CITY OF HENDERSON SENIOR CITIZENS ADVISORY COMMISSION MINUTES August 19, 2015 I. CALL TO ORDER Chairman Dan Hyde called the Senior Citizens Advisory Commission Meeting to order at 5:30 p.m., at 240 Water Street, Henderson City Hall, in the Council Chambers Conference Room. II. CONFIRMATION OF POSTING AND ROLL CALL Joanne Wershba, Administrative Assistant III, confirmed the meeting had been posted in accordance with the Open Meeting Law by posting the agenda three working days prior to the meeting at City Hall, Multigenerational Center, Whitney Ranch Recreation Center, and Fire Station No. 86. PUBLIC COMMENT Mr. Flake introduced Brian Berman, Communications Director for Clear Council Law Group, and noted that he will be working with the Commission on civic opportunities and other events. Chairman Hyde announced to the Commission that this is Joanne Wershba’s last meeting. He thanked her for her dedicated service to the Commission and presented her with a certificate of appreciation. Chairman Hyde announced that Monica Rivera will be replacing Joanne and will start next month. IV. ACCEPTANCE OF THE AGENDA (Motion) Mr. Mullin introduced a motion to accept the agenda as presented. The vote favoring approval was unanimous. Chairman Hyde declared the motion carried. V. NEW BUSINESS 1 MINUTES JULY 15, 2015 PUBLIC WORKS PARKS AND RECREATION RECOMMENDATION: Adopt Adopt July 15, 2015 Senior Citizens Advisory Commission minutes. (Motion) Ms. Baldizan introduced a motion to adopt the minutes for the July 15, 2015, Senior Citizens Advisory Commission meeting, as presented. The vote favoring approval was unanimous. Chairman Hyde declared the motion carried. 2 SENIOR CITIZENS ADVISORY COMMISSION PARTNERSHIP OPPORTUNITIES WITH THE FOUNDATION FOR ASSISTING SENIORS PUBLIC WORKS PARKS AND RECREATION RECOMMENDATION: Approve Presentation overview of THE FOUNDATION FOR ASSISTING SENIORS; a 501c(3) non-profit and how it can partner with the Senior Advisory Commission in expanding needed services throughout the senior community. Favil West, President of The Foundation For Assisting Seniors, distributed materials regarding the Foundation and made a presentation on the services they provide the senior community. He noted that the programs are free and the Foundation is looking for a sponsor. Senior Citizens Advisory Commission Page 3 August 19, 2015 – Minutes Responding to a question by Ms. McEvers regarding the area that the Foundation serves, Mr. West said they serve the entire Las Vegas valley, but they are looking to expand to Mesquite as well as other states. A discussion ensued regarding the HowRU personal safety call program. Ms. Trosper noted that the phone system is a custom system that was paid for and developed by the Foundation. Responding to a question by Chairman Hyde regarding the primary funding source, Mr. West stated that their funding comes primarily from the annual golf tournament, bingo, personal donations, and corporate sponsors. Chairman Hyde encouraged the Commission members to have Favil and Liz speak to their homeowners associations and present their programs. Motion) Ms. Baldizan introduced a motion that the Commission support and endorse the Foundation For Assisting Seniors and their programs. The vote favoring approval was unanimous. Chairman Hyde declared the motion carried. 3 SENIOR CITIZENS ADVISORY COMMISSION TO BE ONE OF THE SPONSORS FOR THE CHARITY GOLF TOURNAMENT ON OCTOBER 16, 2015 PUBLIC WORKS PARKS AND RECREATION RECOMMENDATION: Approve Senior Citizens Advisory Commission will support the Charity Golf Tournament on October 16, 2015. The proceeds will be deposited into the Henderson Community Foundation to fund senior transportation. Chairman Hyde said the tournament is being postponed for approximately 11 months to a year to allow the organizers additional time to put on a higher quality function. 4 PET ADOPTIONS FOR SENIORS AT A REDUCED RATES PUBLIC WORKS PARKS AND RECREATION RECOMMENDATION: Approve Commission members will discuss and research opportunities for seniors to adopt pets at reduced rates. Corey Clark, Recreation Services Manager, gave a summary of the proposed Senior Citizens Advisory Commission Page 4 August 19, 2015 – Minutes item. He noted that the City does not make a profit on their adoptions and the fee is to cover the cost of vaccinations, spaying and neutering, and other costs incurred. He gave some other resources for pet adoptions and noted that the Senior Auxiliary may be able to provide assistance with pet adoption fees. Mr. Clark said he will research inexpensive adoption organizations and will report back next month. 5 COAT DRIVE FOR LOW INCOME SENIORS PUBLIC WORKS PARKS AND RECREATION RECOMMENDATION: Approve Commission members will discuss the possibility of collecting coats for HopeLink who will then distribute coats to other senior centers throughout the Las Vegas Valley. Chairman Hyde announced that Don Miller with Hope Link will be on next month’s agenda and will come and discuss the services HopeLink provide. They are also holding a coat drive in September and members can bring donations to next month’s meeting for collection. 6 HENDERSON SENIORS' AUXILIARY PUBLIC WORKS PARKS AND RECREATION A member of the Henderson Seniors' Auxiliary will give a report for July. No report was available. 7 STAFF REPORT PUBLIC WORKS PARKS AND RECREATION Recreation Services Manager, Corey Clark, will give a staff report and an update on the City's Senior Services. Mr. Clark reviewed the Heritage Park Senior Facility July 2015 report and highlighted the following items:  Heritage Park is closed for the week for maintenance and upgrades. The lunch has program has been expanded at the downtown center to accommodate the seniors coming over from Heritage Park.  “Outdoor In” Indoor Foosball and King Me Human Checkers were very successful. Senior Citizens Advisory Commission Page 5 August 19, 2015 – Minutes VI. CHAIRMAN/MEMBER COMMENTS There were no comments presented. VII. SET NEXT MEETING The next regularly scheduled meeting will be held on September 16, 2015, at 5:30 p.m. in the Council Chambers Conference Room of City Hall. VIII. PUBLIC COMMENT David Karel, David Karel Group, noted that the Medicare Part B premium may be having a significant raise, up to 52%. He said there is a lot of confusion involving this increase and this is a good opportunity to go out and talk to seniors about this change. Chairman Hyde requested that this item be on next month’s agenda for further discussion. IX.
