HAYES TOWNSHIP May 13, 2025 UNAPPROVED MINUTES Supervisor Powell called the General Meeting to order at 10:00 a.m. at the Hayes Township Hall, 2055 E. Townline Lake Road. Pledge of Allegiance was recited. Members present – Supervisor Powell, Treasurer Cavanaugh, Trustee Buckley, Trustee McKay, Clerk Hoyt Members absent - None Motion Buckley/McKay to approve the agenda. All Ayes, motion carried. Public Comment on agenda (The Hayes Township Board allows 3 minutes per person for public comment) Community Reports • Maintenance Technician Motion Cavanaugh/McKay to approve April 22, 2025, General Board meeting minutes. All Ayes, motion carried. Motion Cavanaugh/Buckley to approve the bills to be paid. Ayes, motion carried. Department Reports • Supervisor • Treasurer • Clerk • Trustees BS&A Cloud presentation New Business Motion Cavanaugh/Buckley to approve Zoning Administrator membership to Michigan Association of Planning $75. All ayes, motion carried. Motion Hoyt/Cavanaugh to adopt Chapter 4 Financial Procedures 4.93 -4.96 Credit Card Payment Transactions Handling Policy: Credit Card Payment Transactions Handling 4.93 Authorization to Receive Credit Card Payments The following employee positions are authorized to receive credit card payments: • Treasurer • Deputy Treasurer 4.94 Financial transactions that may be made by financial transmission devices: • Real and personal property taxes • Gym/exercise memberships • Rental of facilities • Cemetery lot/foundation purchases • Planning Commission & Zoning Fees • Parcel Combinations • Parcel Divisions 4.95 Financial transactions that cannot be made by financial transaction devices: • Escrow Fees • Security Deposit 4.96 The following department is authorized to accept such payments by financial transaction devices: • Treasurer’s department All ayes, motion carried. Motion McKay/Hoyt to approve termination of JC Designs services effective 6/30/25 and authorize Supervisor Powell to send letter. All ayes, motion carried. Motion Hoyt/Cavanaugh for Treasurer Cavanaugh to redeem credit card points for Visa Debit cards and to manage spending and be responsible for collecting receipts for the purchases made with the VISA debit cards.
