HAYES TOWNSHIP April 22, 2025 UNAPPROVED MINUTES Supervisor Powell called the General Meeting to order at 7:00 p.m. at the Hayes Township Hall, 2055 E. Townline Lake Road. Pledge of Allegiance was recited. Members present – Supervisor Powell, Trustee Buckley, Trustee McKay, Treasurer Cavanaugh, and Clerk Hoyt Members absent. - None Motion Cavanaugh/McKay to approve the agenda as presented to the board. All Ayes, motion carried. Public Comment on agenda (The Hayes Township Board allows 3 minutes per person for public comment) Community Reports • County Commissioner • Clare County Road Commission • Planning Commission Motion Cavanaugh/Buckley to approve the following minutes: • April 8, 2025, General Board minutes All Ayes, motion carried. Motion Cavanaugh/McKay to approve the Consent Agenda • Bills to Be Paid • Bills Paid Prior • Treasurers Report All Ayes, motion carried. Department Reports • Supervisor • Treasurer • Clerk • Trustees • Building Committee • Zoning • Digital Communications New Business Motion Buckley/Hoyt to approve Wade Trim quote to update Zoning Maps $500, this includes two 24” x 36” maps. All ayes, motion carried. Motion Cavanaugh/Hoyt to approve MVW and Associates contract August 1, 2025 – July 31, 2028 rate $3,400 per month (last contract was $3,200 per month and was a 3 year contract). Roll Call vote: Powell – aye, Buckley – aye, Cavanaugh – aye, McKay – aye, Hoyt – aye. Motion carried. Motion Hoyt/Cavanaugh to approve Audit Engagement letter with Yeo & Yeo, $13,500 for audit and $4,000 for single audit - $17,500 total. Roll Call vote: Powell – aye, Buckley – aye, Cavanaugh – aye, McKay – aye, Hoyt – aye. Motion carried. Motion Cavanaugh/McKay to approve Hayes Township Soccer Field License Agreement for 2025 and authorize Supervisor Powell and Clerk Hoyt to sign. All ayes, motion carried. Motion Cavanaugh/Buckley to approve contract with Clare County Equalization effective 7/1/2025 in the amount of $500. All ayes, motion carried. Motion Cavanaugh/McKay to adopt Resolution 24-16 3rd Quarter budget amendment. Roll Call vote: Powell – aye, Buckley – aye, Cavanaugh – aye, McKay – aye, Hoyt – aye. Motion carried. Motion McKay/Powell to approve proposal of Four Seasons Exterminating, - initial service $190, $75 per month after initial service. All ayes, motion carried.
