MINUTES
I. CALL TO ORDER
The special meeting of the Blue Ribbon Commission on Educational Excellence
and Youth Opportunity was called to order by Recording Secretary Karie Teruya
at 4:02 p.m. in the City Hall Annex Conference Room, 280 Water Street,
Henderson, Nevada.
CONFIRMATION OF POSTING AND ROLL CALL
The Recording Secretary Teruya, confirmed the Blue Ribbon Commission on
Educational Excellence and Youth Opportunity Special Meeting has been
noticed in compliance with the Open Meeting Law by posting the Agenda three
working days prior to the meeting at City Hall, the Multigenerational Center, the
Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public
Notice Website, the City of Henderson Website, and by mailing a copy of the
Agenda to everyone appearing thereon the Agenda Master Mailing List.

III. PUBLIC COMMENT
There were no comments presented by the public.
IV. ACCEPTANCE OF AGENDA
Recording Secretary Teruya stated that some items will be taken out of order
and Item 9 Bylaws will not be discussed.
(Motion) Ms. Senegal introduced a motion to accept the agenda as
amended, seconded by Mr. Ragan. The vote favoring approval
was unanimous. Recording Secretary Teruya declared the motion
carried.

VI. NEW BUSINESS
3 PRESENTATION
STUDENTS FOR THE ADVANCEMENT OF GLOBAL ENTREPRENEURSHIP
(SAGE)
ECONOMIC DEVELOPEMENT
Note: This item was heard following item 7.
Huston Pullen of UNLV and director of Nevada Small Business Development
Center gave a presentation on Students for the Advancement of Global
Entrepreneurship (SAGE) which is under the Young Entrepreneurs Alliance.

Mr. Pullen distributed flyers and invited the Commission to attend the kick-off
event on September 24, 2015 called the Young Entrepreneurs Alliance which
will assist teens to create their own businesses. Teens will compete in a
regional, national and international competition as a team or individual. Some
costs will be subsidized and teens will be assisted with investors, mentors and
resources established through SAGE.
4 PRESENTATION
QUARTERLY COMMUNITY DEVELOPMENT UPDATES
COMMUNITY DEVELOPMENT
Stephanie Garcia-Vause, Director of Community Development and Services
and Brittany Markarian, Senior Public Engagement Specialist, briefed the
Commission about future planning and the importance of engaging youth in the
community to get their perspective on housing, transportation, connectivity,
infrastructure, urban environments and influences on future needs.
Ms. Garcia-Vause showed a video produced for Southern Nevada Strong and
asked the Commission to get involved in Henderson Strong which is the City’s
comprehensive plan to find which policies and programs to embrace, evaluate
and reestablish for Henderson.
Ms. Markarian gave a PowerPoint presentation which includes the website,
www.HendersonStrong.org. She asked the Commission to take this information
back to the various groups they belong to, distribute this information and asked
for their feedback.
5 ELECTION
CHAIRPERSON
PUBLIC WORKS, PARKS AND RECREATION
Elect new Chairperson.
Mr. Williams explained duties for the chairperson and vice chairperson and
asked for nominations for the chairperson.
Mr. Ragan stated he would like to run for chairperson as he has the dedication
and experience in school service and served on the Nevada Youth Legislature,
is familiar with parliamentary procedures and wants to make a difference in the
community.
(Motion) Ms. Darmody introduced a motion to elect Mr. Ragan as
chairperson, seconded by Ms. Osantowski. The vote favoring
approval was unanimous. Recording Secretary Teruya declared
the motion carried.

6 ELECTION
VICE-CHAIRPERSON
PUBLIC WORKS, PARKS AND RECREATION
Elect new Vice-Chairperson.
Ms. Senegal stated she would like to run for Vice Chairperson. Ms. Senegal
stated she was the Student Council Secretary in California and would like to
continue being involved in the community and ensure the youth have great
opportunities available.
(Motion) Chairperson Ragan introduced a motion to elect Ms. Senegal as
Vice Chairperson, seconded by Ms. Driscoll. The vote favoring
approval was unanimous. Chairperson Ragan declared
the motion carried.
7 INTRODUCE NEW COMMISSION MEMBERS

Recording Secretary Teruya introduced new Commission members, Devyn
Duke, Brooklyn Darmody and Mitchell Ragan.
The Commission introduced themselves to the new members.

