CITY OF HENDERSON BICYCLE ADVISORY COMMITTEE MINUTES November 19, 2015 I. CALL TO ORDER Vice Chairman Schmitt called the meeting to order at 4:07 p.m., in the Council Chambers Conference Room, 240 Water Street, Henderson, Nevada. II. CONFIRMATION OF POSTING AND ROLL CALL Mr. Scott Jarvis, Project Engineer III, confirmed the meeting had been posted in accordance with the Open Meeting Law by posting the agenda three working days prior to the meeting at City Hall, Multigenerational Center, Whitney Ranch Recreational Center, and Fire Station No. 86. PUBLIC COMMENT There were no comments presented by the public. IV. ACCEPTANCE OF AGENDA (Motion) Mr. Floth introduced a motion to accept the agenda as presented. The vote favoring approval was unanimous. Vice Chairman Schmitt declared the motion carried. Bicycle Advisory Committee Page 2 of 4 November 19, 2015 – Minutes V. NEW BUSINESS 1 MINUTES PUBLIC WORKS, PARKS AND RECREATION Approve minutes from October 15, 2015. (Motion) Mr. Floth introduced a motion to approve the minutes from October 15, 2015, as presented. The vote favoring approval was unanimous. Vice Chairman Schmitt declared the motion carried. 2 RTC REGIONAL BIKE/PEDESTRIAN PLAN UPDATE PUBLIC WORKS, PARKS AND RECREATION RTC will provide an update on their progress to the Regional Bike/Pedestrian Mater Plan Update. Michael Galizio, RTC, distributed handouts and gave a PowerPoint presentation on the Regional Bike/Pedestrian Master Plan Update. Areas of discussion included: Project Schedule, Stakeholder Participation Plan, Stakeholder Advisory Groups, Equity Analysis, Pop-Up Meetings, Community-Wide Existing Conditions Workshop, Alternative Bicycle and Pedestrian Solutions Charrette, Alternative Bicycle and Pedestrian Solutions Open House. Mr. Wimmer said he looks forward to working with the RTC on this project. Mr. Galizio said anyone who has any questions or suggestions can give him a call. 3 BIKE LANE STRIPING The City has an upcoming project to perform miscellaneous bike-lane striping and signage enhancements. The Bicycle Advisory Committee is asked to identify potential areas for these enhancements. Scott Jarvis, Project Engineer III, gave a summary of the bike-lane striping and signage enhancements project. The public was invited to comment on this item. Bob Croke, no address given, said he has complained about the breaks in the bike lanes however, he doesn’t remember where they are. He inqured as to how citizens can inform the City of the condition when they are discover. Mr. Croke suggested that signage be placed at the end of trails to explain the connectivity. Bicycle Advisory Committee Page 3 of 4 November 19, 2015 – Minutes Responding to Vice Chairman Schmitt regarding if there is a preliminary plan, Mr. Jarvis said this is the very beginning of the process and there is not a plan at this time. Mr. Seegmiller displayed a map of Henderson on the STRAVA website and noted that the majority of the rides in Henderson are along arterials. Mr. Floth said regional signage guidelines are being developed. He said the Regional Open Space and Trails group is currently working on this. Responding to a question by Vice Chairman Schmitt regarding the timeline, Mr. Jarvis said the plan is to move forward within 60 days. The Committee expressed the desire to allow time for additional public comment. Scott said this is a great opportunity for the members of the Committee to voice their recommendations regarding striping around the City. Suggestions were discussed regarding places that can participate with outreach. 4 DISCUSSION ON COMMITTEE PRIORITIES AND GOALS PUBLIC WORKS, PARKS AND RECREATION To discuss committee's priorities, goals and assignments. There was no discussion on this item. 5 STAFF REPORT PUBLIC WORKS, PARKS AND RECREATION Staff update on City sponsored initiatives and requests from the Bicycle Advisory Committee. Scott reported on the following items:  The City was awarded the Silver Designation as a Bicycle Friendly Community. A presentation will be made at the December 1, 2015, City Council meeting. Mr. Jarvis invited members of the Committee to attend the Council meeting, as well as additional meetings that will include a bike ride and brainstorming session.  The Natural Summit with the League of American Bicyclists will take place March 7-9, 2016, in Washington DC. Bicycle Advisory Committee Page 4 of 4 November 19, 2015 – Minutes  Mr. Jarvis updated the Committee members on various projects that will be going in around the city. Projects included Racetrack Road Rehab Project and Volunteer Roadway Project. He also noted that the trail between Green Valley Parkway to Acacia Park is now open.  Derek Allen, Planner, was recently certified at the first League Certified Instructors training conducted by the Southern Nevada Bicycle Coalition. VI. CHAIRMAN\MEMBER COMMENTS Mr. Floth said the League Certified Instructors training was great and now there are seven new instructors. Vice Chairman Schmitt said the Committee needs to reevaluate the goals of the committee and what is the direction they would like to go into. Mr. Floth noted that transit buses are now equipped with biker de-boarding buttons. He said this will alert the driver that the rider has to remove his bike from the rack as well as increasing the capacity for bikes on the transit vehicles. VIII. SET NEXT MEETING The next meeting was set for December 17, 2015, at 4:00 p.m., in the Council Chambers Conference room. IX. PUBLIC COMMENT Doug Parker, no address given, asked if a City Attorney could address liability regarding bikes in pedestrian areas such as crosswalks. X.
