HENDERSON BLUE RIBBON COMMISSION ON EDUCATIONAL EXCELLENCE AND YOUTH OPPORTUNITY REGULAR MEETING August 17, 2016 MINUTES I. CALL TO ORDER The meeting of the Blue Ribbon Commission on Educational Excellence and Youth Opportunity was called to order by Ms. Gann at 4:01 p.m. in the City Hall Annex Conference Room, 280 Water Street, Henderson, Nevada. CONFIRMATION OF POSTING AND ROLL CALL Staff Representative, Karie Teruya, confirmed the Blue Ribbon Commission on Educational Excellence and Youth Opportunity had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, the City of Henderson Website, and by mailing a copy of the Agenda to everyone appearing thereon the Agenda Master Mailing List. PUBLIC COMMENT There were no comments presented by the public. IV. ACCEPTANCE OF AGENDA (For Possible Action) (Motion) Ms. Darmody introduced a motion to accept the agenda as presented. Mr. Rodriguez seconded. The vote favoring approval was unanimous. Ms. Gann declared the motion carried. V. NEW BUSINESS NB-1 MINUTES MAY 18, 2016 PUBLIC WORKS, PARKS AND RECREATION For Possible Action. RECOMMENDATION: Adopt Adopt minutes of May 18, 2016. (Motion) Ms. Darmody introduced a motion to adopt the minutes as presented, seconded by Mr. Rodriguez. The vote favoring approval was unanimous. Ms. Gann declared the motion carried. NB-2 APPOINT CHAIR PRO TEMPORE PUBLIC WORKS, PARKS AND RECREATION For Possible Action. RECOMMENDATION: Appoint Appoint Chair pro tempore (Motion) Ms. Gann introduced a motion to appoint Mr. Rodriguez as Chair pro tempore. The vote favoring approval was unanimous. Ms. Gann declared the motion carried. Blue Ribbon Commission Page 3 of 6 Wednesday, August 17, 2016 - Minutes NB-3 INTRODUCE COMMISSIONERS, STAFF, AND CITY ATTORNEY PUBLIC WORKS, PARK AND RECREATION Chair pro tempore Rodriguez introduced himself and requested all other commissioners and City Staff introduce themselves. NB-4 DISCUSS AND PLAN FORMAT AND LOCATION FOR COLLEGE NIGHT ON OCTOBER 6, 2016 PUBLIC WORKS, PARKS AND RECREATION For Possible Action. RECOMMENDATION: Approve Approve volunteer activities as scheduled. (Motion) Chairman pro tempore Rodriguez introduced a motion to accept Ms. Gann’s proposal to finalize details at the September meeting. Ms. Darmody seconded. The vote favoring approval was unanimous. Chairman pro tempore Rodriguez declared the motion carried. College Night was approved to be scheduled at Henderson Multigenerational Center on October 6, 2016 from 5:00p.m. to 7:30p.m. Ms. Gann provided rack cards and posters for commissioners to post and hand out to students at his or her respective school. Staff is seeking recommendations for possible keynote speaker(s). Ms. Driscoll recommended Everett Jackson, Harvard graduate from UNR. Ms. Gann will follow up with Mr. Jackson. Ms. Driscoll also recommended obtaining college handbooks from Senator Harry Reid’s office, which are provided free of charge. Ms. Gann proposed the commission finalize event details such as: scheduling, presenters, colleges represented, commissioner duties/assignments, dress code, and deadlines at the next regular meeting on September 21, 2016. Blue Ribbon Commission Page 4 of 6 Wednesday, August 17, 2016 - Minutes NB-5 DISCUSS AND APPROVE VOLUNTEER OPPORTUNITIES PUBLIC WORKS, PARKS AND RECREATION For Possible Action. RECOMMENDATION: Approve Approve volunteer activities as scheduled. (Motion) Ms. Gann introduced a motion to approve volunteer activities as scheduled. The vote favoring approval was unanimous. Chairman pro tempore Rodriguez declared the motion carried. Ms. Gann proposed the commission decorate the trunk of a vehicle and hand out goodies/candies for Halloween, and also help Blue Star Mothers put together stockings for military during the holidays in November. Commissioners are invited and encouraged to bring other volunteer opportunities to the commission for consideration. Ms. Gann proposed a motion to accept the following volunteer opportunities as scheduled:  Trunk or Treat on October 27, 2016 at Black Mountain Recreational Center  Blue Star Mothers stocking stuffing from November 28 through December 1, 2016 at Henderson Convention Center  Leadership Day on April 20, 2017 at Henderson Convention Center and for the commission to remain open to considering additional volunteer opportunities when possible. Blue Ribbon Commission Page 5 of 6 Wednesday, August 17, 2016 - Minutes NB-6 STAFF REPORT AND ANNOUNCEMENTS PUBLIC WORKS, PARKS AND RECREATION Ms. Gann announced that Public Works, Parks and Recreation recently met accreditation standards at 100 percent. She explained to the commission that all processes within the department were documented with input/participation by all members of staff. The process took approximately one year to complete. Ms. Gann expressed appreciation to members for taking part in Blue Ribbon Commission. On Thursday, October 13, the Senior Citizens Advisory Commission (SCAC) is going to conduct a Transportation Public Forum at the Henderson Multigenerational Center. The forum is from 6:00pm. – 7:30pm. SCAC requested the Blue Ribbon Commission's assistance with escorting those who may have mobility challenges or impairments within the facility. The commission would vote on this topic at the September meeting. VI. CHAIRMAN\MEMBER COMMENTS Chairman pro tempore Rodriguez expressed his appreciation for the Blue Ribbon Commission outing at Zappos last year. He recommended the commission consider ideas for the outing for this year. Ms. Darmody reminded the commission to ensure the outing includes the principle of leadership. Chairman pro tempore Rodriguez shared his experiences as a new member of the commission and how important it is for new commissioners to ask questions and feel comfortable participating in discussions. The Blue Ribbon Commission may have a social event as long as no topics for vote are discussed and no actions are committed during the event. Chairman pro tempore Rodriguez re-visited how vital it is for members to attend and be on time for meetings and events. By-laws allow for the appointment of sub-committees by the commission as a whole. Staff reviewed what quorum is and that in accordance with Nevada’s Open Meeting Law, meetings may not proceed without it. Ms. Gann reminded the Commission that there will be a nomination and vote on the offices of Chair and Vice-Chair during the next meeting. Blue Ribbon Commission Page 6 of 6 Wednesday, August 17, 2016 - Minutes VII. SET NEXT MEETING The next regularly scheduled meeting will be held on September 21, 2016 at 4:00p.m. in the Recreation Conference Room of the City Hall Annex. VIII. PUBLIC COMMENT There were no comments presented by the public. IX.
