WOODSBURGH Larry Hoppenhauer announced that Andrew Weiss has accepted appointment to the
New York Community Airports Roundtable (NYCAR) as representative for the Town
of Hempstead. This also means he will be part of the JFK Airport Committee (JFK
AC). His appointment allows Larry Hoppenhauer to retain his Citizen Member
representation on NYCAR and JFK AC.
Next on the Agenda was the TVASNAC PowerPoint draft presentation. All had been
given an outline of the content at a previous meeting. Larry Hoppenhauer had hoped
to present the PowerPoint this evening, but it was not yet complete. He stated that it
would be completed and sent to all for review and feedback prior to the next meeting.
The leadership of the JFK AC is gearing up to establish a JFK AC sponsored
Community Benefits Agreement (CBA). TVASNAC members had copies of the
presentation given at the June 4th, JFK AC, when the CBA idea was introduced. On
page 3, the definition of a CBA was given as “A Community Benefits Agreement is a
contract signed by community groups and a real estate developer that requires the
developer to provide specific amenities and/or mitigations to the local community or
neighborhood.” When Los Angeles, CA, airport (LAX) was embarking on major
redevelopment, a coalition of community based organizations and labor unions
entered into a CBA with the city of Los Angeles in 2004. The CBA package included
many labor related concessions, plus “funds for sound proofing affected schools and

residences”. Also, “funds for studying the health impacts of airport operations on
surrounding communities.” There will be an organizational meeting during August to see if
there is interest in the community to form a JFK AC led coalition of Community Based
groups.
TVASNAC village membership was discussed. Larry Hoppenhauer reported that he had
spoken with officials in the villages of Cedarhurst, and Stewart Manor regarding
representatives attending the meetings. Also, he will contact representatives who haven’t
attended regularly. He has requested that representatives please contact him vial text,
email or phone if they are unable to attend a meeting.
Regarding having the regular TVASNAC meetings in other village locations, Larry asked
representatives to explore the possibility of hosting a meeting in their respective villages.
A motion to adjourn was made and passed.
The next regularly scheduled TVASNAC meeting will be held on Monday, August 27, 2018
at 7:00 PM. at the Nathan L. Bennett Pavilion, Town Hall, One Washington Street,
Hempstead, New York.
