A special called meeting of the Board of Commissioners of the City of Henderson,
Kentucky, was held on Friday, October 11, 2024, at 11:00 a.m., prevailing time, in the third floor
Assembly Room of the Municipal Center, 222 First Street, Henderson, Kentucky, designated as
the primary location for this video teleconference meeting allowed under KRS 61.826.

RESOLUTION NO. 55-24:
RESOLUTION AUTHORIZING SUBMITTAL OF A GRANT FOR THE COUNTY
PRIORITY PROJECTS PROGRAM THROUGH THE KENTUCKY TRANSPORTATION
CABINET DEPARTMENT OF RURAL & MUNICIPAL AID; AND ACCEPTANCE OF
GRANT FUNDS IF AWARDED; AND AUTHORIZING CITY TO EXECUTE ALL
NECESSARY DOCUMENTS
MOTION by Commissioner Thomas, seconded by Commissioner Pruitt, to approve
resolution authorizing submittal of grant, acceptance of grant funds, if awarded, and authorizing
the city to execute all necessary documents for the project which would include repaving Sunset
Lane, Garden Mile Road, and construction of a portion of Barret Boulevard.
MAYOR STATON reported that the city staff and officials learned about the availability
of this grant at the KLC Conference, which further re-enforced the benefit of attending such
conferences.

of Commissioners go into Executive Session pursuant to KRS 61.810(1)(b) for discussion that
may lead to the future acquisition of real property located in the vicinity of Washington and
Atkinson Streets and real property located on Barret Boulevard.

MUNICIPAL ORDER APPROVING SALES AND PURCHASE CONTRACT
BETWEEN THE CITY OF HENDERSON (BUYER) AND CLARK MERRILL AND
CYNTHIA MERRILL AND FRANCES M. O’SULLIVAN (SELLERS) FOR THE
PURCHASE OF 5.68 ACRES OF REAL ESTATE, MORE OR LESS, FOR THE SUM OF
$250,000.00 IN CASH TO BE USED FOR ECONOMIC DEVELOPMENT; AND
AUTHORIZING MAYOR TO EXECUTE CONTRACT ON BEHALF OF THE CITY; AND
AUTHORIZING THE MAYOR AND CITY MANAGER TO TAKE ALL OTHER ACTION
AND EXECUTE SUCH OTHER DOCUMENTS AS MAY BE NECESSARY TO
EFFECTUATE THE PURCHASE OF THE AFORESAID PROPERTY

meeting of the Board of Commissioners to be held on Friday, October 11, 2024, at 11:00 a.m.
with the primary location for this meeting designated as the third-floor assembly room, 222 First
Street, Henderson, Kentucky. One or more members of the Board of Commissioners may
participate via video teleconference and the meeting will be broadcast to the public. The meeting
will be live streamed on the city's website: https://www.hendersonky.gov/CivicMedia; Facebook
and Twitter.
This meeting will be conducted as a video teleconference meeting as allowed under KRS 61.826.
Any interruption in the video or audio broadcast at any location shall result in the suspension of the
meeting until the broadcast is restored.

SUBJECT: Resolution Authorizing Submittal of a County Priority Projects
Program Grant Through Kentucky Transportation Cabinet,
Department of Rural & Municipal Aid
The accompanying resolution authorizes the submittal and acceptance of a County
Priority Projects Program grant through the Kentucky Department of Transportation
Cabinet, Department of Rural & Municipal Aid, in the amount of $649,000.00
During the 2024 Kentucky Legislative Session, the General Assembly added money for
resurfacing and repair of county and city roads in the County Priority Projects Program
through the Kentucky Transportation Cabinet, Department of Rural & Municipal Aid.
These funds will be utilized for the resurfacing and repaving of a 0.268 mile section of
Barret Boulevard, between US Hwy 60 East to US Hwy 41 North; a 0.799 section of
Garden Mile Road, between KY Hwy 351 to KY Hwy 0812; and a 0.217 section of
Sunset Lane, between Stratman Road and Mark Drive.
There are no matching funds required.
The deadline to submit the application is October 15, 2024. Your approval of the
attached resolution is requested.

Counties have until Oct. 15 to submit road funding requests to be considered by state lawmakers
During the 2024 legislative session, the General Assembly passed the County Priority Projects Program (CPPP), which
gives lawmakers more oversight of which road projects are funded. Local governments must submit their road projects
for consideration by Oct. 15.
Here are the basics of CPPP:
• Lawmakers appropriated $20 million each year of the biennial budget. The first round of projects for FY25 were
approved through House Joint Resolution 92
(https://apps.legislature.ky.gov/record/24rs/budget/HJ92/bill.pdf) .
• The Kentucky Transportation Cabinet (KYTC) Department of Rural and Municipal Aid is processing funding
applications for CPPP July 1 - Oct. 15, 2024 . Use form TC 20-41
(https://transportation.ky.gov/Organizational-Resources/Forms/TCO/o2020-41.pdf) to apply.
• Ema il applications to RuralandMunicipalAid@ky.gov, and/or bobbijo .lewis@ky.gov.
• KYTC will compile the applications and road ratings and provide a list to lawmakers by Nov. 1, 2024.
• Projects selected in the 2025 legislative session will have funding available in FY26.

NOW, THEREFORE, BE IT RESOLVED by the City of Henderson, Kentucky,
that the recommendation of the City Manager is approved, authorizing the City of Henderson to
submit a County Priority Project Grant Application in the amount of $649,000.00 from the
Kentucky Transportation Cabinet, Department of Rural and Municipal Aid; acceptance of grant
funds if awarded; and authorizing the City to execute all necessary documents.

SECTION 3: JUSTIFICATION
Explain in detail the nature of the funding request, highlighting the impact this project will have on each type of request
specified above (i.e., safety, repairs, etc.).
1. Barret Boulevard : A Collector road consist of both Asphalt/Concrerte Pavement. The concrete pavement has failed.
The City has repaired a 0.062 mile section in May 2024 with limited funds. Road serves both commerical, and high
residental/apartments. Two concrete segments totaling 0.268 miles.
2. Garden Mile Road: The orginal 0.939 mile section was constructed by KYTC in March of 1990. Road was transferred
to the City. The road is failing due to heavy traffic serving the local High School, retail development, and residential
living. Length of repair is 0.799 miles long. The City has plans to began repairs on a 0.14 mile section starting at
intersection with from KY 812, in October 2024.
3. Sunset Lane: Designated Truck Route supporting four industrial business as well as residential living. Pavement
thickness is in need of a overlay with a modified pavement to support the truck traffic. This is a partnership with the
County. County section is 0.16 miles and the City section is 0.057 mile totaling 0.217 miles. The County has repair a
0.11 mile section starting at intersection of Sunset Lane and Stratman Road to just past Walnut Lane in October 2023.
