113 CITY OF HENDERSON – RECORD BOOK Record of Minutes of Special Called Joint City/Utility Commission Meeting on August 2, 2022 A special called joint meeting of the Board of Commissioners and the City Utility Commission of the City of Henderson, Kentucky, was held on Tuesday, August 2, 2022, at 3:00 p.m., prevailing time, in the third floor Assembly Room of the Municipal Center, 222 First Street, Henderson, Kentucky, designated as the primary location for this video teleconference meeting allowed under KRS 61.826. MAYOR AUSTIN called the meeting to order and asked the City Clerk to conduct Roll Call for the Board of Commissioners. There were present Mayor Steve Austin presiding: PRESENT: Commissioner Austin P. Staton Commissioner Rodney Thomas ALSO PRESENT: Mr. William L. “Buzzy” Newman, Jr., City Manager Mrs. Dawn Kelsey, City Attorney Ms. Maree Collins, City Clerk Mr. David Wright, IT Network Administrator II Mr. Travis Owens, IT Programmer/Analyst Mr. Brad Bickett, HMPL General Manager Mr. Lin Shannon, Utility Commission Chair Mr. Mark Weaver, Utility Commission Member Mr. Russell Sights, Utility Commission Member (Via Zoom Panelist) Mr. David Curlin, Utility Commission Member Ms. Jennifer Howell, Utility Commission Member Ms. Barbara Moll, Henderson Municipal Power & Light Chief Financial Officer Ms. Tammy Konsler, HMPL Human Resource Director (Via Zoom Panelist) Mr. Randall Redding, Utility Commission Attorney Ms. Sharon Farmer, Attorney King Deep & Brannaman Mr. Dwight Williams, Commissioner Candidate ________________________ UTILITY COMMISSION CHAIR SHANNON asked that Roll Call for the Utility Commission be conducted. ________________________ PRESENTATION: “Discussion of Power Supply Planning and Other Operational Challenges” BRAD BICKETT, Henderson Municipal Power & Light General Manager, gave a presentation on the Power Supply Planning and Other Operational Challenges. Mr. Bickett reviewed the strategic plan for future power options, Mission Statement, Power Costs and what is included, Power Market is a lot different today than it used to be, and will be much different in the future.
