CITY OF HENDERSON SENIOR CITIZENS ADVISORY COMMISSION REGULAR MEETING MINUTES Wednesday, September 20, 2017 I. CALL TO ORDER Chairman Liz Baldizan called the meeting to order at 5:35 p.m., at the City of Henderson, City Hall Council Chambers Conference Room, 240 Water Street, Henderson, Nevada 89015. II. CONFIRMATION OF POSTING AND ROLL CALL The Board Secretary confirmed the Regular Meeting had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, the City of Henderson Website, and by emailing a copy of the Agenda to everyone appearing thereon on the Agenda Master Mailing List. PUBLIC COMMENT There were no public comments presented. IV. ACCEPTANCE OF AGENDA (For Possible Action) (Motion) Ms. McEvers introduced a motion to accept the agenda as presented. The vote favoring approval was unanimous. Chairman Baldizan declared the motion carried. V. NEW BUSINESS NB-1 MINUTES SENIOR CITIZENS ADVISORY COMMISSION MEETING AUGUST 16, 2017 PUBLIC WORKS, PARKS AND RECREATION Senior Citizens Advisory Commission Meeting minutes of August 16, 2017. (Motion) Ms. Jolliff introduced a motion to adopt the minutes of August 16, 2017, as presented. The vote favoring approval was unanimous. Chairman Baldizan declared the motion carried. NB-2 ELECTION CHAIRPERSON PUBLIC WORKS, PARKS AND RECREATION Commission members will elect a Chairperson. Ms. Smith nominated Liz Baldizan as Chairperson. There being no other nominations, Ms. Baldizan accepted the nomination. (Motion) Ms. Jolliff introduced a motion to elect Liz Baldizan as Chairperson of the Senior Citizens Advisory Commission. The vote favoring approval was unanimous. Chairman Baldizan declared the motion carried. Senior Citizens Advisory Commission Page 3 of 7 Wednesday, September 20, 2017 – Minutes NB-3 ELECTION VICE-CHAIRPERSON PUBLIC WORKS, PARKS AND RECREATION Commission members will elect a Vice-chairperson. Ms. Joliff nominated JoAnn McEvers. There being no other nominations, Ms. McEvers accepted the nomination. (Motion) Ms. Jolliff introduced a motion to elect JoAnn McEvers as Vice-chairperson of the Senior Citizens Advisory Commission. The vote favoring approval was unanimous. Chairman Baldizan declared the motion carried. NB-4 COMMISSION MEMBER INTRODUCTIONS PUBLIC WORKS, PARKS AND RECREATION Members of the Commission will informally speak about their background and connection to senior citizens, including any particular area of interest that they currently have regarding seniors. Everyone present introduced themselves and provided information regarding work history and senior interests. NB-5 PRESENTATION HENDERSON SENIORS' AUXILIARY PUBLIC WORKS, PARKS AND RECREATION A member of the Henderson Seniors' Auxiliary will give their monthly report on activities of the organization. Linda Rauenbuehler, Henderson Senior Auxiliary, reported on the following activities: Brown Bag event on Sept 12 and 13, 2017; ice cream sales; book sale on October 12, 2017; bake sale on October 19, 2017; face painting for the Harvest Festival on October 7, 2017; Thanksgiving basket in November; Giving Tree in December; Seniors Got Talent in January. Senior Citizens Advisory Commission Page 4 of 7 Wednesday, September 20, 2017 – Minutes NB-6 CITY OF HENDERSON AARP AGE-FRIENDLY APPLICATION PUBLIC WORKS, PARKS AND RECREATION City staff will review the commission's role to provide feedback to the City's AARP Age Friendly Plan. Corey Clark, Recreation Services Manager, reported that the Community Development and Services Department would like to use the Senior Citizens Advisory Commission to review the City’s AARP Age Friendly Plan. This issue will be on the next meeting agenda for discussion. NB-7 SENIOR CITIZENS ADVISORY COMMISSION BYLAWS PUBLIC WORKS, PARKS AND RECREATION Wade Gochnour, Assistant City Attorney III, will propose revisions for discussion and possible adoption to the Senior Citizens Advisory Commission Bylaws in order to maintain compliance with Henderson Municipal Code. Revisions will address sub-committees and commissioner meeting attendance. Wade Gochnour, Assistant City Attorney III, explained that portions of the bylaws were not in compliance with the Henderson Municipal Code. He reviewed the proposed amendments in Article V, Section A; and Article III, Section F. (Motion) Mr. Shepherd introduced a motion to adopt the Bylaws as amended, seconded by Ms. Smith. Chairman Baldizan declared the motion carried. The vote favoring approval was unanimous. NB-8 SENIOR CITIZENS ADVISORY COMMISSION ROLES AND RESPONSIBILITIES PUBLIC WORKS, PARKS AND RECREATION Commission members will discuss the commission's purpose and powers as specified in the bylaws. The