CITIZENS TRAFFIC ADVISORY BOARD
MINUTES
November 20, 2014
I. CALL TO ORDER
Chairman Slater called the meeting to order at 6:02 p.m., in the
Council Chambers Conference Room, 240 Water Street, Henderson, Nevada.
II. CONFIRMATION OF POSTING AND ROLL CALL
John Penuelas, City Traffic Engineer, confirmed the meeting had been posted in
accordance with the Open Meeting Law by posting the agenda three working
days prior to the meeting at the Multigenerational Center, City Hall, Whitney
Ranch Recreational Center, and Fire Station No. 86. 6 Via Antincendio,
Henderson, Nevada. In addition, copies of the agenda were mailed to each
person having an item on the agenda and to all those on the Agenda Master
Mailing List.

III. PUBLIC COMMENT
There were no comments presented by the public.
IV. ACCEPTANCE OF THE AGENDA
(Motion)
Mr. Curry introduced a motion to accept the agenda as presented. The vote
favoring approval was unanimous. Chairman Slater declared the motion
carried.

PUBLIC WORKS, PARKS AND RECREATION
Approve minutes of August 21, 2014.
(Motion)
Ms. Curry introduced a motion to approve the minutes of August 21, 2014,
meeting as presented. The vote favoring approval was unanimous.
Chairman Slater declared the motion carried.
2 GALLERIA SPEED STUDY
PUBLIC WORKS, PARKS AND RECREATION
Review and approve Galleria Drive speed limit study and recommendations on
modifying speed limit.
John Penuelas, City Traffic Engineer, distributed a map of the proposed area
and reviewed the Galleria Drive (Stephanie Street to Lake Las Vegas) Speed
Limit Study. Areas of discussion included: Speed Limits, Study Purpose, Data
Required, Decision Process, Prevailing Speeds, Traffic Volumes, Roadway
Design Elements, Crash History, and Sight Distance.
Mr. Penuelas recommended the following speed limits on Galleria Drive:
35 mph speed limit between Stephanie Street and Boulder Highway to
maintain a safe environment that encourages biking and walking.
45 mph speed limit between Boulder Highway and Olivia Parkway due to
prevailing speeds and limited adjacent development.
40 mph speed limit from Olivia Parkway to Lake Las Vegas Parkway due
to the design speed of the existing vertical and horizontal curves.

Responding to a question by Chairman Slater regarding the 40 mph speed limit
on the vertical curves, Mr. Penuelas stated they resulted from the design
parameters that the City of Henderson and the consultant came up with.
Responding to Mr. Curry’s question regarding the 12 angle accidents,
Mr. Penuelas stated that angle accidents are not speed related and are due to
driver mistakes.
A discussion ensued regarding future traffic control devices for the area.
Responding to a question by Mr. Blanchard regarding the section that is to
remain at 35 mph, Mr. Penuelas stated he is comfortable with the section of
roadway by the water park remaining at 35 mph due to the pedestrian and bike
traffic. He also noted that the police department felt that 35 mph is a
reasonable speed.
(Motion)
Chairman Horlacher introduced a motion to approve the staff recommendation
as presented. The vote favoring approval was unanimous. Chairman Slater
declared the motion carried.

There were no comments presented by the Chairman or Members.
VII. SET NEXT MEETING
The next meeting of the Citizens Traffic Advisory Board was scheduled for
December 18, 2014, at 6:00 p.m., in the Council Chambers Conference Room,
Henderson City Hall, 240 Water Street, Henderson, Nevada.
VIII. PUBLIC COMMENT
There were no comments presented by the public.
IX. ADJOURNMENT
There being no further business to come before the Board, Chairman Slater
adjourned the meeting at 6:38 p.m.
