All present participated in the Pledge NEW HYDE PARK of Allegiance. STEWART MANOR VALLEY STREAM The minutes of July 23, 2018 were presented for approval. Motion made by Andrew Weiss, seconded by Carl Baessler. Motion passed unanimously. WOODSBURGH Bill Huisman, Executive Director of Aviation Development Council gave a report. • Nothing new on runway project of 13L-13R. Sept. 4th, will be a full closure for about 90 days. This is an asphalt replacement. • At the JFK AC organizational meeting for JFK Redevelopment CBA had a representative who works for Bill. She was Dolores Hoffman who talked about the role of Air Services Development Offices (ASDO). Responsible for business development so local businesses can acquire as much business as possible from both JFK and LGA. Businesses within the villages of TVASNAC would be eligible for her services. To register a company, go to www.asdoonline.com. Dolores has been in touch with all the TVASNAC villages Chambers of Commerce. This is a business opportunity. Employment would be handled by The Council for Airport Opportunity. • NYS Senator Tony Avella and NYS Assemblyman Edward Braunstein announced on Aug. 22nd, they are committed to obtaining state funding to expand a study released last week showing that some residents of Queens could lose up to one year of their lifespan due to negative noise effects of the TNNIS RNAV departure procedure out of LGA. • Health impact study of aircraft noise done by Columbia University, Mailman School of Public Health. Believed to be first study to assess the health impacts of tightly concentrated NextGen flight tracks. The current study relied on secondary data source from a 2013 study. That study found increased risk Minutes of Meeting Page 2 of stroke, coronary disease, among 3.6 million people exposed to noise around Heathrow Airport. Also used a study done in 2005 on exposure to aircraft noise and risks of psychiatric disorders. • July 30, Rep. Dana Rohrabacher (CA) introduced legislation that the FAA re-order priorities the FAA follows when designing flight procedures, to make noise the second priority, behind safety as the first priority (HR6658) Larry mentioned that he would change order of the agenda since Akiva Lubin would have to leave early. TVASNAC Projects: What would the members like to be addressing as TVASNAC ▪ Lubin - Hold FAA and PA accountable. We should be talking to people who are in control and hearing what their response is to our concerns. ▪ Quinn -- Since beginning of 150 Study, FAA & PA halted all conversations with us. Conversations & complaints seem to be discussed at the Roundtable so cutting TVASNAC out. ▪ Lubin -- Focus seems to be on Queens. ▪ Langjahr - The low response of people complaining, therefore there is no response from PA. ▪ Baessler - People aren’t coming to our meetings. ▪ Hoppenhauer - Would like more to be going on with TVASNAC. Maybe we should think about asking people to our meetings that are more in keeping with our concerns. Roundtable has changed dynamic of FAA & PA. ▪ Weiss - We must have something to offer. Can’t just yell at FAA & PA. Say instead, here’s the problem and my ideas on how to fix it. We must decide what we want. Is it realistic? Are there potential solutions? Then pitch that agenda to appropriate stakeholders to get their opinions and start the dialogue. Ex: these are our thoughts, what do you think? This is what we want to do? But response is, ”we don’t have to follow/apply that”. Then ask what the rule is, do our research, if they are right, find out who can change the rules and take it to the next level. ▪ Lubin - Bring issues to our politicians. ▪ Baessler - Culprit is FAA, there so big and we’re like a fly. Need to focus on our legislators. ▪ Weiss - asked Aidan Hughes how it works in his office (Sen Kaminsky). ▪ Langjahr - Helicopter issues, Eastern Reginal Helicopter association should be contacted. ERHA have no way of enforcing guidelines. Even Sen. Schumer, who pushed northern helicopter route, still gave industry a way out, by allowing them to do there own thing if it’s for “safety” reasons. Corrections and additions were added. ▪ Larry H. pointed out we need to correct expectation that they should expect a return call for filing a complaint with the PA. Minutes of Meeting Page 3 TVASNAC monthly meetings at our villages: ▪ It was decided to take the meeting to the villages. ▪ Starting with Sept. 24th meeting, Kurt Langjahr offered to host in New Hyde Park ▪ The Oct. 22nd meeting is tentatively scheduled for Floral Park. Andrew Weiss will confirm. Senator Todd Kaminsky information: ▪ Aiden Hughes, Staff Assistant reported that Senator’s office is scheduling a meeting/forum with the Port Authority, Community Outreach program. Just waiting on scheduling. He’ll notify us to publicize this when it will take place. ▪ Senators Schumer and Gillibrand have announced legislation, the Quiet Communities Act, requiring the EPA to re-establish an office of Noise Abetment and Control. This would give the EPA responsibility for aircraft noise across the country. Require EPA to conduct a study of airport noise and examine the FAA’s selection of noise measurement methodologies, health impact thresholds and abatement program effectiveness. This was contained in a press release dated Aug. 24th. FAA Reauthorization Bill of 2018 ▪ Larry Hoppenhauer presented a letter to the committee members addressed to Senators Schumer and Gillibrand. It asks them to support the FAA Reauthorization Act of 2018 that was passed by the House on April 27, 2018. With particular attention to keeping the amendments added by the House but being lobbied against by many airline interest groups. It is to be addressed by the Senate by Oct. 1, 2018. ▪ A motion was made to send the letter and unanimously approved.
