stated the picture shown does not depict the pre-existing jetty and that the current proposal is to replace the old jetty with a new groin), 34 ( meaning 35 one. Briefing on JPAs in Process 27 28 City Site Plan/ Subdivision Agent I Andrew Griffey announced there were eleven JPAs 29 submitted for review since October 1St; seven of those were no permits required. There 30 is one JPA which has been in review for a few months; they are awaiting confirmation 31 of a site visit by the Army Corps of Engineers. 32 33 b. Updates from Staff 34 35 Mr. Griffey announced that Board Stephen Member Hughes Garrison isis now a full Board 1 . member now and The second alternate # longer an alternate, and that 36 no 37 alternate position is still vacant and City Council should address that position in March. 38 39 ITEM VII.
