HAYES TOWNSHIP November 20, 2023 UNAPPROVED MINUTES Supervisor Jones called the General Meeting to order at 7:00 p.m. at the Hayes Township Hall, 2055 E. Townline Lake Road. Pledge of Allegiance was recited. Members present – Supervisor Jones, Trustee Buckley, Trustee Teall, Treasurer Rood, and Clerk Hoyt Members absent - None Motion Hoyt/Rood to approve agenda with the addition of the November 9, 2023 special meeting minutes. All Ayes, motion carried. Public Comment on agenda (The Hayes Township Board allows 3 minutes per person for public comment) Community Reports • County Commissioner • Middle Michigan Development Corporation Motion Teall/Rood to approve the following board minutes: • November 9, 2023 Special meeting • November 13, 2023 General meeting All Ayes, motion carried. Motion Teall/Rood to approve Consent Agenda • Bills to Be Paid • Bills Paid Prior • Treasurer Report All Ayes, motion carried. Department Reports • Supervisor • Treasurer • Clerk • Zoning • Sherrif Department • Fire Department New Business Motion to Hoyt/Rood to adopt Resolution 23-06 November 2023 budget amendment. Roll call vote: Jones – aye, Buckley – aye, Teall – aye, Rood – aye, Hoyt – aye. Resolution 23-06 is adopted. Motion to approve Election Coordinator to attend Board Roles and Decisions MTA training – registration $178.00 only. All Ayes, motion carried. Motion Hoyt/Teall to approve payment of holiday retro-pay to hourly employees as presented to the board. Roll call vote: Jones – aye, Buckley – aye, Teall – aye, Rood – aye, Hoyt – aye. Motion carried. Motion Rood/Buckley to approve Clerk Hoyt membership – Michigan Association of Municipal Clerks $75. All Ayes, motion carried. Motion Hoyt/Rood to buy back Lot 104, Plots 1 & 2 from deed owner in the amount of $200, per agreement prepared by township attorney and signed on November 14, 2023 by the Clerk. Roll call vote: Jones – aye, Buckley – aye, Teall – aye, Rood – aye, Hoyt – aye. Motion carried. Motion Hoyt/Teall to approve attendance of the following to attend the Elected Officials Workshop, December 12 11:30 – 6, mileage $ 138.86 – members attending Buckley, Teall, Rood, Hoyt, and Zoning Administrator. Mileage will need to be increased as two vehicles will be needed. All ayes, motion carried. Discussion Items • List of properties to be torn down • Ordinance Enforcement update • Airport warning siren • Point Broadband Motion Jones/Rood to conditionally approve the October 23, 2023 METRO Act Permit application from Point Broadband subject to the Township Supervisor working with the Township Attorney on obtaining missing information on each application and executing the permits once such information is submitted.
