BRITNEY SMITH & MATT REYNOLDS, Executive Director & Chief Operating Officer of Habitat for Humanity of Henderson, addressed the Commission to thank them for their partnership, expressing appreciation for their volunteers, staff, and board members, also. ________________________ APPROVAL OF CONSENT AGENDA: MAYOR STATON asked the City Clerk to read the Consent Agenda. Staton, Mayor ATTEST: September 10, 2024 Maree Collins, CKMC, City Clerk ________________________ ORDINANCE NO. 41-24: FIRST READ ORDINANCE PROVIDING FOR THE LEVY AND COLLECTION OF AD VALOREM TAXES AN ORDINANCE OF THE CITY OF HENDERSON, KENTUCKY PROVIDING FOR THE LEVY AND COLLECTION OF AD VALOREM TAXES FOR THE FISCAL YEAR BEGINNING JULY 1, 2024, AND PROVIDING FOR THE TIME OF PAYMENT FOR SUCH TAXES, PENALTY, INTEREST AND DISCOUNT MOTION by Commissioner Vowels, seconded by Commissioner Pruitt, that the ordinance be adopted. On roll call, the vote stood: Commissioner Pruitt ------ Aye: Commissioner Vowels --- Aye: Commissioner Whitt ------ Aye: Commissioner Thomas --- Aye: Mayor Staton ----- Aye: WHEREUPON, Mayor Staton declared the ordinance adopted on first reading and ordered that it be presented for a second reading at a meeting of the Board of Commissioners. ________________________ ORDINANCE NO. 42-24: FIRST READ ORDINANCE REGARDING ANNEXATION AN ORDINANCE ANNEXING CERTAIN UNINCORPORATED TERRITORY TO THE CITY OF HENDERSON, KENTUCKY, LOCATED IN HENDERSON COUNTY ON THE WEST SIDE OF U.S. HIGHWAY 60 W AND BEING A PORTION OF THE ORIGINAL RIGHT-OF-WAY OF HIGHWAY 136 (NOW KNOWN AS DANA DRIVE) AND CONSISTING OF APPROXIMATELY 4.686 ACRES MOTION by Commissioner Thomas, seconded by Commissioner Pruitt, that the ordinance be adopted. WILLIAM L. “BUZZY” NEWMAN, JR., City Manager, reported that this section of roadway had at one time been a part of Highway 136. The state gave the roadway to the County when Highway 136 was redone. Dana Corporation was previously annexed into the city without the roadway. The County approached the City to cost-share repairing the roadway and take over maintenance. The vote was called. MAYOR STATON reported that this item and the next item would both be relating to the annexation of a property that the City recently purchased on Green River Road near Stratman Road. Staton, Mayor ATTEST: September 10, 2024 Maree Collins, CKMC, City Clerk ________________________ CITY MANAGER’S REPORT: “Government Finance Officers Association (GFOA) Budget Award” CHELSEA MILLS, Finance Director, reported that the City of Henderson received the GFOA Distinguished Budget Award, for the 16th consecutive year, for the FY 2025 budget. ________________________ CITY MANAGER’S REPORT: “Sports Complex Proposed Site Plan Changes” DYLAN WARD, Assistant City Manager, presented proposed changes to the sports complex site plan to include the combination of the two multi-use sodded fields into one large multi-purpose turfed field. The proposed changes and associated cost will be discussed further at a future work session. ________________________ 178 CITY OF HENDERSON – RECORD BOOK Record of Minutes of A Regular Meeting on September 10, 2024 CITY MANAGER’S REPORT: “Meeting Schedule” WILLIAM L. “BUZZY” NEWMAN, JR., City Manager, reported several meeting dates requiring potential scheduling accommodations, including: October 8th, which falls during Fall Break, suggesting it be replaced with a Special Called meeting October 15th, immediately before the Work Session; November 26th, which falls during the week of Thanksgiving, suggested to be canceled; and December 10th, which was proposed to be held at the Municipal Services Center Building. An informal poll was taken, and the Board agreed to reschedule the October 8th meeting to occur as a Special Called Meeting on October 15th with a Work Session scheduled for the same day; to cancel the November 26th Meeting; and to move the December 10th Meeting to the Municipal Services Center. _______________________ EXECUTIVE SESSION: “Personnel” MOTION by Commissioner Thomas, seconded by Commissioner Pruitt, that the Board of Commissioners go into Executive Session pursuant to KRS 61.810(1)(f) for discussion that might lead to the discipline or dismissal of an individual employee.
