HAYES TOWNSHIP September 11, 2023 UNAPPROVED MINUTES – Joint Meeting with Planning Commission Supervisor Jones called the Special Meeting to order at 10:00 a.m. at the Hayes Township Hall, 2055 E. Townline Lake Road. Pledge of Allegiance was recited. Members present – Supervisor Jones, Trustee Buckley, Trustee Teall, Treasurer Rood, and Clerk Hoyt Motion Rood/Buckley to approve agenda with the following additions:  County Commissioner report  Supervisor report  Road Projects  STC Update  Employee/Staff Security Training  Worker Comp update All Ayes, motion carried. Community Reports  Clare County Commissioner  Harrison Pickle Ball for Fun Public Comment on agenda (The Hayes Township Board allows 3 minutes per person for public comment) Planning Commission and Hayes Township Board joint meeting began at 10:50 a.m. Discussion on several items:  Ordinance Enforcement  Zoning Ordinance review  Possible updates to Zoning Ordinance amendment  Fence issue  Employee Handbook  Email accounts  Dog Ordinance  Extra PC Meeting  Airport zoning questions  Planning Commissioner vacancy  Police Power Fence Ordinance Hayes Township board meeting resumes at 11:50 a.m. Motion Jones/Rood to approve, with corrections, the following board meeting minutes:  August 21,2023 General Board Meeting  August 28, 2023 Special Board Meeting  August 31, Special Board Meeting All ayes, motion carried. Motion Buckley/Teall to approve bills to be paid. All ayes, motion carried New Business Motion Teall/Rood to pay an additional principal payment on building $37,000. Roll call vote: Jones – aye, Buckley – aye, Teall – aye, Rood – aye, Hoyt – aye. Motion carried. Motion Hoyt/Teall to approve purchase of two (2) switches from VC3 $2,418. All ayes, Motion carried. Motion Hoyt/Teall to pay Clerk staff to assist with recycle day shredding of election items from 9 am – 1 pm. All ayes, motion carried. Motion Jones/Rood authorizing Jones and Rood to contact attorney regarding Hazardous Material Spill Cost Recovery Ordinance. All ayes, motion carried. Discussion  Need for a Hazardous Material Spill Cost Recovery Ordinance  Fence quotes  Workers/Comp Audit  Ordinance Enforcement update  Possible additional road millage  Blight update Informational  Recycle Day  Card System – Remote Programming Software update Public Comment – questions were taken and answered.
