CITY OF HENDERSON BLUE RIBBON COMMISSION ON EDUCATIONAL EXCELLENCE AND YOUTH OPPORTUNITY REGULAR MEETING MINUTES Wednesday, September 20, 2017 I. CALL TO ORDER The meeting of the Blue Ribbon Commission on Educational Excellence and Youth Opportunity was called to order by Vice-Chairman Brooklyn Darmody at 4:02 p.m., in the City Hall Annex Conference Room, 280 Water Street, Henderson, Nevada. II. CONFIRMATION OF POSTING AND ROLL CALL Tina Sigman, Recording Secretary, confirmed the Blue Ribbon Commission on Educational Excellence and Youth Opportunity had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, and the City of Henderson Website, and by electronically mailing a copy of the Agenda to everyone appearing thereon the Agenda Master Electronic Mailing List. PUBLIC COMMENT Keiana Williams introduced herself to the Blue Ribbon Commissioners, and staff made introductions in return. Ms. Sigman mentioned that Miss Williams is anticipated to be appointed to the Blue Ribbon Commission during the October 17, 2017m City Council Meeting, and will take the Oath of Office on October 18, 2017, just prior to the next Blue Ribbon Commission Meeting. IV. ACCEPTANCE OF AGENDA (For Possible Action) (Motion) Miss White introduced a motion to accept the agenda as presented. The vote favoring approval was unanimous. Vice-Chairperson Darmody declared the motion carried. V. UNFINISHED BUSINESS UB-1 NOMINATION AND ELECTION OF NEW CHAIRPERSON PUBLIC WORKS, PARKS AND RECREATION Nominations for a new Chairperson will be accepted and each nominee may provide a three-minute presentation in support of his or her candidacy with an election immediately following. Mr. Zeller nominated Ms. Brooklyn Darmody for the office of Chairperson. Having no other nominations, Vice Chairperson Darmody declared nominations closed. Miss Darmody presented a speech highlighting her qualifications for Chairperson of Blue Ribbon Commission. (Election) The vote favoring election of Brooklyn Darmody for the office of Chairperson was unanimous. UB-2 NOMINATION AND ELECTION OF NEW VICE-CHAIRPERSON PUBLIC WORKS, PARKS AND RECREATION Nominations for a new Vice-Chairperson will be accepted and each nominee may provide a three-minute presentation with election immediately following. Blue Ribbon Commission Page 3 of 7 Wednesday, September 20, 2017 – Minutes Avrey Callis nominated herself for the office of Vice-Chairperson. Having no other nominations, Chairperson Darmody declared the nominations closed. Miss Callis presented a speech highlighting her qualifications for Vice- Chairperson of Blue Ribbon Commission. (Election) The vote favoring election of Avrey Callis for the office of Vice-Chairperson was unanimous. UB-3 COLLEGE AND BEYOND - LIFE AFTER HIGH SCHOOL SATURDAY, OCTOBER 7, 2017 1:00PM TO 3:00PM AT HENDERSON MULTIGENERATIONAL CENTER, 250 S GREEN VALLEY PKWY, HENDERSON, NV 89012 PUBLIC WORKS, PARKS AND RECREATION Discuss event details: presenters, institutions represented, deadlines, and requirements. Ms. Driscoll informed the Commission of the following institutions who intend to participate: Army, Navy, Air Force, Marines, College of Southern Nevada, University of Nevada – Las Vegas, University of Nevada – Reno, Dixie State College, and Public Education Foundation. UNLV, UNR, Dixie State College, NV State College will each speak for four minutes. The commission should assist with confirming each of the agency’s attendance. Miss Callis provided a list of schools she proposed could additionally be invited, including Paul Mitchell, The School Las Vegas; The Art Institute of Las Vegas; and Euphoria Institute. Miss Callis will solicit some of the institutions on the list and will refer them to Ms. Gann and/or Ms. Sigman. Chairperson Darmody mentioned that the Dean of Altierus Career College has expressed interest in participating. Commissioners reviewed College Night materials from last year, including: the comments provided by attendees, area responsibilities, and room layout. Chairperson Darmody advised that all should arrive no later than 11:45 a.m. to assist with set up. Commissioners should expect to be there until 4:00 p.m. Dress is Blue Ribbon polo and slacks or dress pants with nametag. Blue Ribbon Commission Page 4 of 7 Wednesday, September 20, 2017 – Minutes Commissioners should provide confirmation to Ms. Gann as soon as possible. Mr. Adamo reminded commissioners of the importance of each to advertise College and Beyond at his or her own school. Mr. Mutzhaus advised commissioners to