TOWN-VILLAGE AIRCRAFT SAFETY & NOISE ABATEMENT COMMITTEE ONE WASHINGTON STREET • HEMPSTEAD 11550 • (516) 489-3296 Town of MINUTES OF MEETING HEMPSTEAD Meeting Date: Sep. 24, 2018 New Hyde Park Village Hall Villages of ATLANTIC BEACH In Attendance: CEDARHURST Larry Hoppenhauer, Executive Director / Secretary FLORAL PARK Kurt Langjahr, Village of New Hyde Park Lawrence Quinn, Village of Garden City GARDEN CITY Andrew Weiss, Village of Floral Park LAWRENCE MALVERNE Larry Hoppenhauer called the meeting to order. Mayor Lawrence Montreuil, of New Hyde Park led all in the Pledge of Allegiance. NEW HYDE PARK STEWART MANOR The minutes of Aug. 27, 2018 were presented for approval. Lacking a quorum, vote VALLEY STREAM is delayed to next meeting. WOODSBURGH Bill Huisman, Executive Director of Aviation Development Council gave a report. • He started by giving the audience a brief history of the Aviation Development Council. • The runway rehabilitation that had been previously announced by the Port Authority for runway 13L / 31R, has been delayed. Further information will be forthcoming from the Port Authority. It is anticipated that when the new plans are announced, public hearings will be conducted to get feedback. • Huisman then talked about the Noise Mitigation and Land Use study (150) currently going on. o That the Noise Exposure Map (NEM) was developed after an extensive Integrated Noise Model (INM) was produced using 65 dB DNL. o In fourth quarter of 2018, the study of noise abatement procedures will be completed. o Second quarter of 2019 will be the Public Comment period o First quarter of 2020 will be the completion of the FAA review • In August 2018, Senators Schumer and Gillibrand introduced legislation called the Quiet Communities Act. It would require the EPA to reestablish the Office of Noise Abatement and Control, to address noise pollution from aircraft noise. This legislation would also require the EPA to conduct a study of airport noise and examine the FAA’s selection of noise measurement methodologies, health impact thresholds, and abatement program effectiveness. Minutes of Meeting Page 2 • Huisman then responded to questions from TVASNAC Committee members and the general audience. Tom Curry, Community Representative for Congresswoman Kathleen Rice, gave an update on the FAA Reauthorization Bill of 2018. • The bill passed the Assembly in April of this year. I • It has been waiting Senate action since then. There was a recent announcement that the senate would pass the bill as passed by the Assembly then go to joint committee to work out a bill Upcoming Meetings: • NY Community Airport Roundtable meeting will be held on Sept. 26, 2018, at the Queens Borough Hall, Kew Gardens NY, beginning at 7:00 PM. • JFK Airport Committee meeting will take place on Oct. 1, 2018, at the Jamaica Chamber of Commerce, Jamaica NY, beginning at /:00 PM. o A representative from the FAA will be presenting on runway selection TVASNAC PowerPoint Presentation: • Hoppenhauer ran through the presentation to share with the audience the history, accomplishments and challenges for the future • A Question and Answer session followed with all participating The next regularly scheduled TVASNAC meeting will be held on Monday, October 22, 2018 at 7:00 PM.
