CITY OF HENDERSON BLUE RIBBON COMMISSION ON EDUCATIONAL EXCELLENCE AND YOUTH OPPORTUNITY REGULAR MEETING MINUTES Wednesday, September 18, 2019 I. CALL TO ORDER Xanie Gann, Recreation Services Manager, called the meeting of the Blue Ribbon Commission on Educational Excellence and Youth Opportunity to order at 4:07 p.m., in the City Hall Annex Conference Room, 280 Water Street, Henderson, Nevada. II. CONFIRMATION OF POSTING AND ROLL CALL Rayna Booker, Administrative Assistant III, confirmed the meeting of the Blue Ribbon Commission on Educational Excellence and Youth Opportunity had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, and the City of Henderson Website, and by electronically mailing a copy of the Agenda to everyone appearing thereon the Agenda Master Electronic Mailing List. PUBLIC COMMENT There were no public comments presented. IV. ACCEPTANCE OF AGENDA It was noted that NB-3 should be amended to include Zayli Jackson as a candidate for Vice-Chairperson. (Motion) Miss Almen-Reyes introduced a motion to accept the agenda as amended. The vote favoring approval was unanimous. Chairperson Williams declared the motion carried. V. NEW BUSINESS NB-1 MINUTES BLUE RIBBON COMMISION REGULAR MEETING AUGUST 21, 2019 PARKS AND RECREATION Blue Ribbon Commission Regular Meeting minutes of August 21, 2019. (Motion) Mr. Palmaffy introduced a motion to adopt the draft minutes of August 21, 2019, as presented. The vote favoring approval was unanimous. Miss Gann declared the motion carried. NB-2 PRESENTATION BY RENAE BUCKLES, SERENITY ALEMAN-REYES, ZAYLI JACKSON, HENRY MILLEN AND MICHELLE BELL FOR THE ELECTION OF CHAIRPERSON OF THE BLUE RIBBON COMMISSION ON EXCELLENCE AND YOUTH OPPORTUNITY PARKS AND RECREATION Presentation by Renae Buckles, Serenity Aleman-Reyes, Zayli Jackson, Henry Millen, and Michelle Bell for the election of the Chairperson of the Blue Ribbon Commission on Excellence and Youth Opportunity. Term to expire July 31, 2020. Each candidate gave a presentation on their goals, objectives, and qualifications to be elected as Chairperson. Blue Ribbon Commission Page 3 of 7 Wednesday, September 18, 2019 – Minutes Responding to a question by Mr. Zeller about candidate attendance records last year, it was noted that Miss Buckles had four absences, Miss Aleman-Reyes had four absences, and Miss Jackson had nine absences. Mr. Millen and Miss Bell are new members of the Commission this year. Miss Jackson commented that her absences last year were due to traveling out of town. She noted that her schedule this year will be modified to increase her attendance at these meetings. Results for the first vote were as follows: Miss Buckles received six votes. Miss Aleman-Reyes received six votes. Miss Jackson received 11 votes. Mr. Millen received two votes. Miss Bell received six votes. Results for the second round-vote to break a three-way tie for second runner up were as follows: Miss Buckles received eight votes. Miss Aleman-Reyes received four votes. Miss Bell received four votes. Results for the final vote were as follows: Miss Buckles received six votes. Miss Jackson received 11 votes. By a majority vote, Miss Jackson was elected as Chairperson. (Motion) Miss Bell introduced a motion to accept the election of Miss Jackson as Chairperson. The vote favoring approval was unanimous. Miss Gann declared the motion carried. Note: Miss Jackson commenced as Chairperson over the remainder of the meeting. NB-3 PRESENTATION BY SERENITY ALEMAN-REYES, MICHELLE BELL, GWYN LONZAME, ALYSSA PANGILINAN AND SAMANTHA ELLIOTT FOR THE ELECTION OF VICE-CHAIRPERSON OF THE BLUE RIBBON COMMISSION ON EXCELLENCE AND YOUTH OPPORTUNITY PARKS AND RECREATION Presentation by Serenity Aleman-Reyes, Michelle Bell, Gwyn Lonzame, Alyssa Pangilinan, and Samantha Elliott for the election of the Vice-Chairperson of the Blue Ribbon Commission. Term to expire July 31, 2020. Blue Ribbon Commission Page 4 of 7 Wednesday, September 18, 2019 – Minutes Note: Due to Miss Jackson being elected as Chairperson, she was removed as a candidate for Vice-Chairperson. Each candidate gave a presentation on their goals, objectives, and qualifications to be elected as Vice-Chairperson. Results for the first vote were as follows: Miss Aleman-Reyes received 12 votes. Miss Bell received four votes. Miss Lonzame received four votes. Miss Pangilinan received zero votes. Miss Elliott received 11 votes. Results for the final vote were as follows: Miss Aleman-Reyes received seven votes. Miss Elliott received ten votes. By a majority of vote, Miss Elliott was elected Vice-Chairperson. (Motion) Miss Aleman-Reyes introduced a motion to accept the election of Miss Elliott as Vice-Chairperson. The vote favoring approval was unanimous. NB-4 COLLEGE AND BEYOND LIFE AFTER HIGH SCHOOL EVENT PARKS AND RECREATION Review the College and Beyond event from September 14, 2019. The following comments were noted regarding this event:  Need telescope banners for future events.  