HAYES TOWNSHIP GENERAL BOARD MEETING Unapproved Minutes October 9, 2023 Supervisor Jones called the General Meeting to order at 10:00 a.m. at the Hayes Township Hall, 2055 E. Townline Lake Road. Pledge of Allegiance was recited. Members present – Supervisor Jones, Trustee Buckley, Trustee Teall, Treasurer Rood, and Clerk Hoyt Motion Rood/Teall to approve agenda with the following additions:  Harrison Michigan Pickleball for Fun  Lake Boards  Road Projects All Ayes, motion carried. Public Comments (The Hayes Township Board allows 3 minutes per person for public comment on the Agenda) Community Reports  County Commissioner  Lake Improvement Boards Motion Teall/Rood to approve bills to be paid. All ayes, Motion carried. Department Reports New Business Motion Hoyt at approve Building Committee members stipend $125 per pay (same as Blight Coordinator, FOIA and ARPA Coordinator). No second, motion failed. Motion Teall/Rood to approve Elm Creek lot and driveway snowplowing and deicing, shoveling of sidewalks (on call only), and cemetery plowing bid for three (3) seasons. Roll call vote: Jones – aye, Buckley – aye, Teall – aye, Rood – aye, Hoyt – aye. Motion carried. Motion Jones/Buckley to set the lot and driveway plow at 3 inches. All ayes, motion carried. Motion Hoyt/Rood to approve lot split request from Ester Mullins, parcel #007-320-129-00 contingent on lot combine as recommended by the Hayes Township Assessor. Roll call vote: Jones – aye, Buckley – aye, Teall – aye, Rood – aye, Hoyt – aye. Motion carried. Motion Teall/Hoyt to approve repairs on Watchfire sign $3,232.68. All ayes, motion carried. Motion Teall/Rood to pay September payment to Clare County Community Services. All ayes, motion carried. Motion Teall/Rood to approve up to $1,000 in emergency repairs for the township truck. All ayes, motion carried. Motion Rood/Teall to utilize G & J Auto Clinic for the repairs on the township truck. All ayes, motion carried. Discussion Items  Resolution 23-03 - Arnold Lake SAD Resolution  Update on Hazardous Materials Spill Ordinance to provide for Hazardous Material Spill Cost Recovery  Regional Bureau of Election training will be held at Hayes Township on Tuesday October 17  New agreement with Clare County to consolidate for Early Voting site – board had already approved an agreement; this new agreement is required by the State of Michigan requiring additional information in the agreement. The county will still be paying for all early voting thru November 2024  Hayes Township Early Voting Plan – as required by the State of Michigan (this has been completed)  Resolution 23-04 - Budget Amendment 1st quarter 2023 – 2024  Additional hours for Ordinance Enforcement  Motion to approve/disapprove lot split request from Paul Husted, parcel #007-210- 077-00 (Roll call) – awaiting more information from Mr. Husted Public Comment (The Hayes Township Board allows 3 minutes per person for public comments) Motion Jones/Rood to adjourn.
