CALL TO ORDER Chairman Serfas called the Redevelopment Agency Advisory Commission to order at 4:00 p.m. in the Annex Conference Room, City Hall Annex, 280 Water Street, Henderson, Nevada. II. CONFIRMATION OF POSTING AND ROLL CALL MaryAnne Cruzado, Recording Secretary, confirmed the meeting had been noticed in accordance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, Henderson Convention Center, Green Valley Police Substation, and Fire Station No. 86. PUBLIC COMMENT No comments were presented by the public. IV. ACCEPTANCE OF AGENDA (Motion) Mr. Vanderploeg introduced a motion to accept the agenda as amended. The vote favoring approval was unanimous. Chairman Serfas declared the motion carried. V NEW BUSINESS . 1 Minutes City of Henderson Redevelopment Agency Advisory Commission Meeting of July 28, 2015 Adopt the minutes of the City of Henderson Redevelopment Agency Advisory Commission meeting of July 28, 2015. (Motion) Mr. McGinty introduced a motion to adopt the minutes of July 28, 2015, as submitted. The vote favoring approval was unanimous. Chairman Serfas declared the motion carried. 2 LAND PURCHASE AND SALE AGREEMENT FOR THE SALE OF APPROXIMATELY 121,561 SQUARE FEET, MORE OR LESS, OF VACANT LAND AND IMPROVED GRADE LEVEL PARKING LOT LOCATED AT THE SOUTHWEST CORNER OF SOUTH WATER STREET AND VICTORY ROAD, TO JOSEPH M. DESIMONE Approve the Land Purchase and Sale Agreement by the City of Henderson Redevelopment Agency, Clark County, Nevada, for the sale of approximately 121,561 square feet, more or less, of vacant land, identified as a portion of Assessor's Parcel Number 179-18-218-001, generally located at the southwest corner of S. Water Street and Victory Road to Joseph M. DeSimone for $850,927.00 and authorize the Executive Director to execute and deliver all documents to be executed and delivered by the Agency thereunder. Anthony Molloy, Downtown Redevelopment Manager read a summary of the proposed item and stated staff recommends approval. (Motion) Mr. McGinty introduced a motion to Approve the Land Purchase and Sale Agreement by the City of Henderson Redevelopment Agency, Clark County, Nevada, for the sale of approximately 121,561 square feet, more or less, of vacant land, identified as a portion of Assessor's Parcel Number 179-18-218-001, generally located at the southwest corner of S. Chairman Serfas declared the motion carried. 3 LAND PURCHASE AND SALE AGREEMENT FOR SALE OF VACANT LAND LOCATED AT 130 COPPER STREET TO AKTO, LLC Approve the Land Purchase and Sale Agreement by the City of Henderson Redevelopment Agency, Clark County, Nevada, for the sale of approximately 0.13 acre, more or less, of vacant land, identified as Assessor's Parcel Number 179-18-214-038, generally located at 130 Copper Street to AKTO, LLC, for $16,500.00, and authorize the Executive Director to execute and deliver such agreement and all documents to be executed and delivered by the Agency thereunder. Mr. Molloy read a summary of the proposed item and stated staff recommends approval. Responding to Mr. McGinty’s question regarding review by Planning staff, Mr. Molloy said the item has not had a design review yet. Staff will let the Commission know if this item goes to a public hearing before the Planning Commission. Motion) Mr. Vanderploeg introduced a motion to approve the Land Purchase and Sale Agreement by the City of Henderson Redevelopment Agency, Clark County, Nevada, for the sale of approximately 0.13 acre, more or less, of vacant land, identified as Assessor's Parcel Number 179-18-214-038, generally located at 130 Copper Street to AKTO, LLC, for $16,500.00, and authorize the Executive Director to execute and deliver such agreement and all documents to be executed and delivered by the Agency thereunder. The vote favoring approval was unanimous. Chairman Serfas declared the motion carried. 4 RESOLUTION GRANT AWARD FOR CONSTRUCTION OF RESIDENTIAL FOUR-PLEX BY AKTO, LLC Approve a Resolution of the City of Henderson Redevelopment Agency, Clark County, Nevada approving a Grant Award to AKTO, LLC, for construction costs associated with construction of a four-plex apartment building at 130 Copper Street, in the amount of $16,200.00, and approving a grant award agreement with AKTO, LLC. Redevelopment Agency Advisory Commission Page 4 of 5 August 25, 2015 – Minutes Mr. Molloy read a summary of the proposed item and stated staff recommends approval. He noted that the grant amount award needs to be amended to 16,500 due to an error by staff. A discussion ensued regarding increasing the density in this area and the impact to the surrounding neighborhood. Mr. Foster inquired about studies regarding comparable rents and asked if ot feasible to get the rents that they want? Mr. Molloy responded that the NDC feels they will be able to achieve the desired rents. He noted that this project is a gamble and that this project will be a test case to see if the desired rents are feasible. Responding to Chairman Serfas’ question regarding the size of the units, Mr. Molloy stated approximately 850 to 1000 square feet. (Motion) Mr. McGinty introduced a motion to Approve a Resolution of the City of Henderson Redevelopment Agency, Clark County, Nevada approving a Grant Award to AKTO, LLC, for construction costs associated with construction of a four-plex apartment building at 130 Copper Street, in the amount of $16,500.00, and approving a grant award agreement with AKTO, LLC.