Event was displayed in a professional manner.  Student members did a good job setting up the event, participating, and meeting with vendors.  Suggestions to do more marketing to increase attendance at future events. Xanie Gann, Recreation Services Manager, reported that a total of eight vendors did not show up at this event, and six of those vendors were no call/no show. She briefly reviewed vendor feedback and noted that this event is growing each year. Mr. Zeller commended the student members for participating in this event. Blue Ribbon Commission Page 5 of 7 Wednesday, September 18, 2019 – Minutes Possible vendors to contact for next year included: Southern Utah University (SUU) for the helicopter aviation program and the College of Southern Nevada (CSN) is partnering with another college regarding a nursing program. Members thanked Ms. Gann for staff support. Chairperson Jackson agreed that more marketing would be beneficial to increase attendance. It was suggested that student members friend the City of Henderson on social media and tag all events to share with friends and family. NB-5 TRUNK OR TREAT 2019 PARKS AND RECREATION Review event details and obtain volunteer commitments. Xanie Gann, Recreation Services Manager, reported the Trunk or Treat 2019 event is scheduled for October 24, 2019, at the Black Mountain Recreation Center. Members can sign up to attend two different time frames or attend the entire event: 4:30 p.m. to 6:30 p.m. or 7:00 p.m. to 9:00 p.m. The theme will be Superhero Comics. All attendees must be dressed in a costume, and the costume must be appropriate. The vehicle needs to be onsite by 3:00 p.m. to be decorated. Staff will be serving pizza for dinner, and the City will donate decorations and candy. Comic books and candy will be handed out to kids. Attendees for the full shift include (4:30 p.m. to 9:00 p.m.) include: Miss Bell, Miss Pangilinan, Miss Reeves, Chairperson Jackson, Mr. Millen, Miss Shirley-Tecumseh, Miss Lonzame, Mr. Adamo, Mr. Mutzhaus, and Mr. Zeller. Attendee for the first shift (4:30 p.m. to 6:30 p.m.) is Mr. Pectol. Attendees for the second shift (7:00pm to 9:00 p.m.) include: Ms. Cox and Vice-Chairperson Elliott. Mr. Martinez, Miss Buckles, and Mr. Klingler cannot attend this event. Ms. Cox offered to donate a car to decorate for this event. She will coordinate with Black Mountain Recreation Center to have the vehicle dropped off by 3:00 p.m. Blue Ribbon Commission Page 6 of 7 Wednesday, September 18, 2019 – Minutes NB-6 LEADERSHIP DAY 2020 PARKS AND RECREATION Discussion by commissioners and staff representatives to propose and approve a possible venue, theme options, possible keynote speaker candidates, youth commissioner led workshops and potential dates for the event. Xanie Gann, Recreation Services Manager, stated that in previous years, the venue for this event was the Henderson Convention Center. Since this building has been demolished and the site is under construction to be a hockey facility, a new venue must be secured. She explained that it is beneficial to negotiate a partnership with a facility to minimize the cost as much as possible. She expects 250 to 275 attendees at this event, which will last approximately six to seven hours. She noted that costs include bussing students to and from the event and lunch. Mr. Adamo reported Green Valley Ranch Casino is very expensive because they do not allow events to bring in outside food. Suggestions were made to contact the following facilities regarding a possible venue for this event: Pinecrest Academy Sloan Canyon, MultiGen Recreation Center, University of Las Vegas (UNLV), Raiders Practice Field, school auditoriums, and Green Valley High School. Michael Oh, Assistant City Attorney III, said members cannot use their commission membership status as a means to get special benefits. An agreement will need to be drafted and reviewed by the City Attorney’s Office to ensure liability and indemnification issues are addressed. Ms. Cox will contact a representative from Pinecrest Academy Sloan Canyon. It was noted that a more central location is preferred due to travel time for the school buses. It was noted that the venue, theme options, possible keynote speaker candidates, youth commissioner led workshops, and potential dates for this event will be discussed at the next meeting. (Motion) Ms. Cox introduced a motion to table this item to the next meeting. The vote favoring approval was unanimous. CHAIRMAN\MEMBER COMMENTS Miss Bell congratulated Chairperson Jackson and Vice-Chairman Elliott for winning the elections. Students welcomed new member Carrie Cox and wished Mr. Millen a happy birthday. VII. SET NEXT MEETING The next regular meeting was set for October 16, 2019, at 4:00 p.m. VIII. PUBLIC COMMENT There were no public comments presented. IX.
