Bennett Pavilion Hempstead Town Hall Villages of ATLANTIC BEACH In Attendance: CEDARHURST FLORAL PARK Carl Baessler, Village of Atlantic Beach Larry Hoppenhauer, Executive Director / Secretary GARDEN CITY Kurt Langjahr, Village of New Hyde Park Sean Wright, Village of Valley Stream LAWRENCE MALVERNE A quorum was not present at the meeting. Larry Hoppenhauer proceeded with the NEW HYDE PARK agenda, acknowledging that no votes would be taken. The approval of minutes of STEWART MANOR Nov. 26, 2018 meeting were postponed until the February meeting. All recited the Pledge of Allegiance. VALLEY STREAM Meeting Reports: Larry Hoppenhauer proceeded to report on the following meetings WOODSBURGH he attended. • JFK Airport Committee (JFKAC) – Quarterly meeting was held Dec. 5, 2018 at Port Authority Administration Building at JFK. - Redevelopment Program update was given by Jim Stevens, Program Director. He repeated that two terminal contracts had been awarded for development at JFK to: ○ Terminal One Group – a consortium of Lufthansa, Air France, Japan Airlines and Korean Air Lines. They would build the South Terminal consisting of 23 international gates, 22 designed for larger wide-body aircraft. Site will be where Terminal 1, Terminal 2, and former Terminal 3, and connected to Terminal 4. Operated by Munich Airport. ○ JetBlue – will build the North Terminal with 12 international gates, all to accommodate wide-body aircraft. Site will be extension of Terminal 5, replaces terminal 7 and former terminal 6 site. ○ Construction to begin in 2020, with partial openings in 2023 - FAA presentation on altitudes of flights over JFK impacted communities. The presentation addressed what altitudes they fly today. Not responsive as to why they fly at that level or could they be changed. - Barbara Brown gave an update of JFKAC resolution to restrict night operations by conducting a 161 Study. She was informed that a 161 Study could not be performed until the 150 Study is completed. Minutes of Meeting Page 2 • NY Community Aviation Roundtable (NYCAR) – Quarterly meeting held on Jan. 23, 2019 at Queens Borough Town Hall in Kew Gardens. - Once again, a quorum was not present. This has been an ongoing issue at these meetings which prevents votes or action being taken. Barbara Brown said the Executive Boar of NYCAR is looking into other actions they may take which would happen before the next NYCAR meeting. - Adeel Yosuf, Director of the Port Authority’s Noise Management Office, previewed its new website: www.aircraftnoise.panynj.gov . It is very robust, and I encourage everyone to become familiar with it. Information provided includes: WebTrak link, Noise Complaint form, NYCAR information/meeting minutes, FAQ’s, Noise Reports, Runway Utilization Reports, and much more. - Presentation by a representative of WebTrak, explaining that some enhancements have been made. - Ralph Tambura of the Port Authority presented on new technology that will enhance operations at airports. It is part of NextGen. The system is called Ground Based Augmentation System (GBAS). “It provides navigation and precision service in the vicinity of the host airport.” It has a radius of about 26 miles. Currently, with ILS landing approaches, aircraft fix on one signal that directs all aircraft on the same approach path. With GBAS, airports will have the ability to offer some 48 different flight approaches to an airport with adjustments in altitude and glide slopes. This has the potential to address some noise concerns over neighborhoods. New planes are equipped for GBAS, others are being retro-fitted with it. Newark and Houston Airports have been participating in a pilot program. It has been so successful that LaGuardia and JFK will see installation if GBAS in 2020 and 2021 respectively. February’s Meeting Location – Larry will speak to representatives who haven’t hosted a meeting. Date of the meeting will be Feb. 25th. Goal Setting for 2019 – Mr Hoppenhauer asked representatives and guests to share what they would hope to be our committee’s goals for 2019 • Carl Baessler - Committee visit more member villages - Get guest speakers for the meetings, i.e. elected officials or their representatives to find out what they are doing legislatively to help constituents with aircraft noise, technical representatives from aircraft manufacturers to find out what they are developing to address noise of aircraft, technical representatives to speak about the future of commercial aviation, medical researchers to discuss health studies on effects of noise and air pollution. - Contact villages who aren’t sending representatives or other villages to invite them to become members of TVASNAC - Support efforts to develop a new noise metric to replace dNL • Kurt Langjahr - Improve communications with those not part of the committee by mailing out postcards about upcoming meetings. This way those without email addresses could participate - Take out adds in local press for upcoming meetings, such as the LI Herald Minutes of Meeting Page 3 • Sean Wright - Work towards getting rid of the step approach for arriving flights - Divert some air traffic from JFK to LGA • Larry Hoppenhauer - To better disseminate and educate the communities we serve with the information we are privy to as members of this committee. - To increase the participation of TVASNAC representatives - To increase the number of TVASNAC villages - Work towards better rotation of runways Larry Hoppenhauer invited guests who attended the meeting to also participate in this goal setting process. The following contributions were made. • Aidan Hughes, Community Liaison for Senator Todd Kaminsky - For February’s meeting there should be available a full legislative update on the State level, proposed Senate and Assembly legislation. ○ He will contact Assemblywoman Judy Griffin to see if she will be continuing the work of her predecessor, Brian Curran, on legislation that was introduced in the Assembly and the Senate ○ The Quiet Skies Caucus of Washington DC will be meeting this week. We should keep that dialogue frequent to be informed of proposals they are initiating and become involved in issues that may be of interest to TVASNAC. - Have studies conducted about the affects of aircraft noise on health. • Steven Siciliano, attendee from Valley Stream - Agrees that studies about impact of aircraft and airport noise on health should be conducted. - Add ads to local newspapers about how to file a noise complaint Larry Hoppenhauer reviewed the goals that all had suggested and asked if there were any more suggestions. Some were made and added above. Larry Hoppenhauer wanted to work at determining the top 2 or 3 goals. Due to the lack of time at this meeting Larry will submit a summary of all goals to committee members so that voting can occur to determine top goals for committee to work on this year. This should occur before the next meeting. The next regularly scheduled TVASNAC meeting will be held on Monday, February 25, 2019 at 7:00 PM.