following suggestions were made regarding issues the Commission can focus on:  Attend various events to get input from seniors  Be the City Councils’ ears in the senior community  Focus on expansion of the Heritage Senior Facility  Gather data regarding Henderson senior population  Educate seniors to attend SCAC meetings  Transportation is limited for many seniors Senior Citizens Advisory Commission Page 5 of 7 Wednesday, September 20, 2017 – Minutes  Discuss changing name of the Senior Citizen Advisory Commission  Use AARP Age Friendly Application to coincide with new name  Share information with City Council  Identify areas of need to advise on resource allocation; Determine or reallocate funding and resources for seniors  Be the conduit to help fill in the gaps.  Inform staff representative of concerns to address with city departments, operations, management and possibly City Council No action was taken. NB-9 PARTICIPATION IN UPCOMING COMMUNITY OUTREACH EVENTS PUBLIC WORKS, PARKS AND RECREATION Commissioners and City staff will present a list of Henderson community events. Commissioners will discuss and approve participation in upcoming community outreach events through the end of the year. Will include but not limited to: Anthem Health Fair on September 23, 2017 Heritage Harvest Festival on October 7, 2017 Henderson Hospital Health Fair on October 31, 2017 Ms. Jolliff noted that she reserved a table at the Anthem Sun City Health Fair on September 23, 2017, if any commissioners would like to attend. This event is from 9:00 a.m. to 12:00 p.m. Chairman Baldizan, Mr. Berman, and Ms. Fields will attend this event. Ms. Smith and Mr. Shepherd will attend the Henderson Hospital Health Fair on October 31, 2017, from 4:00 p.m. to 6:00 p.m. Ms. Fields may be able to attend the Heritage Harvest Festival on October 7, 2017; however, it was noted that many children go to this event. It was suggested to have a raffle prize for people to fill out contact information. (Motion) Mr. Shepherd introduced a motion to approve the Senior Citizens Advisory Commission participating in the events listed on the agenda, and other possible events in the back-up material. The vote favoring approval was unanimous. Chairman Baldizan declared the motion carried. Senior Citizens Advisory Commission Page 6 of 7 Wednesday, September 20, 2017 – Minutes NB-10 SENIOR CITIZENS RELOCATION SUPPORT PUBLIC WORKS, PARKS AND RECREATION Commissioner Francine Fields will lead a discussion on accessibility of community resources to assist low income seniors when they are in a situation where they need to relocate. Ms. Fields reported there is low-income housing available for seniors; however, there is a great transportation need to help seniors move. She noted that she has contact with a trucking company to address this issue. Following discussion, a suggestion was made for staff to get input from Nevada Hand since they have experience developing low-income housing projects for seniors. This item will be further discussed at the next meeting. NB-11 HEART OF THE CITY AWARD APPLICATION PUBLIC WORKS, PARKS AND RECREATION City staff and commissioners to discuss program and application process. Corey Clark, Recreation Services Manager, presented a summary of this item, and noted that Commission members can nominate individuals for this award. NB-12 STAFF REPORT PUBLIC WORKS, PARKS AND RECREATION Recreation Manager, Corey Clark, will give an update on the Meals on Wheels program and on the City's senior services. Corey Clark, Recreation Services Manager, provided an update on the following senior services: Meals on Wheels and Mayor March’s March On event September 21, 2017, at 9:00 a.m., at the Heritage Park Senior Facility. Chana Edwards, Recreation Program Coordinator, Henderson Multigenerational Center , introduced herself, and welcomed seniors to use their Adult Lounge. VI. CHAIRMAN\MEMBER COMMENTS Mr. Berman commented that he cannot attend the March On event due to a conflict with Jewish holidays. SET NEXT MEETING The next meeting was set for October 18, 2017, at 5:30 p.m. VIII. PUBLIC COMMENT David Karel, David Karel Group, announced that Medicare open enrollment is from October 15, 2017, through December 7, 2017. He will be giving a Medicare presentation on Saturday, September 30, 2017, from 12:00 p.m. to 2:30 p.m., at the Heritage Park Senior Facility. He will attend Anthem Health Fair on September 23, 2017. Mr. Berman expressed concern about Mr. Karel soliciting his business. Wade Gochnour, Assistant City Attorney III, stated that a member of the public is entitled to speak about anything under public comment. IX.
