STEWART MANOR The minutes of meetings for Feb. 25, 2019 were presented for approval. Motion was VALLEY STREAM made to approve by Kurt Langjahr and seconded by Carl Baessler. Motion passed unanimously. WOODSBURGH Presentation by Port Authority of NY/NJ Adeel Yousuf, Manager of the Noise Office and Xiaobo Liu, Airport Nose Specialist presented on the monthly Noise Complaint Reports.  The system is new as of 2012 and is called the Plane Noise System (PNS)  Database system which collects voice messages, text messages, emails, website and tracks different types of disturbances  Individual complaints are determined by address, phone number, and apartment number where applicable  Individual complaints need to be a triple match to be considered one household  Total number of complaints are totaled by airport  Data is monitored and then reports are generated for analysis each month with high volume areas highlighted  PNS provides high level summary for PA and local airports  Summary includes information on complaints, households, location of houses  PNS helps track trends and make comparisons  Response by the PA to residents: o They call back if they receive message by voice mail o Call again after 30 days o E-mails are handled on a case by case basis; not everyone is answered due to the volume Minutes of Meeting Page 2  Reports are sent to the FAA each month:  Sometimes as a result, they redesign airspace (ie: raise altitude for arrivals) Larry Hoppenhauer requested more consistency in the color of graphs depicting various results. (ie: Keep Kennedy Airport RED on each reporting instead of having a different key for each.) PA will address this with the vendor. Also, the contract for PNS is due to expire in 2020. Will the PA look into another system? Bill Huisman, Executive Director of Aviation Development Council:  There is an upcoming meeting of the LGA Airport Committee on March 28, 2019 at Vaughn College  LAMPCO will be doing a presentation explaining their role in the airport community  PA & FAA will be conducting an environmental assessment with regard to the air train.  FAA will address noise complaints coming from LGA to Nassau County locations JFK Airport Committee met on March 4, 2019. Andrew Weiss gave a report.  NIPA guidelines and process discussed regarding building and redevelopment with specific environmental guidelines  There is a restriction on aircraft operations at LGA from 11PM – 6AM. The official reason is for runway maintenance issues. Each year the PA address a letter to airlines informing them of this restriction.  Runway 13L / 31R construction beginning April 1, 2019. Will be closed until sometime in mid-November. Aidan Hughes, Community Liaison for Assemblywoman Judy Griffin, gave a legislative update.  Assembly Representatives Suozzi and Rice of New York, co-sponsored H.R.Bill 976. It directs the FAA to arrange with the National Academies of Sciences, Engineering and Medicine to provide a report on the health impacts of air traffic: noise and pollution.  This bill is still in committee, and attempts are being made to review it. Then other addendums can be added to the legislation. TVASNAC Budget  Larry Hoppenhauer presented committee members with a copy of the proposed budget for 2019 – 2020. Village assessments remained the same as last year.  The budget will be voted upon at the April 22 nd TVASNAC meeting. Motion to adjourn was made by Carl Baessler and seconded by Andrew Weiss.
