TOWN-VILLAGE AIRCRAFT SAFETY & NOISE ABATEMENT COMMITTEE ONE WASHINGTON STREET • HEMPSTEAD 11550 • (516) 489-3296 Town of MINUTES OF MEETING HEMPSTEAD Meeting Date: June 25, 2018 Villages of In Attendance: ATLANTIC BEACH Carl Baessler, Village of Atlantic Beach CEDARHURST Larry Hoppenhauer, Executive Director / Secretary FLORAL PARK Kurt Langjahr, Village of New Hyde Park Akiva Lubin, Village of Lawrence GARDEN CITY Andrew Weiss, Village of Floral Park LAWRENCE MALVERNE Larry Hoppenhauer called the meeting to order. All present participated in the Pledge of Allegiance. NEW HYDE PARK STEWART The issue of a quorum was discussed. There are currently 11 Village members. However, only 9 have representatives to TVASNAC. Therefore, it MANOR was decided that 5 representatives calculate a quorum. Larry Hoppenhauer will reach out to the two villages without representatives to ask for an appointment. VALLEY STREAM WOODSBURGH The minutes of April 23, 2018 were presented for approval. Motion made by Andrew Weiss, seconded by Kurt Langiahr. Motion passed unanimously. The minutes of May 21, 2018 were presented for approval. Motion made by Akiva Lubin, seconded by Carl Baessler. Motion passed unanimously. William Huisman, Executive Director of the Aviation Development Council, shared a presentation from the TAC Committee meeting of June 6, 2018. Presentation entitled, “Noise Abatement Strategies That May Be Recommended for the JFK Nose Compatibility Program (NCP). A copy of this presentation may be found at the following web address: http://www.panynj.gov/airports/aircraft-noise-information.html Questions by committee members were addressed. Larry Hoppenhauer continued the agenda of the meeting. TVASNAC Presentation Outline – Draft • The draft was agreeable to all present. Larry will develop a PowerPoint presentation based on the draft and send it to committee members for review. • It is hoped this can be used when the committee has its monthly meetings ‘on the road’, at participating villages. • Discussion that arose because of the presentation of what TVASNAC is. • Akiva Lubin raised the point that we seem to be getting together monthly, Minutes of Meeting Page 2 listening to reports. There is also a demonstrated lack of interest in what we’re doing by lack of attendance at meetings. The point seeming to be we need to do more. Perhaps having people from Port Authority and FAA answering our questions and showing us that they are listening to us. • Andrew Weiss brought up the idea that we need to be pursuing a more legislative agenda. The FAA is the agency that controls everything we’re interested in changing. The FAA only responds to legislative statutes. Therefore, engaging legislators should also be a focus of what we do. • This lead to an important sharing of thoughts. Noise Complaint Statistics • At May’s TVASNAC meeting it was commented by Andrew Weiss and Larry Hoppenhauer that they had received complaints of increased aircraft activity at JFK. This would have been runways 4L and 22L. William Huisman was going to ask if there was any unusual activity at the airport to explain the reported activity. He found none. Larry requested statistics from the Port Authority for the departures and arrivals in May. Results showed there was increased activity. There were about 2,000 more departures from 4L in May 2018, then April 2018. Also, 1,200 more arrivals on 22L in May 2018 compared to April 2018. He is still asking what the reasons were. TAC Meeting Noise Abatement Proposals • Certain parts of William Huisman’s presentation were discussed. Including that the noise abatement procedures offered some relief to those south of JFK. However, no procedures would benefit those west, north and east (Nassau). JFK AC Meeting • The JFK Airport Committee of the New York Community Aviation Roundtable met on June 4, 2018. • There was a motion passed that deals with members absenteeism. This will now go to the full roundtable for a vote. • Election of Officers were held. Larry Hoppenhauer elected Corresponding Secretary. • There was a report from the JFK Master Plan Subcommittee. They talked about a recent concept called Community Benefits Agreement. This is a contract signed by community groups and developers that agree to specific amenities and/or mitigations to the local community. Los Angeles Airport (LAX) entered into a CBA in 2004. LGA Perimeter Rule • Last month Larry Hoppenhauer presented to the committee a request from Len Schaier, of Quiet Skies, to support the existing Perimeter Rule at LGA. Members wondered if the perimeter rule was lifted would it move some of the commercial business from JFK to LGA. This is a possibility. However, one of the risks is that if airlines can fly longer routes from LGA, shorter routes or markets may lose out. Ex. Flights from LGA to Albany, Syracuse, etc. Minutes of Meeting Page 3 A motion to adjourn was made and passed.
