REGULAR MEETING MINUTES
AUGUST 20, 2015
I. CALL TO ORDER
Acting Chairman Horlacher called the meeting to order at 6:02 p.m., in the
Council Chambers Conference Room, 240 Water Street, Henderson, Nevada.
II. CONFIRMATION OF POSTING AND ROLL CALL
Tedie Jackson, Council and Commission Services Reporter, confirmed the
meeting had been posted in accordance with the Open Meeting Law by posting
the agenda three working days prior to the meeting at the Multigenerational
Center, City Hall, Whitney Ranch Recreational Center, and Fire Station No. 86.,
the Nevada Public Notice Website, the City of Henderson Website, and by
mailing a copy of the Agenda to everyone appearing thereon on the Agenda
Master Mailing List.

IV. ACCEPTANCE OF AGENDA
(Motion) Ms. Fabian introduced a motion to accept the agenda as
presented, seconded by Mr. Heiny. The vote favoring approval
was unanimous. Acting Chairman Horlacher declared the motion
carried.
V. NEW BUSINESS
1 MINUTES OF JUNE 18, 2015
PUBLIC WORKS, PARKS AND RECREATION
Approve minutes of June 18, 2015
(Motion) Mr. Curry introduced a motion to approve the minutes of
June 18, 2015, as presented, seconded by Ms. Lileikis. The vote
favoring approval was unanimous. Acting Chairman Horlacher
declared the motion carried.
2 SPEED LIMIT ON VOLUNTEER BOULEVARD
PUBLIC WORKS, PARKS AND RECREATION
Change the speed limit on Volunteer Boulevard to 45 mph.
Gena Kendall, Project Engineer, reviewed the results of a speed limit study on
Volunteer Boulevard from Las Vegas Boulevard to Sun City Anthem. She
showed an aerial view of the area and stated the speed limit currently changes
from 35 miles per hour to 45 miles per hour, then back to 35 miles per hour.
She noted that staff received a complaint regarding the different posted speeds.
Ms. Kendall reported that staff analyzed the horizontal and vertical curves of the
road, reviewed three years of crash history, and analyzed site visibility. Staff
recommends increasing the speed limit on Volunteer Boulevard to 45 miles per
hour from Sun City Anthem to Las Vegas Boulevard to maintain a consistent
speed limit.
In response to a question as to lighting in the area, Ms. Kendall noted the area
is mostly dark due to much undeveloped land. However, developers are
required to install street lighting as they develop projects.
Sgt. Brett Seekatz, Henderson Police Department, commented that the crash
history does not indicate many accidents. He noted his support for a consistent
speed limit along this road.

(Motion) Ms. Matkin introduced a motion to approve increasing the speed
limit on Volunteer Boulevard to 45 miles per hour from Las Vegas
Boulevard to Sun City Anthem, seconded by Mr. Heiny. The vote
favoring approval was unanimous. Acting Chairman Horlacher
declared the motion carried.
VI. CHAIRMAN\MEMBER COMMENTS
Ms. Lileikis expressed concern regarding the heavy traffic during peak hours on
on Green Valley Parkway and Paseo Verde Parkway.
Ms. Kendall mentioned that this is a known hot spot for heavy traffic during peak
hours. She will check to make sure the signal timing is accurate.
Mr. Horlacher asked what is going on with the construction work occurring on
Horizon Ridge Parkway between Carnegie Street and Sandy Ridge Avenue.
Ms. Kendall replied storm drain project was delayed; however, it should be
completed in approximately three weeks.
VII. SET NEXT MEETING
The next meeting was set for September 17, 2015, at 6:00 p.m.
VIII. PUBLIC COMMENT
There were no comments presented by the public.
IX. ADJOURNMENT
There being no further business to come before the Board, Acting
Chairman Horlacher adjourned the meeting at 6:26 p.m.
