175 CITY OF HENDERSON – RECORD BOOK Record of Minutes of A Called Joint City/Henderson Water & Sewer Commission Meeting on November 07, 2023 A special called joint meeting of the Board of Commissioners of the City of Henderson, Kentucky, was held with the Henderson Water and Sewer Commission on Tuesday, November 07, 2023, at 12:00 p.m., prevailing time, in the third floor Assembly Room of the Municipal Center, 222 First Street, Henderson, Kentucky. There were present Mayor Bradley S. Staton presiding: PRESENT: Commissioner Nicholas E. Whitt Commissioner Austin P. Vowels (came in a few moments late) Commissioner Rodney Thomas Commissioner Robert N. Pruitt, Sr. ALSO PRESENT: Mr. William L. “Buzzy” Newman, Jr., City Manager Mrs. Dawn Kelsey, City Attorney Ms. Maree Collins, City Clerk Mr. Robert Gunter, Finance Director Mr. David Wright, IT Network Administrator II Mr. Victor Carson, IT Network Administrator I Mr. Bart Boles, Henderson Water Utility General Manager Mr. Todd Bowley, Henderson Water Utility Chief Financial Officer Mr. Kevin Roberts, Director of Operations Ms. Deniese Jones, HWU Administrative Assistant Mr. Paul Bird, Henderson Water & Sewer Commission Chair Mr. Steve Austin, Henderson Water & Sewer Commission Ms. Julie Wischer, Henderson Water & Sewer Commission Dr. Gary Jennings, Henderson Water & Sewer Commission Mr. Eric Shappell, Henderson Water & Sewer Commission Attorney Ms. Missy Vanderpool, Henderson Economic Development Executive Director Ms. Whitney Risley, Henderson Economic Development ________________________ UTILITY COMMISSION CHAIR BIRD asked that Roll Call for the Water and Sewer Commission be conducted. ________________________ EXECUTIVE SESSION: “Litigation; Sale of Real Property; and Siting ” MOTION by Commissioner Thomas, seconded by Commissioner Pruitt, that the Board of Commissioners go into Executive Session pursuant to KRS 61.810(1)(c) for the purpose of discussions of proposed litigation on behalf of the City of Henderson / Henderson Water & Sewer Commission; pursuant to KRS 61.810(1)(b) for the purpose of discussions of the possible sale of property located in the vicinity of US Hwy 60 and US Hwy 41A; and pursuant to KRS 61.810(1)(g) for the purpose of discussions between a public agency and a representative of a business entity and discussions concerning a specific proposal, if open discussions would jeopardize the siting, expansion, or upgrading of a business. The vote was called. On roll call, the vote stood.
