City of Haslet Agenda HCEDC Type B Meeting Wednesday, June 4, 2025 at 6:00 PM Haslet Community Center, 105 Main Street Notice is hereby given of a Regular Meeting of the Haslet HCEDC Type B to be held on Wednesday, June 4, 2025, at 6:00 PM, at the Haslet Community Center, 105 Main Street. CALL TO ORDER AND ANNOUNCE A QUORUM IS PRESENT 2. CITIZENS PARTICIPATION AND COMMENTS An opportunity for citizens to address the HCEDC Board on matters which are on the agenda or are not scheduled for consideration (non-agenda items). The Texas Open Meetings Act prohibits deliberation by the Board of any subject which is not on the posted agenda, therefore the Board will not be able to discuss or take action on items not listed on this agenda, other than to make statements of specific factual information or to recite existing policy in response to the inquiry. NOTE: In order to address the HCEDC Board during this time, or later in the meeting for any item that is scheduled on the agenda, please complete, and submit a speaker card to the Staff Secretary prior to the start of the meeting. The presiding officer may ask the speaker to hold comments on agenda items until that agenda item is reached. 3. ITEMS OF COMMUNITY INTEREST Items of community interest include expressions of thanks, congratulations, or condolence; information regarding holiday schedules; honorary recognitions of city officials, employees or citizens; reminders about upcoming events sponsored by the city or other entity that is scheduled to be attended by a city official or employee; and announcements involving imminent threats to the public health and safety. 3.1. The Summer Reading Club begins Monday, June 2, 2025 at the Haslet Public Library and will continue until Thursday, July 31, 2025. 3.2. The Independence Celebration will be held Friday, June 27, 2025 at 6:00 p.m. at the Community Park. 4. Discuss, consider and act to reconsider the action and vote taken on April 15, 2025 regarding the 210 Main Street HCEDC Property. The following residents addressed the Board:  Mayor Hulsey, 101 Main Street o Prepared documents given to the Board:  Minutes from January 9, 2024 Special HCEDC Meeting - A motion was present for item 5.1 to rescind the acceptance of offer letter for 210 Main Street, pending legal review.  Attorney General Opinion No. JC-0109 - A development corporation under section 4B of article 5190.6 is not bound by Local Government Code section 272.001 when selling land, but must obtain fair market value for land bought with sales tax funds if sold for non-project purposes.  Attorney General Letter Opinion No. 98-082 - Under section 272.001(h) of the Local Government Code, fair market valuePage is 6 of 26 Agenda Item #4.4.1. City of Haslet HCEDC Type B Meeting Minutes April 23, 2025 Page 4 of 6 defined as the price a willing buyer would pay a willing seller, both under no obligation to act.  HCEDC Resolution 2023-001 - Section 4, "The Property Negotiation Committee shall bring all offers to the full HCEDC Board of Director for approval or rejection." o Mayor Hulsey then addressed rumors about discussions between himself and the Pastor of Northgate Church concerning the purchase of 210 Main Street at a low rate, stating the rumors were false.  Pastor Slinker, Northgate Church addressed the board in support of the church's first and second offer, agreed with Mayor Hulsey's claim the rumors are false, and voiced his positive and negative experiences with the realtors that have been contracted with the HCEDC At 8:20 p.m., Benjamin Drury left the meeting At 8:33 p.m. President Wurtz called a recess, the meeting resumed at 8:39 p.m.  Christina Reynolds, 204 Main Street addressed the board and spoke in favor of 210 Main Street to be left as a green space. HCEDC Type B AGENDA ITEM REPORT MEETING: HCEDC Type B - 04 Jun 2025 CONTACT: Maurice Schwanke, Planning/EDC DEPARTMENT: Economic Development Coordinator SUBJECT: Northgate Church Development and Landscape Concept Plan for the 210 Main Street property. 1) Staff Presentation ATTACHMENTS: Northgate church on Main St. Haslet-Model 2 EXECUTIVE SUMMARY BACKGROUND INFORMATION: At the April 23,2025, HCEDC B Board meeting I (Mr. Schwanke) was charged with developing a concept plan for the 210 Main Street property if Northgate church was the ultimate purchaser of the property that could interface well with the residential house to the east of the property in question. CONCEPT PLAN After meeting with the John Slinker, pastor of the church and understanding the churches desire for the property I took the information to the drawing board in a manner that would have little to no impact on the residential property. The attached exhibit illustrates the concept that was developed. After showing the concept to the church pastor, he was pleased. I then met the homeowner to the east, Christina Reynolds. She had two comments. One was if it was possible no crape myrtles would be used on the site and that the screening fence is not placed in front of the face of her house extended. The concept plan presented incorporates Ms. Reynolds comments. Ms. Reynolds did take a copy of the concept plan for further review. It was mentioned during the HCEDC meeting that perhaps a park could be used for the property. This idea would negatively impact the residential property since a parking lot would occupy the front area adjacent to Main Street which would have many arrivals and departures all day. RECOMMENDATION The concept plan that has been prepared provides maximum protection to the residential property while providing the church with what they need. Northgate Church would like you to consider our offer in conjunction with our church’s overall development plan. Our development will add unique amenity offerings in Haslet, in the way of educational facilities, special events and a wedding venue, with the development’s foundation being the Northgate Church. This development will complement the Old Town area; it will help influence homeownership in and around Old Town and bring additional facility resources to the community while enhancing the City’s commerce and economic development through jobs creation and increased sales tax revenue. Northgate’s development plans include multi-use facilities that will serve the church’s needs and provide the community of Haslet with additional resources. These groups strive to provide children with education opportunities in a Christian based environment. • Classical Conversations empower parents to guide their child’s educational development at every age being immersed in their curriculum as well. This Christ-centered homeschool curriculum is rooted in the classical model. They provide educational resources to the growing home school market for families. • Legacy Classical Christian Academy is a TEA-approved, accredited K3–12th grade University-model school. As a university-model school, Legacy Classical Christian Academy has a three-day academic program. LCCA is accredited by the National Association of University Model Schools. • Both schools utilize our campus to host educational conferences and regional meetings for their respective organizations. The demand for small, affordable wedding venues has grown. Our North Texas area lacks such options though many couples are seeking the smaller, intimate weddings or elopements, at an affordable cost. Similarly, the Haslet area lacks rentable space for special events. The presence of this venue in our community provides a unique destination in Haslet spurring business opportunities and employment offerings. The types of area service providers who would benefit from this venue include: • Restaurants • Entertainment • Caterers • Photography and Videography • Bakeries • Salon and Makeup Artists • Hotels • Florist Shops When completed, this venue will be an attractive destination exposing our City and Old Town community to new visitors partaking in ceremonies and events. As with all visitors to any destination, travelers need refreshments, fuel, and eating establishments; all of which adds to Haslet’s commerce and consequential increased revenue for Haslet businesses and the City. A Member of the Community Our growing presence in the Old Town area provides an added benefit that churches often bring, a sense of calmness and stability; helping make the area attractive to potential new residents looking for a community to raise their families and to prosper. We provide sponsorship of needed services in the community as well. We co-sponsor the Snack Pack program at Haslet Elementary with Saint Andrews Lutheran Church, provide meeting space for the Narcotics Anonymous support group here in Haslet, and foster the Haslet Bible Church, a new church plant in our community.