Adopt minutes of May 20, 2015.
(Motion) Chairperson Ragan introduced a motion to accept the minutes as
presented, seconded by Ms. Darmody. The vote favoring approval
was unanimous. Chairperson Ragan declared the motion carried.

11 BLUE RIBBON COMMISSION COLLEGE NIGHT
OCTOBER 6, 2015

Note: This item was heard following item 8.
Plan details for College Night on October 6, 2015 which will be held at
Henderson Multigenerational Center, 250 S. Green Valley Parkway, Henderson,
NV 89012.
Ms. Osantowski briefed the Commission about how she started College Night
with the Blue Ribbon Commission four years ago. Ms. Osantowski asked for a
vote on wearing the Blue Ribbon Commission shirts, having college handouts
and or checklists, have the Blue Ribbon Commission brochure available and to
get a token of appreciation for the guest speaker but due to how the agenda
was written was unable to take a vote and would like to discuss it at the next
meeting.
Mr. Duke inquired what would be the best way to act as liaisons and get the
information out to fellow students. Ms. Wong answered she is successful as she
is a teacher at Basic High school, is the contact person should there be any
questions, promotes it in her classroom and has a good relationship with
student council advisors and faculty.
Mr. Duke asked if there were any pre-established teacher connections with
schools. Ms. Osantowski answered that since the student members are the
liaisons, it is up to the student to promote the event.
Ms. Osantowski stated since the Commission is sponsoring College Night, she
informed the Commission to report at 5:00 p.m. to help set up as the event
starts at 6:00 p.m.

12 COLLEGE NIGHT AT GREEN VALLEY HIGH SCHOOL
OCTOBER 22, 2015
PUBLIC WORKS, PARKS AND RECREATON
Discuss details for College Night at Green Valley High School, 460 Arroyo
Grande Blvd., Henderson, NV 89014.
Ms. Driscoll stated the event will be held from 6:00 p.m. – 8:00 p.m. in the
cafeteria. Students volunteering need to report at 5:30 p.m. and will be assisting
colleges to their tables and help them set up, then assist at the Blue Ribbon
Commission table. This event will be similar to the one at Cashman Center, will
be open to the public and will have about 100 different colleges.
Ms. Wong asked if the Commission was participating or attending this event.
Mr. Williams responded that this was voluntary and the Commission would have
a table to promote the Commission which was determined at a previous
meeting.
13 LEADERSHIP DAY 2016
PUBLIC WORKS, PARKS AND RECREATION
Discuss details for Leadership Day 2016.
Mr. Williams explained that Leadership Day is the main event for the year, the
Commission decides on the date and theme for the workshop, organize, plan
and run the event. The student members decide on the topic, if they want to
present topic themselves or have a guest speaker, decide how to run the
program, times, rotation, and what to order for lunch. It is on a school day from
10:00 a.m. – 1:00 p.m. at no costs to students. The City of Henderson will
provide busses and a substitute teacher if needed.
Mr. Duke asked what is the purpose or measurable effect of Leadership Day.
Mr. Williams replied it is based on survey results; if it was receptive, something
they enjoyed or if they prefer to hear something else. The purpose is to help
high school students understand leadership, different leadership styles and
provide another perspective to teens.
Ms. Wong stated spring break will be from March 21-25, 2016, and April 11-15
will be proficiency testing. Mr. Williams asked the Commission to think about
possible dates for Leadership Day which will be discussed at the next meeting.

VII. CHAIRMAN\MEMBER COMMENTS
Chairperson Ragan thanked the Commission for a successful first meeting.
Mr. Williams asked if everyone had a Blue Ribbon Commission shirt and bag
and if not to let him know.
Mr. Duke asked to have previous Leadership Day survey information at the next
meeting.
VIII. SET NEXT MEETING
The next meeting was set for September 16, 2015 at 4:00 p.m.
IX. PUBLIC COMMENT
There were no comments presented by the public.
X. ADJOURNMENT
There being no further business to come before the Commission, Chairperson
Ragan adjourned the meeting at 5:31 p.m.
