CITY OF HENDERSON COMMEMORATIVE BEAUTIFICATION COMMISSION MINUTES REGULAR MEETING September 8, 2015 I. CALL TO ORDER Acting Chairman Denise Olsen called the Commemorative Beautification Commission Meeting to order at 6:03 p.m., at 105 W. Basic Road, in Facilities Management Conference Room. II. CONFIRMATION OF POSTING AND ROLL CALL Joanne Wershba, Recording Secretary, confirmed the meeting had been posted in accordance with the Open Meeting Law by posting the agenda three working days prior to the meeting at City Hall, Multigenerational Center, Whitney Ranch Recreation Center, and Fire Station No. 86. Present: Debra Jacobson Jennifer Lewis Jack McClary Denise Olsen Absent: Chairman John Casanova Staff: Ray Everhart, Park Operations Manager Tedie Jackson, CCS Reporter Brandon Kemble, Assistant City Attorney III Joanne Wershba, Recording Secretary III. PUBLIC COMMENT No comments were presented by the public. IV. ACCEPTANCE OF AGENDA (Motion) Ms. Lewis introduced a motion to accept the agenda as presented, seconded by Ms. Jacobson. The vote favoring approval was unanimous. Acting Chairman Olsen declared the motion carried. Commemorative Beautification Commission Page 2 of 5 September 8, 2015 – Minutes V. NEW BUSINESS 1 MINUTES MAY 12, 2015 PUBLIC WORKS, PARKS AND RECREATION Adopt the minutes of May 12, 2015 meeting. (Motion) Ms. Lewis introduced a motion to adopt the May 12, 2015, minutes as presented, seconded by Mr. McClary. The vote favoring approval was unanimous. Acting Chairman Olsen declared the motion carried. 2 STAFF REPORTS PUBLIC WORKS, PARKS AND RECREATION Staff Representative will provide information on the Commission Budget, Urban Forestry Report, Clean-up Trailer Program, Arbor Day, Banners and Flags, Alternative Sentencing Report, and Staff Announcements. Ray Everhart, Park Operations Manager, reported that staff will be increasing the price of the memorial tree program from $125.00 to $200.00, the new price for the bench is $1,400.00 and the price increase for the picnic table will be $1,500. A brief discussion ensued regarding the trees. Ms. Jacobsen commented that a banner located at Boulder Highway and Warm Springs Road is not very visible as it hangs behind the traffic signal. Mr. Everhart will check to see if that banner has slipped and can be made more visible. . Mr. Everhart reviewed the CBC FY 14/15 Budget Summary. It was noted that new items on the report include expenses for the high school banner project, concrete receptacles, and hardware for banner brackets. Commemorative Beautification Commission Page 3 of 5 September 8, 2015 – Minutes 3 HOLIDAY DECORATING PUBLIC WORKS, PARKS AND RECREATION Members will discuss details for judging the holiday decorations. Ms. Wershba distributed a brochure entitled “Light Up the Holidays” for the 2015 Outdoor Holiday Decorating Contest. A discussion ensued regarding changes to the bus tour. A suggestion was made to video record the houses; however, the cost of a professional videographer might not be budgeted. Mr. Everhart will check to see if the City has a staff person who could provide video services. Another suggestion was to split the bus tour between the Commission members to shorten the time. A request was also made that the bus have a restroom, or that restroom breaks be scheduled throughout the tour. This item will be discussed further at the next meeting. 4 ARBOR DAY THEME PUBLIC WORKS, PARKS AND RECREATION Commission members will discuss and vote on the theme for Arbor Day. Staff distributed a handout listing possible themes for Arbor Day 2016. It was noted that this will be Tree City USAs 25th year. Staff asked members to select a theme at the next meeting so sponsorship packets can be put together. It was suggested that the contest posters include an acorn or oak leaf to symbolize the silver anniversary. Mr. Everhart suggested staff create a pamphlet for Commission members to give to businesses and potential sponsors. He will check with the marketing department to see if this is possible. Staff will provide consistent language about Arbor Day for Commission members to discuss with sponsors. This item will be discussed further at the next meeting. Commemorative Beautification Commission Page 4 of 5 September 8, 2015 – Minutes 5 COMMUNITY PRIDE AWARD PUBLIC WORKS, PARKS AND RECREATION Discuss and approve Community Pride Award nominations. No Community Pride Award nominations were submitted. 6 PURCHASE TRASH BAGS FOR HENDERSON TRAILS CLEANUP PUBLIC WORKS, PARKS AND RECREATION The commission members will discuss and vote on the purchase of trash bags for National Division of Forestry (NDF) to use when cleaning up Henderson Trails, not to exceed $3,000. Ray Everhart, Park Operations Manager, reported that staff is requesting funds not to exceed $3,000.00 to purchase trash bags to clean up branches, debris, and trash on Henderson trails. Suggestions were made that staff consider purchasing burlap bags that could be reused or using biodegradable material. A brief discussion ensued regarding how burlap bags and different materials are used. Mr. Everhart noted that burlap bags and biodegradable materials would increase the cost. He briefly explained how the Nevada Division of Forestry helps to maintain the trails. (Motion) Mr. McClary introduced a motion to authorize an amount not to exceed $3,000.00 to purchase trash bags for the National Division of Forestry to use when cleaning up Henderson trails, seconded by Ms. Lewis. The vote favoring approval was unanimous. Acting Chairman Olsen declared the motion carried. 7 PURCHASE CONCRETE TRASH CANS FOR ROAD RUNNER TRAIL PUBLIC WORKS, PARKS AND RECREATION Commission members will discuss and vote on the purchase of five concrete trash cans for Road Runner Trail, not to exceed $6,000. Ray Everhart, Park Operations Manager, reported that staff is requesting funds not to exceed $6,000.00 to replace five concrete trash cans. Commemorative Beautification Commission Page 5 of 5 September 8, 2015 – Minutes (Motion) Ms. Jacobson introduced a motion to approve an amount not to exceed $6,000.00 for the purchase of five concrete trash cans for Road Runner Trail, seconded by Ms. Lewis. The vote favoring approval was unanimous. Acting Chairman Olsen declared the motion carried. 8 VOLUNTEER HOURS PUBLIC WORKS, PARKS AND RECREATION Commission members will report the number of volunteer hours they completed for the past three months. Ms. Jacobson reported four volunteer hours; Ms. Lewis reported 1.5 volunteer hours; Ms. Olsen reported two volunteer hours; and Mr. McClary reported five volunteer hours. VI. CHAIRMAN\MEMBER COMMENTS No Chairman or Member comments were presented. VII. SET NEXT MEETING The next meeting was set for October 13, 2015, at 6:00 p.m., in the Facilities Management Conference Room, 105 West Basic Road, Henderson, Nevada 89015. VIII. PUBLIC COMMENT No comments were presented by the public. IX.
