HAYES TOWNSHIP October 16, 2023 UNAPPROVED MINUTES Supervisor Jones called the General Meeting to order at 7:00 p.m. at the Hayes Township Hall, 2055 E. Townline Lake Road. Pledge of Allegiance was recited. Members present – Supervisor Jones, Trustee Buckley, Trustee Teall, Treasurer Rood, and Clerk Hoyt Members absent - None Motion Rood/Teall to approve agenda with the addition of adding closed session to consider the purchase of real property. All Ayes, motion carried. Public Comment on agenda (The Hayes Township Board allows 3 minutes per person for public comment) Community Reports • County Commissioner • Clare County Road Commissioner • Clare County Clerk/Register of Deeds • Lake Boards • Planning Commission Motion Teall/Rood to approve the following board minutes, with corrections: • September 18, 2023 General meeting • October 9, 2023 General meeting • October 10, 2023 Special meeting All Ayes, motion carried. Motion Rood/Teall to approve consent agenda • Bills paid prior • Treasurer report All Ayes, motion carried. Motion Jones/Teall to go into closed session to consider the purchase of real property. Roll call vote: Jones – aye, Buckley – aye, Teall – aye, Rood – aye, Hoyt - aye. Motion carried. Motion Rood/Buckley to resume board meeting. All Ayes, motion carried. General board meeting resumed at 7:53 p.m. Motion Rood/Buckley o authorize Treasurer Rood and Trustee Teall to contact attorney and move forward to begin negotiations to purchase property. Motion Hoyt/Teall to approve Seiter Electric proposal of $31,500 for upgrade for outside lighting. Roll call vote: Jones – aye, Buckley – aye, Teall – aye, Rood – aye, Hoyt - aye. Motion carried. Motion Teall/Rood to approve Seiter Electric $2,575 proposal for camera security tie in for sports complex area. All Ayes, motion carried. Motion to Teall/Rood to approve Boham Heating and Air Conditioning water pan proposal $935. All Ayes, motion carried. Motion Hoyt/Rood to adopt Resolution 23-04 1st quarter budget amendment. Roll call vote: Jones – aye, Buckley – aye, Teall – aye, Rood – aye, Hoyt - aye. Resolution adopted. Motion Jones/Buckley to adopt Ordinance 23-01 Hayes Township Hazardous Materials Cost Recovery Ordinance. Roll call vote: Jones – aye, Buckley – aye, Teall – aye, Rood – aye, Hoyt - aye. Ordinance adopted. Motion Teall/Buckley to disapprove lot split request from Paul Husted, parcel #007-210-077-00 as this would create a non-conforming lot. Roll call vote: Jones – aye, Buckley – aye, Teall – aye, Rood – aye, Hoyt - aye. Request denied. Motion Jones/Buckley to approve abatement request for 151 Oakgrove Road. All Ayes, motion carried. Motion Teall/Hoyt to approve purchase of snow blower from Harrison Lumber 26” snowblower $799.99. All Ayes, motion carried.
