TOWN-VILLAGE AIRCRAFT SAFETY & NOISE ABATEMENT COMMITTEE ONE WASHINGTON STREET • HEMPSTEAD 11550 • (516) 489-3296 Town of MINUTES OF MEETING HEMPSTEAD Meeting Date: Oct. 22, 2018 Floral Park Village Hall Villages of ATLANTIC BEACH In Attendance: CEDARHURST Carl Baessler, Village of Atlantic Beach FLORAL PARK Larry Hoppenhauer, Executive Director / Secretary Kurt Langjahr, Village of New Hyde Park GARDEN CITY Lawrence Quinn, Village of Garden City Andrew Weiss, Village of Floral Park LAWRENCE Sean Wright, Village of Valley Stream MALVERNE NEW HYDE PARK Larry Hoppenhauer called the meeting to order. Mayor Dominic Longobardi, of STEWART MANOR Floral Park led all in the Pledge of Allegiance. VALLEY STREAM The minutes of Aug. 27, and Sept. 24 2018 were presented for approval. Motion to WOODSBURGH approve the minutes was made by Kurt Langjahr, seconded by Sean Wright. Approved unanimously. Bill Huisman, Executive Director of Aviation Development Council gave a report. • He started by informing the audience of the Aviation Development Council. o Liaison from the Port Authority of NY/NY to community organizations o Community Grant Program that issues small grants, less then $5K to grass roots, not-for-profit organizations within the community surrounding the Port Authority airports in order to help give back to those communities. o Business Development arm that assists business surrounding the PA airports to garner contracts initiated by the airports • He spoke about the rehabilitation of runway 13L – 31R, the second longest runway at JFK. This will require a closure of this airport from April to mid- November 2019. Widening runway from 150 ft to 200 ft. to accept larger aircraft. There were 3 public workshops held last week by the Port Authority to inform the community of the project and solicit feedback from them. If you did not attend the workshops, public comment can be submitted up to 5PM, Oct. 29th. The website to submit comments is: jfkea@panynj.gov . Mr. Huisman responded to questions from the committee and community present. Many questions were concerning how Floral Park and other communities would be impacted with more flights due to closure. Minutes of Meeting Page 2 • (Mr. Hoppenhauer projected a map of JFK runways while Q&A continued) • In August 2018, Senators Schumer and Gillibrand introduced legislation called the Quiet Communities Act. It would require the EPA to reestablish the Office of Noise Abatement and Control, to address noise pollution from aircraft noise. This legislation would also require the EPA to conduct a study of airport noise and examine the FAA’s selection of noise measurement methodologies, health impact thresholds, and abatement program effectiveness. • Huisman then responded to questions from TVASNAC Committee members and the general audience. FAA Reauthorization Bill of 2018: • On Oct. 5th, the FAA Reauthorization Bill of 2018 was signed by the president. • This is a five year budget. • The Quiet Skies Caucus of Congress in Washington included amendments that addressed some issues that were of importance to community organizations and citizens affected by aircraft noise, traffic, safety and health. • A slide presentation was shown listing the following elements in the Reauthorization Bill. o FAA Evaluation of Alternative Metrics to Current 65 DNL o To Explore Other Ways to Measure Noise o Mandates Use of North Shore Helicopter Route, With Mandated Altitude Floor of 2,5000 Ft. o Review of FAA’s Community Involvement Practices in NextGen Projects o Complete Study of Aircraft Noise Exposure Impacts and Effects on Local Communities o Review Phase-Out of Nosier Aircraft (Stage 3) o Study Health and Economic Impacts of Overflight Noise o Establish a Regional Ombudsman to Handle Noise and Pollution Issues o Requires Consideration of Dispersal Headings When Creating or Amending Procedures to Address Noise Concerns o Update Noise Exposure Maps When There Is an Expectation of Change In Noise Levels Surrounding An Airport JFK Airport Committee of NYCAR • Meeting was held on Oct. 1st, at the Jamaica Chamber of Commerce • FAA did a presentation on runway selection that was very technical • A motion was made by the chair of the 150 Study Sub-committee to request a 161 Study at JFK Airport with the goal of restricting night time flights in and out of JFK Airport. The motion passed. Runway 13L – 31R Reconstruction: • This topic had been discussed at length during Mr. Huisman’s presentation • Carl Baessler and Larry Hoppenhauer attended the public information session held at the Cradle of Aviation Museum, Garden City, Oct. 17th.