market specifically to English and Government teachers in addition to key administrators to disseminate the details of College and Beyond. UB-4 TRUNK OR TREAT OCTOBER 28, 2017 AT BLACK MOUNTAIN RECREATION CENTER 599 GREENWAY ROAD PUBLIC WORKS, PARKS AND RECREATION Discuss details and requirements for Trunk or Treat. Commissioners should arrive to the event by 3:00 p.m. to decorate Chairperson Darmody’s vehicle. Mr. Mutzhaus has arranged for four to six volunteer superheroes to attend and hand out donated comic books. Mr. Genaro Marcial-Lorza, volunteered his graphic artist expertise to create decorations. The Commission asked that signs created by marketing last year with the Star Wars theme be created again utilizing a Super Hero theme. (Motion) Mr. Zeller introduced a motion to expend $200.00 in Blue Ribbon Commission budget for Super Hero themed decorations. The vote favoring approval was unanimous. Chairperson Darmody declared the motion carried. UB-5 LEADERSHIP DAY 2018 APRIL 12, 2018 AT HENDERSON CONVENTION CENTER, 200 S WATER STREET PUBLIC WORKS, PARKS AND RECREATION Review Leadership Day 2017 surveys. Discuss possible details for Leadership Day 2018, including: keynote speaker, lunch, workshops, theme, T-shirt designs, deadlines, duties, and requirements. Commissioners should report on whether each has notified his or her respective school to ensure Leadership Day is placed on its calendar. Blue Ribbon Commission Page 5 of 7 Wednesday, September 20, 2017 – Minutes The commission reviewed Leadership Surveys from 2016 and 2017. Possible Leadership themes explored were: 1. Got Grit? (Take initiative) 2. Unity 3. Breaking Down Walls 4. Just One Person Can Make a Difference 5. Sports Leadership 6. Discover the Treasure of Leadership 7. Disney Princess Theme 8. Book Themes (for example: Leadership traits of Harry Potter) 9. Good Character 10. Combine Movie/Book Characters “Characteristics of Leadership” (Could include Harry Potter workshop, Princess workshop, etc) – You’re a Leader! 11. Today a Reader, Tomorrow a Leader The commission suggested possible keynote speakers for Leadership Day including: 1. Houston Kraft 2. Johnny Williams (former Commission member) 3. Lawrence Weekly (Clark County Commissioner) 4. Andre Agassi 5. Mr. Gengin 6. Tony Hsieh, CEO of Zappos Other considerations/suggestions: - One short PowerPoint presentation and two interactive workshops. - Mr. Zeller suggested that the raffle take place during lunch – seemed to take up too much time at the end. Workshops should be the main focus. - Commissioners should ensure Leadership Day is placed on each school’s calendar. - Lunch from Meadow’s Café? - Preparation seemed disorganized last year. Mr. Zeller strongly encouraged all to practice before an audience. - Costs involved for all items, including Keynote Speaker. Blue Ribbon Commission Page 6 of 7 Wednesday, September 20, 2017 – Minutes UB-6 VOLUNTEER OPPORTUNITY - BLUE STAR MOTHERS STOCKING STUFFING EVENT AT HENDERSON CONVENTION CENTER NOVEMBER 28 - 30, 2017 200 S WATER STREET PUBLIC WORKS, PARKS AND RECREATION Commissioners will review the requirements and dress code for this event and select a date to volunteer. Available dates: November 27, 28, 29, 30, 2017. Commissioners selected a date and time to volunteer for Blue Star Mothers Stocking Stuffing. Dress code is Blue Ribbon polo shirt and casual slacks or jeans. Ms. Driscoll will inform Blue Star Mothers of the intention of Blue Ribbon Commissioners to volunteer. (Motion) Mr. Zeller introduced a motion to volunteer for Blue Star Mothers on Wednesday, November 29, 2017, from 4:00 p.m.to 6:00 p.m. The vote favoring approval was unanimous. Chairperson Darmody declared the motion carried. VI. NEW BUSINESS NB-7 MINUTES SPECIAL MEETING SEPTEMBER 6, 2017 PUBLIC WORKS, PARKS AND RECREATION Special Meeting minutes of September 6, 2017. (Motion) Mr. Mutzhaus introduced a motion to adopt the minutes of September 6, 2017, as presented. The vote favoring approval was unanimous. Chairperson Darmody declared the motion carried. VII. CHAIRMAN\MEMBER COMMENTS Genaro Marcial-Lorza, introduced himself to the Blue Ribbon Commission. Ms. Sigman mentioned that Mr. Marcial-Lorza is anticipated to be appointed to the Blue Ribbon Commission during the October 3, 2017, City Council Meeting, and will take the Oath of Office on October 18, 2017 along with Ms. Williams, just prior to the next Blue Ribbon Commission Meeting. Blue Ribbon Commission Page 7 of 7 Wednesday, September 20, 2017 – Minutes VIII.
