CITY OF HENDERSON CITIZENS TRAFFIC ADVISORY BOARD REGULAR MEETING AGENDA September 21, 2017 I. CALL TO ORDER Chairman Wayne Horlacher called the meeting to order at 6:02 p.m., in the Council Chambers Conference Room, 240 Water Street, Henderson, Nevada. II. CONFIRMATION OF POSTING AND ROLL CALL Alainore Stallard, Board Secretary, confirmed the meeting had been posted in accordance with the Nevada Open Meeting Law by posting the agenda three working days prior to the meeting at the Multigenerational Center, City Hall, Whitney Ranch Recreational Center, and Fire Station No. 86, the Nevada Public Notice website, and the City of Henderson website. PUBLIC COMMENT There were no comments presented. IV. ACCEPTANCE OF AGENDA (Motion) Mr. Heiny introduced a motion to accept the agenda as presented. The vote favoring approval was unanimous. Chairman Horlacher declared the motion carried. V. NEW BUSINESS NB-1 MINUTES CITIZENS' TRAFFIC ADVISORY BOARD MEETING AUGUST 17, 2017 PUBLIC WORKS, PARKS AND RECREATION Citizens' Traffic Advisory Board Meeting minutes of August 17, 2017 (Motion) Ms. Fabian introduced a motion to adopt the Citizens' Traffic Advisory Board Meeting minutes of August 17, 2017 as presented. The vote favoring approval was unanimous. Chairman Horlacher declared the motion carried. NB-2 LAKE LAS VEGAS AREA SPEED ANALYSIS PUBLIC WORKS, PARKS AND RECREATION RECOMMENDATION: Information Only Board members will discuss the speed analysis performed on Lake Las Vegas Parkway for possible solutions. Alyssa Rodriguez, City Traffic Engineer, gave a presentation on the proposed item. She reviewed the Lake Las Vegas Speed Limit Study dated September 11, 2017. Areas of discussion included: Purpose, Data, Speed Summary, Traffic Volumes, Sight Visibility, Crash History on Lake Las Vegas Parkway, Crash History on Montelago Boulevard, Horizontal Curves on Lake Las Vegas Parkway, Horizontal Curves on Montelago Boulevard, Vertical Curves on Lake Las Vegas Parkway, Vertical Curves on Montelago Boulevard, Staff’s Recommendation, and Possible Mitigation. Ms. Rodriguez said she does not anticipate the speed changing in this location and does not expect speed bumps to be installed. Citizens Traffic Advisory Board Page 3 of 3 Thursday, September 21, 2017 – Minutes NB-3 SAN GABRIEL AVENUE SPEED ANALYSIS PUBLIC WORKS, PARKS AND RECREATION Board members will discuss the speed analysis performed on San Gabriel Avenue. Alyssa Rodriguez, City Traffic Engineer, gave a presentation on the proposed item. She explained that the data collected on the subject location was so unexpected that staff is going to reevaluate the analysis, and will return with a new report to provide for the Board. VI. CHAIRMAN\MEMBER COMMENTS There were no comments presented. VII. SET NEXT MEETING The next meeting was set for October 19, 2017, at 6:00 p.m. VIII. PUBLIC COMMENT There were no public comments presented. IX.
